MINUTES OF THE WITHOUT PARISH COUNCIL EXTRAORDINARY MEETING THE CORN EXCHANGE, CALNE TOWN HALL, CALNE THURSDAY 7TH NOVEMBER 2019 19.30

2 Public speaking and correspondence Public speaking Two members of the public from spoke in support the proposal for a new Derry Hill and Studley Parish Council. Cllr Bryant from Heddington Parish Council spoke personally supporting Heddington and Stockley becoming linked.

Chairman asked Councillors to suspend Standing Orders for items 4 and 5 only to allow all those present to speak. Proposed: Cllr Cook Seconded: Cllr Malpas Agreed unanimously: That Standing Orders be suspended for items 4 and 5 only.

4 Presentation by Calne Town Council Cllr Tom Rounds of Calne Town Council presented the reasons for each of the areas Calne Town requested to be removed from Calne Without to Calne Town Parish and answered questions from the public and Councillors.

5 Presentation from the proposers of a new Derry Hill and Studley Parish Council. Ioan Rees, Alan Malpas and Keith Robbins presented the reasons, methodology and legislative background to the petition and request submitted to Council for the MINUTES MAY BE UPDATED BEFORE THEY ARE APPROVED AT THE NEXT PARISH COUNCIL MEETING formulation of a new Derry Hill and Studley Parish Council. The proposers of the new Parish Council also answered questions from Councillors, members of the public and press.

6 Calne Town Council request for Boundary Changes Councillors debated each of the following areas that Calne Town Council had requested be removed form Calne Without Parish to Calne Town. Cllr Malpas requested that every vote be recorded.

6.1 To extend the Town boundary to the north to incorporate the Town Council’s Beversbrook Sports Facility and Allotments

Proposed: Cllr Cook Seconded: Cllr Baker Agreed: The Town Council hold a 125 Year lease and own and run the sports facilities therefore the Parish Council accepts the proposal for the area as shown to become part of Calne Town Council. Recorded Vote For: Cllrs Baker Cook, French, Hislop, Jones, Kronig, Maddicks, Malpas, Rees, Robbins and B. Satchell. Against: None

6.2 To extend the Town Boundary to the east off Low Lane

Proposed: Cllr Rees Seconded: Cllr Robbins Agreed: The land forms part of a larger housing development and residents will better understand which Parish they are part of if the whole area is within one. The proposal is accepted.

Recorded Vote For: Cllrs Baker Cook, French, Hislop, Jones, Kronig, Maddicks, Malpas, Rees, Robbins and B. Satchell. Against: None

6.3 To extend the boundary to the south west to include ▪ View Allotments ▪ Cherhill View housing estate ▪ Rookery Farm

Proposed: Cllr Malpas Seconded: Cllr Maddicks Proposed: The allotments are run by Calne Town Council therefore the land should be passed to Calne Town Council.

The development at Cherhill View and Rookery Farm are on the edge of the town and could be included in the Town boundary. The proposal is accepted.

Proposed: Cllr Cook Seconded: Cllr Kronig Agreed: The residents of Cherhill View have already established a connection with Calne Without Parish and the Council has agreed to provide additional services to residents. The Parish Council has CIL funds to provide the improved footpath. Therefore, the proposal is rejected. Recorded Vote For: Cllr Baker, Cook, French, Hislop, Jones, Kronig, B. Satchell Against: Cllr Maddicks, Cllr Malpas, Cllr Rees, Cllr Robbins

6.4 To extend the Town boundary to the east to connect the A4 in the south to the A3102 and to the west by Kingsbury Green Academy to incorporate ▪ Penhill Farm to Abberd Lane

Proposed: Cllr Rees Seconded: Cllr Cook Agreed: The Land is part of open countryside to the east of Calne and has a better connection to Calne Without Parish. Any future development should be decided through the Neighbourhood Plan which covers both Parishes. Recorded Vote For: Cllrs Baker Cook, French, Hislop, Jones, Kronig, Maddicks, Malpas, Rees, Robbins and B. Satchell. Against: None.

▪ Land west of Kingsbury Green Academy

Proposed: Cllr Baker Seconded: Cllr B. Satchell Agreed: The Land is part of open countryside to the south of Calne and has a better connection to Calne Without Parish. Any future development should be decided through the Neighbourhood Plan which covers both Parishes. Recorded Vote For: Cllrs Baker Cook, French, Hislop, Jones, Kronig, Maddicks, Malpas, Rees, Robbins and B. Satchell. Against: None.

7 Proposal for a new Derry Hill and Studley Parish Council Councillors debated the proposal for the new Derry Hill and Studley Parish Council including the level of support gained through the petition, the areas ability to function as a separate Parish the effect on rest of the Parish of the possible split. The advantages and disadvantages of the split on those in Derry Hill and Studley and those outside.

Proposed: Cllr Malpas Seconded: Cllr Rees Motion: The Parish Council acknowledges the views expressed by the residents of Derry Hill and Studley and has no objection to the creation of a separate Parish for Derry Hill and Studley. Recorded Vote For: Cllr Maddicks, Cllr Malpas, Cllr Rees, Cllr Robbins Against: Cllr Baker, Cook, French, Hislop, Jones, Kronig, B. Satchell Motion Lost

Proposed: Cllr Cook Seconded: Cllr Hislop Agreed: The residents of Derry Hill, Studley and will not be better served by a separate a Parish Council and it would be to the detriment of the remainder of Calne Without Parish. The proposal is rejected. However, if is minded to accept the proposal the Parish Council requests that Wiltshire Council considers how they would approve the continuation of Calne Without Parish Council or split the Parish to other Councils.
