    Chapter III – Performance Reviews 3.2 Plan Formulation by Local Self Government Institutions in Thrissur District Highlights Decentralised planning by LSGIs introduced in the State from 1997-98 with devolution of 35 to 40 per cent of state plan funds envisaged identification of local development problems, prioritisation and formulation of plans and their implementation with people’s participation. A review of the process of plan formulation by LSGIs in Thrissur District revealed that there were deficiencies in plan formulation. As the District Planning Committee did not approve the annual plans before the commencement of the financial year, 26 LSGIs could not incorporate approved plans in their budget estimates. (Para 3.2.5) Non- constitution/defective constitution and improper functioning of Working Groups and Grama/Ward Sabhas resulted in formulation of development plans without proper assessment of development requirements. (Paras 3.2.7- 3.2.14) Unauthorised constitution of interim District Planning Committee (DPC) by Government resulted in irregular approval of plan projects with an outlay of Rs 5.47 crore. (Para 3.2.21) Annual plans of 77 LSGIs with total outlay of Rs 61.50 crore were approved by District Planning Committee without proper appraisal by the Technical Advisory Committees. (Para 3.2.22) Sixty one Projects with a total outlay of Rs 96.11 lakh formulated by Grama/Block/District Panchayats were not related to duties/functions earmarked to them under the Act. (Para 3.2.26) Centrally Sponsored Schemes with an outlay of Rs.17.40 crore were not integrated in the annual plans of LSGIs during 2000-05.

    Annual Report 2008 - 2009 Gujarat Pollution Control Board i Preface The Gujarat Pollution Control Board - now also known as GPCB - was constituted by Government of Gujarat on 15th October, 1974 as per provision of the Water Act, 1974. GPCB continued its efforts towards environment related better pollution control and improved management. The Board continue to tackle several critical issues in the field of environment through its existing Regional Offices located at Ahmedabad, Vadodara, Bharuch, Surat, Vapi, Rajkot, Jamnagar, Godhra, Mehsana and Bhavnagar. During the year under report three new Regional Offices each at Bhuj-Kutch, Nadia-Kheda and Junagadh made functional from 20.11.2008, 12.12.2008 and 16.3.2009, respectively, The Government of Gujarat has launched a special programme called ‘Swarnim Gujarat’. Though basic functions of the Board is regulatory, it has also been organising various awareness programmes, from time to time, on pollution control with a view to minimize and prevent pollution. The Board continue to make joint efforts with government concerned offices, municipal corporations, municipalities, hospitals, villages and educational institutions, Industries Associations. These programmes would continue to supplement the awareness. It shall be an effective tool in controlling the environmental pollution. In the field of e-Governance programme of GPCB, vizly. XGN (eXtension Green Node) was launched by Shri Mangubhai Patel, Hon'ble Minister, Tribal Development, Forest & Environment on 5th June- the World Environment Day, 2008. XGN software programme facilitates all concerned to file their application online. NOTIFICATION PGM-CET-2014 The Common Entrance Test for Postgraduate Medical Courses, PGM-CET-2014 was conducted on Sunday, 5th January, 2014 by Competent Authority appointed by Government of Maharashtra. The provisional result of the same is being declared on 28th January 2014. The subject experts have opined that seven (07) questions in the question paper of the aforesaid examination are defective. The Competent Authority, on the basis of the opinion and advice of the respective subject expert has taken a decision to make these seven (07) questions "non-evaluative / invalid". These questions carried one mark each for a correct answer. Therefore instead of reducing the maximum number of marks from 300 to 293, The Competent Authority has decided to allot one mark each for these defective MCQ to all candidates who appeared in this examination, thus keeping maximum marks as 300; unchanged. The details of "Non-evaluative/ Invalid" MCQ are shown in the Table No. - 1 at respective Sr. No. in each version.
