41 Chapter 3 The carbon tax the Prime Minister promised we wouldn’t have Introduction 3.1 This chapter outlines the key features of the carbon tax which were released on 10 July 2011 and subsequently updated with the introduction of the Clean Energy Legislative Package into the Parliament on 13 September 2011. The carbon tax is announced 3.2 On 10 July 2011, the Prime Minister, the Hon. Julia Gillard MP, announced her plan to introduce a carbon tax. The Prime Minister stated: ... we have now had the debate, 2011 is the year we decide that as a nation we want a clean energy future. Now is the time to move from words to deeds. That’s why I announced today how Australia’s carbon price will work. From 1 July next year, big polluters will pay $23 for every tonne of carbon they put into our atmosphere.1 Features of the carbon tax 3.3 This part of this chapter outlines the key features of the carbon tax. Start date and transitional period 3.4 Starting from 1 July 2012, the price of each tonne of carbon dioxide emissions will be fixed, operating as a carbon tax (the fixed-price period). The initial starting price '... will be $23 for each tonne of pollution beginning on 1 July 2012'.2 The carbon tax will be in operation for three years. Managing Gender: The 2010 federal election Marian Sawer1 The 2010 federal election was the first in Australian history in which a woman prime minister was campaigning for the re-election of her government. Paradoxically, her party had no women’s policy—or at least did not launch one publicly. Despite the avoidance of any policy focus on gender issues, gender was a significant undercurrent in the election, as reflected in consistent gender gaps in public opinion and voting intentions. Unusually, the management of gender turned out to be more of a problem for a male than for a female leader. Gender Gaps and Gendered Coverage Gender was expected to feature prominently in the 2010 campaign given the contest between Julia Gillard as Australia’s first woman prime minister and Tony Abbott, a hyper-masculine Opposition leader and ironman triathlete. Abbott’s persona was that of an ‘action man’ always ready to don lycra and a helmet for some strenuous sporting activity; the Coalition campaign slogan was ‘Real action’. Abbott was also known for telling women how to live their lives, criticising them for taking ‘the easy way out’ by having abortions and blocking the importation of abortion drug RU486 while he was Health Minister. While the Abbott action-man persona might have been useful in a contest with Kevin Rudd, who was to be framed as ‘all talk and no action’, it was less useful in a contest with Julia Gillard. It required various forms of softening, particularly through referencing of the women in his life, but also through less-aggressive presentation and promises not to tinker with access to abortion. -

Page 2 of 10 Introduction Women have played an important and prominent role in the Legislative Assembly for the Australian Capital Territory since its establishment in 1989. The ACT was the first state or territory to have a woman as its Head of Government. In the Second Assembly, the positions of Speaker, Chief Minister and Leader of the Opposition were all held by women. Perhaps most significantly, at the Territory election for the Ninth Assembly in 2016, thirteen women were elected to the Assembly. It was the first time in Australian history that a majority of women had been elected to a parliament and one of the first jurisdictions in the world to have done so.3 It was also notable that the voters of the ACT returned this result even though only 36 percent of the total 140 candidates that stood for election were women. -

Ms Gillard told reporters that any claim that there had been concessions by the federal government between the Council of Australian Governments (COAG) meeting in February where a heads of agreement was signed and Tuesday's agreement was "simply wrong". Introduction It’s great to join you for this year’s Security in Government Conference, my first as Attorney-General. SIG is considered to be Australia’s premier event on protective security, becoming very well established since its first gathering in 1987. That was certainly a different era. I was studying law at the University of Melbourne. And one of the most popular TV shows at the time was LA Law. While it wasn’t necessarily an accurate portrayal of the law or of legal proceedings, it was entertaining. I remember in one episode a teenage computer hacker was hired to fix the law firm’s phones. I thought the story line was intriguing. Could he really be trusted? I must admit, I don’t recall how the story played out. But I did do a bit of research and was amused to find the episode was written by Anonymous. And I think that’s enough said about that… I’ve also been informed that ’87 was the year the first mobile phone call was made in Australia. Today there are more than 29 million mobile phone and internet services in operation in Australia. Times have certainly changed. -

Restoring the Grassroots Christopher Pyne * Abraham Lincoln in the famous series of debates with his Democratic Presidential opponent Stephan A Douglas said: Public sentiment is everything. With public sentiment nothing can fail; without it nothing can succeed. Consequently he who moulds public sentiment, goes deeper than he who enacts statutes or pronounces decisions. He makes statutes and decisions possible or impossible to be executed. He was referring to Douglas’ indifference to slavery, but the lesson is easily applied to any political issue in any age. Lincoln recognised the importance of engaging the public, and attempting to shape the public mood. He recognised that the person who can do that will achieve their policy goals. Some commentators argue that WorkChoices destroyed the Liberal Party’s electoral chances in 2007. Whether or not the policy was a dog is not the point. The point is that the Howard Government struggled to shape public sentiment or make the case for industrial changes, leaving public sentiment to be shaped and influenced by the union movement. We failed, where previously we had succeeded, in selling these tough decisions. Consider the GST. Consider the war in Iraq.
