Dec. 8 2002 2:50 PM ET Remember the Li'l Abner comic strip character Joe Btfsplk, the world's worst jinx? He could never get rid of the rain cloud that followed him everywhere. Some people here in Ottawa believe that description fits Industry Minister and putative Liberal leadership candidate Allan Rock. On the surface, Rock appears to have it all: Handsome, bilingual, an accomplished big-time lawyer who left the glitz of Toronto to come to Ottawa to make a difference in our public life! How many leadership candidates can boast of having hung out in college with Beatle John Lennon? But beneath the charisma, some Liberals say there is a man with the Midas touch, but in reverse. Too many of Rock's political projects have gone sour. When he was minister of health, there was the fight over compensation for victims of tainted blood. Jean Chretien and Paul Martin were running the government, but it was Allan Rock who carried the can. During the anthrax scare Rock tried to buy a generic form of CIPRO even though Bayer held the patent. In the justice portfolio, he was singled out for having launched the Airbus investigation which ended with Brian Mulroney being paid $2 million in legal fees. And now he's taking a share of the blame for the massive overspending on gun registration. Justice Minister Martin Cauchon and his predecessor Anne MacLellan, are only too happy with sit back and allow Rock to carry the can for this billion dollar boondoggle. -

CHOICE OR CONSENSUS?: THE 2006 FEDERAL LIBERAL AND ALBERTA CONSERVATIVE LEADERSHIP CAMPAIGNS INTRODUCTION Two of Canada’s most prominent political dynasties experienced power-shifts on the same weekend in December 2006. The Liberal Party of Canada and the Progressive Conservative Party of Alberta undertook leadership campaigns, which, while different in context, process and substance, produced remarkably similar outcomes. In both instances, so-called ‘dark-horse’ candidates emerged victorious, with Stéphane Dion and Ed Stelmach defeating frontrunners like Michael Ignatieff, Bob Rae, Jim Dinning, and Ted Morton. During the campaigns and since, Dion and Stelmach have been labeled as less charismatic than either their predecessors or their opponents, and both of the new leaders have drawn skepticism for their ability to win the next general election.1 This pair of surprising results raises interesting questions about the nature of leadership selection in Canada. Considering that each race was run in an entirely different context, and under an entirely different set of rules, which common factors may have contributed to the similar outcomes? The following study offers a partial answer. In analyzing the platforms of the major contenders in each campaign, the analysis suggests that candidates’ strategies played a significant role in determining the results. Whereas leading contenders opted to pursue direct confrontation over specific policy issues, Dion and Stelmach appeared to benefit by avoiding such conflict. -

That document invites comments on legislative proposals for lawful access by law enforcement agencies to communications and related information. 1.0 SUMMARY · No evidence has been offered that existing interception and search and seizure laws are inadequate for dealing with electronic communications. Nor does the Cyber- Crime Convention offer a persuasive rationale for the proposals. · Privacy is a constitutionally protected right. Privacy in electronic communications should give way to law enforcement and national security needs only where those needs clearly outweigh the privacy interest and then only to the minimal extent necessary. There is clearly a reasonable expectation of privacy in e-mail. Existing standards respecting interception of private communications should apply to e-mail interception. CURRICULUM VITAE ALLAN ROCK SEPTEMBER, 2018 PROFESSIONAL PROFILE The Honourable Allan Rock, PC, OOnt, QC, has had extensive experience in law, politics, diplomacy and academe. As a lawyer (1973-1993), he was recognized as one of Canada’s leading trial and appellate advocates. His practice involved a broad range of civil, commercial and administrative litigation. He represented both major corporate interests and pro bono clients. He appeared as counsel in a wide variety of cases before courts at all levels, including the Supreme Court of Canada. He taught throughout and was Head of Section and Principal Lecturer (1988-1993) for Civil Litigation in the Ontario Bar Admission Course. He occupied both elected and appointed positions of leadership in the legal profession. In politics, Allan Rock served for a decade (1993-2003) in both social and economic portfolios in the federal cabinet of Prime Minister Jean Chrétien, including Justice, Health and Industry. As Minister of Justice, (1993-1997) he introduced important improvements to Canada’s Human Rights Act and significant reforms to Canada’s Criminal Code including a modernization of Canada’s sentencing regime, strict gun control and effective anti-gang provisions. As Minister of Health (1997-2002), he was responsible for the Canada Health Act, the foundation of Canada’s public health care system. As Minister of Industry (2002-2003) his focus was the economy and he introduced Canada’s Innovation Strategy aimed at spurring the nation’s productivity and competitiveness. In diplomacy, Allan Rock was Canada’s Ambassador to the United Nations (2003- 2006) during a period that involved responding to several complex regional conflicts, managing intensive efforts to modernize the United Nations through institutional reforms, and participating in the negotiations that led to the 2005 Leaders’ World Summit. -

Diet, fi tness, exercise, friendship patterns, sexual behaviour, educational experi ence, drug and alcohol use, community involvement, political behaviour, and so on, have all fa ll en under intense scruti ny. This scrutiny has resulted in the creation of a multitude of programmes, policies and interventions designed to target specific 'vulnerable popul ations' and li mit what are seen as ' high risk' behaviours. In particular, the perceived links between gender, ri sk and vulnerability have become key concerns of both policy makers and femini st researchers and acti vists in the fi eld of health care. Indeed, many feminist researcher and activists have applauded this population health approach a a practical tool for reducing gender disparities in health status.
