However, there have been 20 21 adjustments and disjunctures in its adoption, particularly in the non-West 22 23 (Cunningham 2009). This study highlights another disjuncture in the 24 25 26 international transfer of the creative industries policy discourse, a postcolonial 27 28 disjuncture. Reggae represents one of the few internationally prominent 29 30 creative industries from the Non-West and it has emerged from the Afro- 31 32 Jamaican lower class. Despite reggae’s global popularity and the Jamaican 33 34 government’s adoption of creative industries discourse, policies supporting the 35 36 music industry remain lacking. The most common explanation is policy 37 38 capacity (Burke 2007). This paper argues that economic value alone is not 39 40 41 always enough to make a creative sector worthy of policy support, even after 42 43 adoption of creative industries discourse. -

THE BOX Emerging from her dancehall fantasy, Bom Bom finds herself back in reality and ready to compete in the July 1–31, 2017 paved lot that serves as a dance floor. Facing off with the competition, she engages in a wild display of flexibility Jeremy Deller and Cecilia Bengolea and athleticism, driven by the pumping beats. Twerking, Bom Bom’s Dream (2016) gyrating, kicking, and head-topping, Bom Bom and the other female dancers seem on the verge of possession— their bodies driven as much by instinct as by any kind of choreography. Bom Bom rises from the ground caked in dirt, but still glorious. She receives her prize—an electric standing fan—with the same pride and enthusiasm she showed in competition. It’s a scene that’s as surreal as all the previous green screen fantasy sequences combined. “The Miseducation of Lauryn Hill”--Lauryn Hill (1998) Added to the National Registry: 2018 Essay by Paula Mejia (guest post)* Original album cover Original label Lauryn Hill When Lauryn Hill released her solo debut album “The Miseducation of Lauryn Hill” on August 25, 1998, both fans and critics were taken aback. That was intentional. “It's supposed to throw people off,” the vocalist and MC explained on the heels of its release. “It's not anything that my teachers should take offense to, because it's not really about me being miseducated. It's more about me finding myself.” While writing “Miseducation,” Hill reckoned with heartbreak, the public dissolution of her group, the Fugees, and ruminated on life as a new mother. She distilled those struggle into a gripping collection of songs, and it was through her tenacity and this landmark statement that a generation also found themselves. “The Miseducation of Lauryn Hill” broke the record for best- selling debut week for a female artist within a week, garnered ten Grammy nominations (five of which she took home), and propelled Hill to international superstardom. It’s Hill’s only solo record, to date. And with it, she provided a seismic social and psychic shift in hip-hop. Hill already commanded a central presence on the world stage in the 1990s, along with Wyclef Jean and Pras Michel, as a founding member of the hip-hop trio The Fugees.
