Environmental policy, municipalities and intergovernmental cooperation in Brazil ESTELA MARIA SOUZA COSTA NEVES FFECTIVE ENVIRONMENTAL policies are indispensable for the sus- tainability of long-term development for meeting both domestic chal- E lenges and the so-called global issues. The purpose of this paper is to contribute to the understanding of environmental governance in Brazil through the exploratory analysis of the relationship between municipalities and envi- ronmental policy strategies developed by the Federal Government, from the perspective of the Brazilian federative state. The central argument presented herein holds that in Brazil, for an impor- tant number of topics on the environmental agenda, the success of the initiatives promoted by the federal government depends to some extent on the adhesion of municipalities. Since 1988, endowed with the status of federated entities and enjoying unprecedented autonomy, municipalities can contribute to the failure of federal initiatives by not subscribing to said initiatives, especially these require the exercise of their exclusive powers and the allocation of their own resources. Nationwide public policies promoted by central governments require the involvement of local government actors either to tailor policy objectives and regulations to local specificities, harmonize conflicting priorities, or optimize the use of increasingly scarcer public resources. The structure of intergovern- mental relations is a crucial factor for the success of public policies implemented at central level, especially the promotion of the mutual and enriching adaptation of national and local perspectives (Villanueva, 2000, p.40). The importance of the participation of local governments, however, is not restricted to the host of benefits pointed out in the literature about the ad- vantages of localized state action - such as increased efficiency, less corruption, promotion of direct democracy practices, greater social control, transparency and greater capacity to meet local specificities and preferences. -

Municipal Energy Planning and Energy Efficiency Jenny Nilsson, Linköping University Anders Mårtensson, Linköping University ABSTRACT Swedish law requires local authorities to have a municipal energy plan. Each municipal government is required to prepare and maintain a plan for the supply, distribution, and use of energy. Whether the municipal energy plans have contributed to or preferably controlled the development of local energy systems is unclear. In the research project “Strategic Environmental Assessment of Local Energy Systems,” financed by the Swedish National Energy Administration, the municipal energy plan as a tool for controlling energy use and the efficiency of the local energy system is studied. In an introductory study, twelve municipal energy plans for the county of Östergötland in southern Sweden have been analyzed. This paper presents and discusses results and conclusions regarding municipal strategies for energy efficiency based on the introductory study. Introduction Energy Efficiency and Swedish Municipalities Opportunities for improving the efficiency of Swedish energy systems have been emphasized in several reports such as a recent study made for the Swedish government (SOU 2001). Although work for effective energy use has been carried out in Sweden for 30 years, the calculated remaining potential for energy savings is still high. However, there have been changes in the energy system. For example, industry has slightly increased the total energy use, but their use of oil has been reduced by two-thirds since 1970. Meanwhile, the production in the industry has increased by almost 50%. This means that energy efficiency in the industry is much higher today than in the 1970s (Table 1). -

Glossary of Terms Commonly Used in Municipal Finance Abatement: A complete or partial cancellation of a tax bill imposed by a governmental unit; applicable to tax levies and special assessments. Appropriation: An authorization granted by a legislative body to make expenditures and to incur obligations for specific purposes. An appropriation is usually limited in amount and the time when it can be expended. Any amount that is appropriated may be encumbered. A warrant article appropriation is carried forward from year to year until spent for the designated purpose or transferred by town meeting vote to another account. Assessed Valuation: The value placed upon a particular property by the local Board of Assessors for the purpose of apportioning the town’s tax levy among individual property owners equitably and in accordance with the legal requirement that property be assessed at “full and fair cash value”, certified periodically by the Commonwealth’s Commissioner of Revenue (no less frequently than once every three years). Available Funds: Balances in the various fund types that represent non-recurring revenue sources. As a matter of sound practice, they are frequently appropriated to meet unforeseen expenses, for capital expenditures or other onetime costs. Examples of available funds include free cash, stabilization funds and overlay surplus. Audit: Work done by accountants in examining financial reports, reviewing compliance with applicable laws and regulations, reviewing effectiveness in achieving program results. A basic audit examines only the financial reports and legal compliance. An outside Certified Public Accountant (CPA) audit is directed primarily toward the expression of an opinion as to the fairness of the financial statements and submission of a management letter. -

This paper aims at unveiling some of the mysteries covering the issue of so-called “Islamic fundamentalism” in Chechnya. A comparison of the native Sufi branch of Islam and the imported Wahhaby ideology is made, in order to discover the contradictions and the conflicts that the spreading of the latter inflicted in the Chechen society. Furthermore, the paper investigates the main challenges President Aslan Maskhadov was facing at the beginning of his mandate, and the way he managed to cope with them. Introduction To address the issues of stability in North Caucasus in general and in Chechnya in particular is a difficult task. The factors that have contributed to the start of the first and of the second armed conflicts in Chechnya are indeed many. History, politics, economy, traditions, religion, all of them contributed to a certain extent to the launch of what began as an anti-terrorist operation and became a full scale armed conflict. The narrow framework of this presentation does not allow for an exhaustive analysis of the Russian- Chechen relations and of the permanent tensions that existed there during the known history of that part of North Caucasus. -

INTRODUCTION Use of force against Yugoslavia, initiated on March 24, 1999, raised vexing problems about international governance. This article identifies two problems in particular and suggests an alternative approach which may have averted them. The Kosovo crisis can be characterized as a crisis of self-determination. When a group of human beings achieves self-determination, it is manifested by the participation of the group in the governance of a state. Where there are no other groups in the territory of the state, this will mean a monopoly by the group over governance. Where more than one group lives within a state, (which is to say, in most states) self-determination means shared participation in governance either through democratic institutions constituting a unitary government or through sub-state territorial units possessing their own competencies such as "autonomy" or "self-government." An important incident of self-determination when expressed this way is the right of the state to maintain its territorial integrity. Not all groups however have achieved self- determination. Where a group has not achieved self-determination, it may later be achieved through a change in the organization of the state in which the group lives. -

ISSN: 2036-5438 Belgian Federalism after the Sixth State Reform by Jurgen Goossens and Pieter Cannoot Perspectives on Federalism, Vol. 7, issue 2, 2015 Except where otherwise noted content on this site is licensed under a Creative Commons 2.5 Italy License E - 29 Abstract This paper highlights the most important institutional evolutions of Belgian federalism stemming from the implementation of the sixth state reform (2012-2014). This reform inter alia included a transfer of powers worth 20 billion euros from the federal level to the level of the federated states, a profound reform of the Senate, and a substantial increase in fiscal autonomy for the regions. This contribution critically analyses the current state of Belgian federalism. Although the sixth state reform realized important and long-awaited changes, further evolutions are to be expected. Since the Belgian state model has reached its limits with regard to complexity and creativity, politicians and academics should begin to reflect on the seventh state reform with the aim of increasing the transparency of the current Belgian institutional labyrinth. Introduction After the federal elections of 2010, Belgian politicians negotiated for 541 days in order to form the government of Prime Minister Di Rupo, which took the oath on 6 December 2011. This resulted in the (unofficial) world record of longest government formation period. After the Flemish liberal party (Open VLD) elicited the end of the government of Prime Minister Leterme, Belgian citizens had to vote on 13 June 2010. -

MSU Local Government Center Handbook Highlight from the Montana Municipal Officials Handbook 1.102 Municipality Defined Authoritative sources define the American municipality as having four essential characteristics, each of which is considered in detail in sub-section 1.103 immediately below. To exist as a municipality in the United States the entity must have: 1. Law making authority authorized by the state; 2. Legal personality such that it can sue and be sued and hold and dispose of property; 3. A local court that enforces local law and 4. A defined territorial area. However, in Montana law, a municipality is defined simply as an entity that incorporates as a city or town (7-1-4121(9), MCA). Interestingly enough, this language sometimes causes confusion in as much as none of Montana’s 129 presently incorporated municipalities can produce a document that even resembles the “articles of incorporation” that would usually define the purpose, structure and officers of a private corporation. In Montana, a city or town is brought into existence as a public corporation either directly by an act of the state legislature or indirectly pursuant to law enacted by the state legislature. The first ten Montana communities to become incorporated municipalities were “incorporated” by an act of the Territorial Legislature during the period between 1864 (when Virginia City was incorporated) and 1885 (when Billings was incorporated). Later, communities that met the statutory criteria for incorporation and that wished to form a city or town government were brought into existence (i.e. became incorporated municipalities) by local elections that were conducted pursuant to the laws enacted by the Montana State Legislature. -

Report of the Brazilian Institute of Geogrqhy and Statistics ( IBGE ) Items 5 and 9 of the Provisional Agenda Recent Developments on Geoerapbical Names The Brazilian Institute of Geography and Statistics, with regard to the 1996 Population and Housing Counts - 1096 Agricultural Census and among many other geographical activities of its responsibility, has updated the toponymic data related to populated places, political, statistical and geographical areas. These data are stored in the Territorial Structures Database, which was built to provide territorial support to the IBGE’s statistical and geographical programs. Since 1991 Demographic Census, the political and administrative division has been expressively changed. In addition to the 54 legal name changes of municipalities and districts, 483 new municipalities were settled in 1993, consequently modifying 496 of the 4,490 existing ones. Considering the district level, almost the same amount of new and modified units has occurred during this period. Furthermore, due to the administrative mobility, the category of populated places (seat of the new municipalities and districts) has been changed, as well as the location of geographical names (features) by administrative division has been updated.
