    PREFACE This Report has been prepared for submission to the Governor under Article 151 of the Constitution. 2. This Report sets out the results of audit under the Comptroller and Auditor General of India’s (Duties, Powers and Conditions of Service) Act, 1971, in respect of financial assistance given to urban local bodies. 3. Matters arising from the Finance and Appropriation Accounts for the year 2004-05, together with other points arising out of audit of transactions of the Government of Tamil Nadu are included in a separate volume of the Report (Civil) of 2004-05. 4. The Report containing the observations arising out of audit of Statutory Corporations, Boards and Government Companies and the Report containing such observations on Revenue Receipts are presented separately. 5. The cases mentioned in this Report are among those which came to notice in the course of test check of accounts of local bodies during the year 2004-05, as well as those which had come to notice in earlier years, but could not be dealt with in previous Reports on Government of Tamil Nadu. Matters relating to the period subsequent to March 2005 have also been included, wherever considered necessary. OVERVIEW This Report, dealing with the results of audit of accounts of urban local bodies contains three Performance Reviews and nine Audit Paragraphs. A synopsis of important audit findings is presented in this overview. I Accounts and Finances of Urban Local Bodies There were six municipal corporations and 151 municipalities in Tamil Nadu as on 31 March 2005. The urban population of the State as per 2001 census was 2.75 crore comprising 44 per cent of total State population.

Servants Rental Housing Scheme INGRHS) flats with a total built up area of 50694.921 Sq.m at T.S.No. 15 & 16 of Saidapet Village, Guindy - Mambalam Taluk, Chennai District, Tamil Nadu on 08.06.2018. The Salient features of the project are as follows: 1. The proposed project is construction of 5O4 residential Tenements with total built up area and land area ot 50694.921 sq.m and 1O153.96 sq.m which consists of 3 blocks (5+9 floors) under Tamil Nadu Govt. Servants Rental Housing Scheme INGRHS). 2. 1520.'12 sq.m (l5olo) area ir allotted for green belt development. 3. The water bodies surrounding the projects are adyar river located at l2m from the proposed site and Mambalam drain is located at 32m from the proposed site. The fresh water requirement is 344 KLD to be sourced from CMWSSB, which will be used for domestic purpose. The sewage generated from the project will be 321 KLD, out of 321 KLD 5 KLD sewage will be treated in the STP of capacity l0 KLD and the same will be used for green belt development & remaining excess sewage of 316 KLD will be discharged into CMWSSB pumping station (-[odhunter Nagar) which leads to Nesapakkam STP for further treatment.

To cater to the diverse rail needs of the burgeoning populace, an array of modern facilities and services are being inducted into the system progressively. Railways has achieved many significant milestones in the past 7 years. 3529 Route Kilometrage of Southern Railway network, accounting for about 70%, has been electrified till March 2021. Piloting with a passenger- centric vision, Southern Railway operated over 1303 Trains per day and transported over 800 million passengers annually in the pre-pandemic times. During the unprecedented nation-wide lockdown in 2020, Southern Railway, with its well formulated strategies to combat COVID-19, geared up to operate 507 Shramik Specials for the benefit of interstate workers and stranded persons. Besides, the zone has also been running special trains, workmen specials apart from special freight and Parcel services since last year. The dedicated team of railway officials are working relentlessly, focussing on developing infrastructure, enhancing capacity, operating passenger-friendly train services and ensuring safety, security and cleanliness.     Chapter X MACRO DRAINAGE SYSTEM IN CMA Introduction: CMA lies along the east coast of Southern India and is traversed by three major rivers namely Kosasthalaiyar River, Cooum River and Adyar River. The climate of the region is dominated by the monsoons, which are caused by thermal contrast between land and sea. Monsoon climates are characterised by clearly marked seasons with specific types of wind and weather. The South West monsoon dominates weather patterns in Tamilnadu from July –September and is characterised by periods of sultry wet weather. Rain shadow effects limit rainfall in the east coast in Tamilnadu and it is light or intermittent during this season. This period is followed by North-East Monsoon, which brings cool cloudy weather, relatively free of rain over most of the monsoon- dominated land (India). The exception is South-East-India including Tamilnadu where about 78% of the annual rainfall occurs at this time. The start of the heavy rains usually falls in October lasting up to December. Most of the rainfall is associated with clear synoptic systems of depressions and cyclones with night time rainfall most common. In CMA between October and December most of the rainfall occurs and it is rare between January and April. 10.02 River Nagari which has a large catchment area in the Chittoor District (Andhra Pradesh) region and the Nandi River, which has catchment area in the Vellore District, join near Kanakamma Chattiram and enter Poondi Reservoir. Kosasthalaiyar River, which has its origin near Kaveripakkam and has catchment area in North Arcot District, has a branch near Kesavaram Anicut and flows to the city as Cooum River and the main Kosasthalaiyar river flows to Poondi reservoir.

Geetha. 1 EXECUTIVE SUMMARY A group of concerned citizens involved in relief work post-Chennai floods, 20015 undertook a sample survey of 610 households (including migrants) across the city to assess losses suffered/damages incurred to homes, goods, occupational tools and also to get an idea of loss of working days. The purpose of this survey was to identify the exact quantum of losses sustained by the population and to direct government to compensate the populace for damages/loss accruing on account of the floods. - Places surveyed: Eekaduthangal, Jaffarkhanpet, Saidpet, Kotturpuram (Adyar flood plains), Mudichur (badly affected suburb), Semmencheri, Perumbakkam (resettlement/new housing tenements for low-income groups), Kodungaiyur, Ponneri (outlying suburbs with poor infrastructural developments. - More than 95% of people surveyed had not received warnings about impending flooding. - Inhabitants of over 85% of households surveyed have lost 25-40 working days and concomitant wages, ranging from Rs 250-500/per day. - Almost all households had lost or were left with irretrievably damaged certificates, household articles, including fridge, washing machine, grinder, mixers, lights, fans, stoves, tools of trade, children's books, cycles and in some cases bikes and scooters.
