 Railways Ministry has invited Request for Qualifications for private participation for operation of pas­ senger train services over 109 Origin Destination (OD) pairs of routes through introduction of 151 modern trains

 The 109 OD Pairs have been formed into 12 clusters across the Indian Railway network. Each train will have a minimum of 16 coaches. The project will entail private sector investment of about 30 thousand crore rupees.

 This is the first initiative of private investment for running passenger trains over Indian Railways net­ work. Majority of trains will be manufactured in India and the private entity will be responsible for financing, procuring, operation and maintenance of the trains. Trains willl be designed for a maximum speed of 160 kmph. There will be a substantial reduction in journey time.

 The objective of this initiative is to introduce modern technology rolling stock with reduced mainte­ nance, reduced transit time, boost job creation, provide enhanced safety, provide world class travel experience to passengers, and also reduce demand supply deficit in the passenger transportation sector.

 The concession period for the project will be 35 years. The Private Entity will pay to Indian Railways fixed haulage charges, energy charges as per actual consumption and a share in Gross Revenue deter­ mined through a transparent bidding process. These trains will be operated by the Drivers and Guards of Indian Railways. Cricket icon Sachin Tendulkar inaugurates Plasma Therapy Unit for treating COVID­19 pa­ tients

 Cricket icon Sachin Tendulkar today inaugurated a Plasma Therapy Unit for treating COVID­19 pa­ tients at the Seven Hills Hospital in suburban Andheri. He urged those who have recovered from the deadly infection to help save lives by donating blood plasma. The unit is an initiative of the Brihanmumbai Municipal Corporation (BMC). It will offer convalescent plasma therapy to COVID­19 patients using donated blood plasma from those who have recovered.

 AIR Mumbai correspondent reports that the ace batsman said researchers around the globe are working to find an effective vaccine and treatment. In this, plasma therapy has emerged as an option to treat critically ill patients.

Centre released Guidelines for Evaluation of Nano­based Agri­input, food products in India

 The guidelines will encourage the Indian innovators and industries to develop and commercialize new nano­based formulations and products in these sectors.

 Centre released Guidelines for Evaluation of Nano­based Agri­input, food products in India Union Minister of Science and Technology, Dr. Harsh Vardhan and Agriculture Minister Narendra Singh Tomar released the ‘Guidelines for Evaluation of Nano­based Agri­input and food products in India' on 7 July 2020. The Guidelines are aimed to help the policymakers and regulators to frame effective provi­ sions for future novel nano­based products in the agri­input and food sectors of India. Guidelines for Evaluation of Nano­based Agri­input and food products in India:

 The guidelines will encourage the Indian innovators and industries to develop and commercialize new nano­based formulations and products in these sectors.

 It is expected that when compared to the bulk form of chemical inputs in crops, the use of nano­nutrients can reduce nutrient run­off into ground and surface water. This will in turn can reduce environmental pollution.

 The formulation of these Guidelines is one of the most important steps for delineating quality, safety, and efficacy assessment of the novel nano­formulations which can be commercialized.

 These guidelines are also aimed to provide transparent, consistent, and predictable regulatory pathways for nano­based agri­input and food products in the country.

 The initiative has been brought on board all the Departments and Ministries that deal with Nanotechnology, and nano­based products.

 It will also pave the way for significant benefits for the mission on Doubling Farming Income by 2022 and the National Mission on Sustainable Agriculture. Shri Prahlad Singh Patel plants trees to commemorate Sankalp Parva

 In order to commemorate SankalpParv, Union Minister of State for Culture and Tourism (Independent Charge) Shri Prahlad Singh Patel planted trees in Qila Rai Pithora and the National Archives of India in Delhi.

 The move comes as the Ministry of Culture is celebrating Sankalp Parva from 28th June to 12th July 2020. Highlights:

 The Ministry expects all its Subordinate Offices, Academies, attached Institutions, and affiliated Institu­ tions to plant trees on its campus or in the surroundings wherever it is possible.

 Ministry of Culture has recommended people to plant five trees that have been identified and represent the herbal heritage of the country.

 These trees are Bargad, Awla, Pepal, Ashok, Bel.

 The organizations are directed to ensure that each employee should plant at least one tree of his/her choice and over and above these five trees which should be planted under Sankalp Parva.

 The Institutions must also ensure that the employee to take care of plant planted by them during the year so that it survives and flourish.

Cabinet approved Central Sector Scheme of financing facility under Agriculture Infrastruc­ ture Fund

 The Union Cabinet chaired by the Prime Minister NarendraModi approved a new pan India Central Sector Scheme under Agriculture Infrastructure Fund.

 The main objective of the scheme is to provide a medium­long term debt financing facility for investment in viable projects for post­harvest management Infrastructure and community farming assets through interest subvention and financial support. Highlights:

 Under the scheme, banks, and financial institutions will be provided Rs.1 Lakh crore as loans to Primary Agricultural Credit Societies (PACS), Self Help Group (SHG), Farmers, Joint Liability Groups (JLG), Marketing Cooperative Societies, Farmer Producers Organizations (FPOs), Multipurpose Cooperative Societies, Agri­entrepreneurs, Startups, Aggregation Infrastructure Providers and Central/State agency or Local Body sponsored Public­Private Partnership Project.

 Loans will be disbursed in 4 years. It will begin with the sanction of Rs.10,000crore in the current year and Rs.30,000 crore each in the next three financial years.

 All loans under this financing facility will have interest subvention, for a maximum period of seven years, of 3% per annum up to a limit of Rs.2 crore.

 Government of India will provide Rs.10,736crore as the total outflow as budgetary support The India Global Week 2020

 The India Global Week 2020 virtual conference has organized in the UK with the theme of the Aatmanirbhar Bharat campaign running through it.

 Prime Minister Narendra Modi attended this virtual conference and said, India is playing Its role in helping the world fight back against the twin challenges, on the health and economic front, posed by the outbreak of coronavirus pandemic.  Defence Minister Rajnath Singh has inaugurated and dedicated Jammu and Kasmir's six major bridges to the nation.

 In a bid to ensure better connectivity of roads and bridges in sensitive border areas close to the 190­ kilometer (km)­long India­Pakistan International Border (10) and the 744­km­long Line of Control (LoC) in the union territory of Jammu & Kashmir (J&K) he dedicated these bridges.

 The two bridges are located on the Tarnah Nallah in Kathua district and four bridges are situated on Akhnoor­Pallanwala road In Akhnoor in Jammu district, spanning between 30 and 300 meters, and were constructed at a cost of Rs 43 crore.

 These bridges, constructed by Project Sampark of the BRO. The annual budget of the BOO, which varied between Rs 3,300 crore and Rs 4,600 crone in the fiscal years 2000­16, was increased to Rs 8,050 in the fiscal year 2019­2025.

 The Bombay high court (HC) declared that the International Society for Krishna Consciousness (ISKCON) to be a "well­known trademark" that enjoys protection under the provisions of the Trade Marks Act, 1999.

 ISKCON authorities had moved the HC, seeking a permanent injunction against !skim Apparel Private Limited, a private enterprise, for infringing on Its registered trademark.

 The issue was resolved after a director of the firm informed the HC that they have changed the company's name to Alcis Sports Private Limited, and also gave an undertaking of not using ISKCON's name in the future. The Minister also launched Retrofit of Air­conditioning to improve Indoor Air Quality for Safety and Efficiency (RAISE). The two initiatives focus on energy efficiency, promoting e­mobility, and improving indoor air quality. Highlights:  EESL, in collaboration with New Delhi Municipal Council (NDMC), has established India's first of its kind public EV Charging Plaza in Central Delhi.  The plaza will host 5 EV Chargers of different specifications.  The charging plaza is compatible with a wide range of EVs. It will greatly spur e­mobility adoption.  The charging plaza is expected to make EV charging hassle­free and convenient for the consumers, thereby making e­mobility adoption an attractive proposition. RAISE:  RAISE (Retrofit of Air­conditioning to improve Indoor Air Quality for Safety and Efficiency) is a joint initiative of Energy Efficiency Services Limited (EESL) and the United States Agency for International Development (USAID) MAITREE programme.  The project focuses on improving indoor air quality (IAQ), thermal comfort, and energy efficiency (EE) in the EESL office's air conditioning system.  The pilot project showed about 80% improvement in Air Quality parameters with almost no implementation hassles.  Both Charging plaza & RAISE reaffirm the pledge for ecological preservation and building a resilient energy sector, undertaken by EESL and other key stakeholders during the "#iCommit" campaign held on World Environment Day, 5th June 2020.  ICFRE is an apex body in the national forestry research system. ICFRE was recently declared as the Centre for Excellence in addressing issues related to land degradation by the Prime Minister. Key Points  The award has been awarded to Kannan C S Warrier for releasing three salt­tolerant productive clones of Casuarina that are suitable for salt­affected soils, for the first time in the country.  India has 6.73 million hectares of salt affected land and is also the largest producer of Casuarina in the world which makes the production of these clones a significant achievement. Sacred Groves  Sacred groves are communally protected forests which usually have a significant religious connotation for the protecting community.  In India, there are over a lakh sacred groves across different states called by different names like Kaavu in Malayalam, Koyilkaadu in Tamil, Orans in Rajasthan, Devarakaadu in Karnataka, and Sernas in Madhya Pradesh.  Many rare and endemic species, and species having medicinal and economic value can be found here, thus making them Biodiversity Hotspots. They house gene pools of some critically endangered plant species.  They are often associated with religious beliefs and felling of trees in sacred groves is considered taboo.  Sacred groves have been legally protected under 'community reserves' in the Wildlife (Protection) Amendment Act, 2002. Some common threats to Sacred Groves are:  Disappearance of the traditional belief systems, which were fundamental to the concept of sacred groves.  The transformation of the primitive forms of nature worship into formal temple worship.  Rapid urbanization and developmental interventions such as roads, railways tracks, dams including commercial forestry.  Invasion by exotic weeds.  Pressures due to increasing livestock and fuelwood collection. Consumer Protection Act, 2019 comes into effect  The new act will be swift and less time consuming compared to the older Consumer Protection Act, 1986 in which single­point access to justice was given making it a time­consuming exercise.  The old act provided for a three­tier consumer dispute redressal machinery at the National (National Consumer Disputes Redressal Commission), State and District levels. Key Points  The Consumer Protection Act, 2019 establishes the Central Consumer Protection Authority (CCPA) whose primary objective will be to promote, protect and enforce the rights of consumers. It is empowered to:  Conduct investigations into violations of consumer rights and institute complaints/prosecution.  Order recall of unsafe goods and services.  Order discontinuance of unfair trade practices and misleading advertisements.  Impose penalties on manufacturers/endorsers/publishers of misleading advertisements.  Rules on E­commerce and Unfair Trade Practices: The government will notify the Consumer Protection (E­commerce) Rules, 2020 under the Act whose broad provisions are given below.  E­commerce entities are required to provide information to consumers, relating to return, refund, exchange, warranty and guarantee, delivery and shipment, modes of payment, grievance redressal mechanism, payment methods, security of payment methods, charge­back options and country of origin.

Women in Army get Permanent Commission  The Indian Army has started the process to grant permanent commission to short service commissioned women officers in 10 streams.  The Ministry of Defence has issued the formal government sanction letter for grant of permanent commission to women officers in the Indian Army, paving the way for empowering women officers to shoulder larger roles in the organisation.  The order specifies the grant of Permanent Commission to Short Service Commissioned (SSC) Women Officers in all 10 streams of the Indian Army ­ Army Air Defence (AAD), Signals, Engineers, Army Aviation, Electronics and Mechanical Engineers (EME), Army Service Corps (ASC), Army Ordnance Corps (AOC), and Intelligence Corps in addition to the existing streams of Judge and Advocate General (JAG) and Army Educational Corps (AEQ. India's largest tiger census sets Guinness world record

 Union Environment Minister Prakash Javadekar dedicated the Guinness world record to the people on the eve of Global Tiger Day, 2020. The record recognizes the country’s efforts in monitoring its wild tiger population as the world’s largest camera­trap survey of wildlife.

 "India has 70% of the total tiger population of the world. India should be proud of it. This is one of our soft powers. We have 30,000 elephants, 3000 one­horned rhinos and more than 500 lions,"said, Prakash Javadekar, Minister of Environment, Forest & Climate Change while launching various initiatives for conservation and spreading awareness on Tigers, on the eve of of Global Tiger Day, 2020.

 The Heads of the Governments of Tiger range countries had resolved to double the tiger population by the year 2022. In this regard, Saint Petersburg Declaration on Tiger Conservation was signed by the countries in 2010. It was decided to celebrate 29th of July as Global Tiger Day across the world to create awareness on tiger conservation. PM launches high throughput COVID19 testing facilities in Kolkata, Mumbai and Noida

 Prime Minister Narendra Modi launched three high throughput COVID­19 testing facilities via video conferencing on Monday. These facilities are located at the National Institutes of Indian Council of Medical Research, at Kolkata, Mumbai and Noida. PM said that these hi­tech testing facilities will boost the testing capacity by almost 10,000 daily tests.

 More number of tests will assist early detection and treatment, thereby helping fight the spread of the virus. PM added that these labs will not be limited to testing for COVID, but in future, will also be able to test for Hepatitis B and C, HIV, Dengue and several other diseases.

 Prime Minister underlined that due to timely decisions taken by the government, India is better placed vis­a­vis other countries in terms of deaths due to COVID. The recovery rate is also higher than other

countries and is improving on a daily basis. The total number of people who have recovered from the virus is about to reach 10 lakh.

 Prime Minister said that it was imperative for the country to develop corona specific health infrastruc­ ture at a fast pace. He noted that the Centre had announced a package of Rs 15,000 crore at the begin­ ning of this battle. The country now has more than 11,000 COVID facilities and more than 11 lakh isolation beds.

 PM said that at present, more than 5 lakh tests are being conducted in the country daily, and efforts are underway to increase this capacity to 10 lakh in the coming weeks.

 He noted that the country has become the second largest PPE kit manufacturer.  Bangladesh has moved 7 places up in the latest Sustainable Development Index (SDG) for the year 2020.

 Among 166 countries for which the SDG index was prepared, Bangladesh stands at the 109th position compared to the 116th position in the year 2019.

 Sweden is placed at the top of the index with an overall score of 84.7 while Bangladesh has a score of 63.5.

 The report shows that among 17 SDG parameters, Bangladesh has remained on track in achieving goals relating to poverty alleviation, quality education, decent work and economic growth and climate action.

 However, significant challenges remain on 7 parameters including the goal of zero hunger, good health, clean water and sanitation, innovation and peace, justice and strong institutions.

 According to the report, Bangladesh reported a decline in some indicators within the goals of Peace, Justice and Strong Institutions. It points out that the number of unsentenced detainees as a percentage of the prison population has gone up and the Press Freedom Index in the country has declined marking a setback in achieving these SDGs. Government spending on health and education as a percentage of GDP has also shown a decline.

 The SDG index frames the implementation of 17 SDG goals among UN member states in terms of six broad transformations­ education and skills, health and well­being, clean energy and industry, sustain­ able land use, sustainable cities, and digital technologies. The report warned that the COVID­19 pandemic may add an additional 83 to 132 million people to the ranks of the undernourished in 2020.  The number of hungry people worldwide has been slowly rising and if this trend continues, the number of undernourished people will exceed 840 million by 2030.  The report has been prepared by 5 UN agencies, Food and Agriculture Organization (FAO), International Fund For Agricultural Development (IFAD), United Nations Children’s Fund (UNICEF), World Food Programme (WFP) and World Health Organization (WHO). Key Points:  The report noted that after steadily declining for decades, chronic hunger slowly began to rise in 2014 and continues to do so. As of now, the world is neither progressing towards Sustainable Development Goal (SDG) target 2.1, of ensuring access to safe, nutritious and sufficient food for all people all year round, nor towards target 2.2, of eradicating all forms of malnutrition.  Asia is home to the greatest number of undernourished people, an estimated 381 million.  Africa has the most as a percentage of the population with nearly 20% of the continent’s people undernourished.  3 billion people or more can’t afford to acquire the food needed for a healthy diet.  In 2019, 21.3 percent (144.0 million) of children under 5 years of age were estimated to be stunted, 6.9 percent (47.0 million) wasted and 5.6 percent (38.3 million) overweight, while at least 340 million children suffered from micronutrient deficiencies.  If current food consumption patterns continue, diet­related health costs linked to mortality and diet­ related non­communicable diseases are projected to exceed USD 1.3 trillion per year by 2030. Pangolin Scale Seizure Jumped 10 times Between 2014 & 2018: UNODC’s World Wildlife Crime Report  On 10th July 2020, The United Nations Office on Drugs and Crime (UNODC) released its World Wildlife Crime Report stating that the Seizure of the scales of the Pangolins, the most trafficked wild animal in the world has increased 10 times between the year 2014 and 2018.  The report was prepared by the UNODC Crime Research Section. World Wildlife Crime Report:  The pangolins fosters a wide range of coronavirus, which shares genetic similarities with the virus that causes COVID­19.  The report states that the number of legally imported pangolin scales went from zero to around 13 tonnes between 2013 and 2017.  19 countries have declared large accumulated stock of pangolin scales to the UN Convention on International Trade in Endangered Species of Wild Fauna and Flora.  The report helps to form the international agenda and increase the support of the government to prevent the crimes against wildlife.  The report also features about the trafficking of rosewood timber, African elephant tusks and rhinoceros’ horns, Live reptiles, Big cats and European glass eels.  The illegal global trade in ivory was shrunk recently. Between 2016 and 2018 ivory trafficking generated annual income of $400 million.  Nigeria was the primary point of export of pangolins in 2019.  The government of China seized around 23 tonnes of pangolin scales in October 2019 which were imported from Nigeria through South Korea.  The illegal sale of wild animals increases the risk of transmission of zoonotic diseases to humans.  Around 75% of the all emerging infectious diseases are Zoonotic diseases including the SARS­CoV­2.  Around 71% of seizures of whole pangolins across the world are destined for China and 19% for Viet Nam. The Uses of Pangolins:  The meat and scales of these animals are used for various medicinal purposes across the world.  The pangolin parts are used for treating various physical and psychological conditions in Nigeria.  The pangolin scales are used widely in the Chinese medicine for various diseases and china accounts for around 99% of the legal trade of these scales. Achieving Zero Hunger by 2030: UN Report  The State of Food Security and Nutrition in the World is the most authoritative global study tracking progress towards ending hunger and malnutrition.  It is produced jointly by the Food and Agriculture Organization (FAO) of the United Nations, the International Fund for Agriculture (IFAD), the United Nations Children's Fund (UNICEF), the UN World Food Programme (WFP) and the World Health Organization (WHO). Key Points Increasing Hunger: Steep Rise: The study estimates that almost 690 million people went hungry in 2019 ­ up by 10 million from 2018, and by nearly 60 million in five years (2014­2019).  Hunger is an uncomfortable or painful physical sensation caused by insufficient consumption of dietary energy.  For decades, FAO has used the prevalence of undernourishment indicator to estimate the extent of hunger in the world, thus "hunger" may also be referred to as undernourishment.  Chronic Hunger: There has been no change in the hunger trend since 2000, After steadily diminishing for decades, chronic hunger slowly began to rise in 2014 and continues to do so.  Regional Hotspots: Asia remains home to the greatest number of hunger (381 million). Africa is second (250 million), followed by Latin America and the Caribbean (combined 48 million).  Rate of Hunger: The rate of undernourishment (hunger) in Africa is double compared to Asia and it is expected that by 2030, Africa will be home to more than half of the world's chronically hungry.  Impact of Covid­19: The Covid­19 pandemic could also push over 130 million more people into chronic hunger by the end of 2020.  Reasons: High costs and low affordability was the main reason behind the hunger. Increasing Malnutrition:  Affordability: The study estimates that 3 billion people or more cannot afford a healthy diet.  In sub­Saharan Africa and southern Asia, this is the case for 57% of the population.  The key reason behind malnutrition is the high cost of nutritious foods and the low affordability of healthy diets for vast numbers of families.  According to the study, a healthy diet costs far more than USD 1.90/day, which is the international poverty threshold.  It puts the price of even the least expensive healthy diet at five times the price of filling stomachs with starch only.

The study calls on governments:  To mainstream nutrition in their approaches to agriculture.  Work to cut cost­escalating factors in the production, storage, transport. distribution and marketing of food ­ including by reducing inefficiencies and food loss and waste.  Support local small­scale producers to grow and sell more nutritious foods and secure their access to markets.  Prioritize children's nutrition as the category in greatest need.  Foster behaviour change through education and communication;  Embed nutrition in national social protection systems and investment strategies.  US biotechnology company Moderna’s experimental vaccine to prevent Covid­19 induced robust immune responses and rapidly controlled the novel coronavirus in the upper and lower airways of monkeys exposed to SARS­CoV­2, according to a study.

 The candidate vaccine, mRNA­1273, has been co­developed by scientists at Moderna and the National Institute of Allergy and Infectious Diseases (NIAID) in the US. The study, published in the New England Journal of Medicine, complements recently reported interim results from an NIAID­sponsored Phase 1 clinical trial of mRNA­1273.

 In the study, three groups of eight rhesus macaques received two injections of 10 or 100 microgrammes of mRNA­1273 or a placebo. Injections were spaced 28 days apart.

 Vaccinated macaques produced high levels of neutralising antibodies directed at the surface spike protein used by SARS­CoV­2 to attach to and enter cells, the researchers said.

 Animals receiving the 10 microgrammes or 100 microgrammes dose vaccine candidate produced neutralising antibodies in the blood at levels well above those found in people who recovered from Covid­19, the researchers said. PTI INDIA­UK Free Trade Agreement  Recently, India and the United Kingdom (UK) affirmed their shared commitment towards a Free Trade Agreement (FTA) during the 14th virtual Joint Economic and Trade Committee (JETCO) meeting.  The next meeting is scheduled to be held around September, 2020 in New Delhi to carry forward the dialogue. Key Points  Description: The meeting was held by India and UK to revive and revitalize the long standing trade and economic linkages between them.  They agreed to an early harvest scheme or a limited trade agreement to lower tariffs on a small set of goods apart from easing rules for select services.  They also resolved to cooperate in the health sector especially in the wake of Covid­19 pandemic.  Previously, India and the UK were involved in discussing a preferential trading arrangement under the proposed India­European Union FTA.  In FTA, two trading partners eliminate or significantly reduce import duties on the maximum number of goods traded between them.  India­UK Trade: India has had strong historical ties with the U.K. and currently, it is one of India’s most important trading partners.  It is a significant partner of India as an FDI investor after Mauritius and Singapore which ranked second and first respectively.  Similarly, the U.K. is one of the largest investors in India, among the G20 countries.

Elaborating on the reforms in school education at a media briefing, HRD Secretary Anita Karwal said, “Board exams will be low stake. The focus will be on testing concepts and knowledge application. Home language, mother tongue or regional language to be medium of instruction up to Class 5.”  She further said “school curriculum will be reduced to core concepts and there will be integration of vocational education from Class 6”.  “Board exams will be redesigned to encourage holistic development and will also be made easier by test­ ing core capacities and competencies. All students will be allowed to take board exams on up to two occasions during any given school year, one main examination and one for improvement, if desired. All students will take school examinations in classes 3,5, and 8 which will be conducted by the appropriate authority”.  The new system will cover four stages ­ Foundational Stage (three years of anganwadi or pre­school followed by Classes 1­2), Preparatory Stage (Classes 3­5), Middle Stage (Classes 6­8) and Secondary Stage (Classes 9­12).  Higher Education Secretary Amit Khare said affiliation of colleges is to be phased out in 15 years and a stage­wise mechanism was to be established for granting graded autonomy to colleges.  Over a period of time, it is envisaged that every college would develop into either an autonomous degree­granting college, or a constituent college of a university, he told the press briefing.  Prime Minister Modi said the NEP was “long due” and a much­awaited reform in the education sector which would transform millions of lives in the times to come, First Covid­hit pet dog in US dies  A German shepherd, ‘Buddy’, which was the first confirmed case of the coronavirus in a pet dog in the US, has died here.  Prior to the dog showing signs, one of its owners, Robert Mahoney, had tested positive for Covid­ 19.  The appointment comes as the Union government has notified the setting up of the IFSCA on 28 April.

 IFSCA will serve as a unified authority to regulate all financial services in international financial services centres (IFSCs) across the country.  Until now, the regulations for entities and financial services at IFSCs were governed by Reserve Bank of India (RBI), Securities and Exchange Board of India (SEBI) and Insurance Regulatory and Develop­ ment Authority of India (IRDAI).

TELANGANA NPCI to set up Smart Data Centre in Hyderabad

 The National Payment Corporation of India (NPCI), the umbrella organisation for operating retail payments and settlement systems in India, is all set to launch its own Smart Data Centre in Hyderabad.

AP Governor gives nod to 3­capital Bill  Clearing the legislative hurdle to Chief Minister YS Jaganmohan Reddy’s plan to have three capitals for Andhra Pradesh, Governor Biswa Bhushan Harichandan gave his assent to the AP Decentralisa­tion and Inclusive Development of All Regions Bill, 2020, and the AP Capital Region Development Authority (Repeal) Bill, 2020.  Though the two Bills will now formally become law following the Governor’s assent, the government will have to clear legal hurdles before it could finally make its three­capitals plan a reality. The issue is now pend­ing before the High Court. No Council nod  The two Bills were passed only by the Legislative Assembly twice, first on January 20 and next on June 16 and were not cleared by the Legislative Council. The Council Chairman, using his discretionary powers, referred the two Bills to select committees for wider exam­inations, but the committees itself had not been constituted all these months.  But the government sent the Bills to the Governor for his assent under Article 197 (1) and (2) of the Constitution, and after wide­ranging legal consultations, he gave his assent to the new legisla­tion, official sources said.  The Jaganmohan Reddy government brought in the AP Decentralisation and Inclusive Development of All Regions Bill, 2020, to give shape to its plan of having three capitals for the State, with the executive capital in Visakhapatnam, legislative capital in Amaravati and judicial capital in Kurnool.  Australia’s first underwater archaeological sites off its west coast dating to more than 7,000 years ago will help with the understanding of the cultural and technology development of its first peoples, accord­ ing to scientists.

 Archaeologists in Western Australia discovered hundreds of stone tools made by aboriginal people when the seabed was dry, at two ancient sites now submerged in the Dampier Archipelago.

 While the region is well known for its rich ancient history and its rock­art carvings, the two sites are the first confirmed underwater locations holding evidence of human civilization on Australia’s continental shelf.

 Divers from Flinders University plunge into the water on the Pilbara Coast to retrieve the aboriginal objects from what was once dry land, at a depth of between 2.4 metres and 11 metres (8­36 feet).

 They have found cutting and grinding tools and hammer stones that date back thousands of years, as per sources.

Virus not transmitted by mosquitoes: Scientists  Scientists have confirmed for the first time that the novel coronavirus behind the COVID­19 pandemic cannot be transmitted to people by mosquitoes, a finding that adds evidence to World Health Organization’s claim that the disease is not mosquito­borne.  The research, published in the journal Scientific Reports, provided the first experimental evidence on the capacity of SARS­ CoV­2, the virus that causes COVID­19 disease, to infect and be transmitted by mosquitoes.  “Here we provide the first experimental data to investigate the capacity of SARS­CoV­2 to infect and be transmitted by mosquitoes,” the study noted  “While the World Health Organization has definitively stated that mosquitoes cannot transmit the virus, our study is the first to provide conclusive data supporting the theory,” said Stephen Higgs, a co­author of the research from Kansas State University in the US.

India successfully test­fires Dhruvastra  The flight trials of India’s anti­tank guided missile ‘Dhruvastra’ were successfully conducted at the In­ terim Test Range (ITR) in Odisha  Wreffcrts, the trials of the helicopter­launched Nag missile, which has now been named as Dhruvastra’ anti­tank guided missile, were conducted in direct and top attack mode on July 15 and 16.  The trial was conducted without a helicopter.  Dhruvastra’ is a third­generation fire and forget class anti­tank guided missile (ATGM) system mounted on the Advanced Light Helicopter (ALH). The system has all­weather day and night capability and can defeat battle tanks with conventional armour as well as explosive reactive armour. The missile can engage targets both in the direct hit mode as well as top attack mode.  The Defence Research and Development Organisation (DRDO) lastyear carried out three successful test firings of the NAG missiles in the Pokhran firing ranges. It was done after the Defence Acquisition Council approved the procurement of DRDO­designed and developed NAG Missile System (NAMIS) at the cost of Rs 524 crore. The system includes a third generation Anti­Tank Guided Missile, the NAG, along with the Missile Carrier Vehicle (NAMICA).  The successful induction of the NAG missile into the Indian Army is expected to give a quantum boost to the Army’s capability against enemy armour. CHINA LAUNCHES 1st ROVER MISSION TO MARS

 China launched its first rover mission to Mars. The six­wheeled robot, encapsulated in a protective probe, was lifted by a rocket from the Wenchang spaceport.

 It should arrive in orbit around the Red Planet in February. Called Tianwen­1, or “Questions to Heaven”, the rover won’t actually try to land on the surface for a further two to three months. This wait­and­see strategy will allow engineers to assess the atmospheric conditions on Mars before attempting what will be a hazardous descent. Tianwen­1 is one of three missions setting off to Mars in the space of 11 days.  Thus development comes after after United Arab Emirates launched its Hope satellite towards the Red Planet. Also in a week, NASA aims to despatch its next generation rover, perseverance. Big birds join IAF fleet  India on ikesday received its first batch of new combat­proven fighter air­craft in two decades with the arrival of five Rafale jets, giving the country’s air power a strategic edge in the midst of a bitter border row with China in eastern Ladakh and frayed ties with Pakistan.  The aircraft, having an undisputed track record and considered one of the most potent combat jets globally, landed at the Ambala Air Force base after covering a distance of 7,000 km from the Merignac airbase in French port city of Bordeaux. Each jet was given a special water cannon salute at the strategically­ located air base in the presence of top brass of the Indian Air Force including Chief of Air Staff Air Chief Marshal Bhadauria who had played a key role as lead negotiator in procurement of the jets.  “The Birds have landed safely in Ambala,” Defence Minister Rajnath Singh tweeted as soon as the air­ craft touched down here. At the same time, he used the occasion to send a veiled message to China. “I would like to add, if it is anyone who should be worried about or critical about this new capability of the Indian Air Force, it should be those who want to threaten our territorial integrity,” the Defence Minister said.  ‘The Rafales were escorted by two Sukhoi 30 MKTs after they entered the Indian air space. Singh said that “the touch down of Rafale combat aircrafts in India marks the beginning of a new era in our military history. These multirole air­craft will revolutionise the capabilities of the IAF”.  The NDA government had inked a Rs 59,000­crore deal on September 23,2016 to procure 36 Rafale jets from French aerospace major Dassault Aviation after a nearly seven­year exercise to procure 126 Medium Multi­Role Combat Aircraft (MMRCA) for the Indian Air Force did not fructify during the UPA regime.  The emergency accjuisition was made primarily to check the depleting combat capability of the IAF as the number of its fighter squadrons had come down to a worrying 31 against the authorised strength of at least 42. The fleet, compris­ing three single seater and two twin seater aircraft, are being inducted into the IAF as part of its Ambala­based No 17 Squadron. Iran launches ballistic missiles  Iran’s paramilitary Revolutionary Guard launched un­derground ballistic missiles as part of an exercise in­volving a mock­up aircraft carrier in the Strait of Hormuz.  Ballistic missile fire detected from the drill re­sulted in American troops being put on alert at Al­ Dhafra Air Base in Abu Dhabi in the UAE and Al­ Udeid Air Base, the forward headquarters of the US military’s Central Command in Qatar, the military said. Troops sought cover during that time.  Al­Dhafra also was temporarily home to five French­built Rafale fighter jets on their way to India.  It was the latest barrage in a drill that the previous day saw two American bases temporarily go on alert over the launches. ECONOMY Equalisation Levy for Non­Resident E­Commerce Firms

 Recently, the Central government has stated that it will not extend the deadline for payment of equalisation levy by non­resident e­commerce players, even though a majority of them are yet to deposit the first installment of the tax.

 The equalization levy is aimed at taxing foreign companies which have a significant local client base in India but are billing them through their offshore units, effectively escaping the country’s tax system.

 The step has come in the backdrop of the United States Trade Representative (USTR) investigations into taxes adopted or under consideration by 10 nations, including India, on revenues of American digital service companies like Netflix, Airbnb etc. Key Points Background for Equalization Levy:

 Equalisation levy at 6% has been in force since 2016 on payment exceeding Rs 1 lakh a year to a non­ resident service provider for online advertisements.

 It is now applicable for e­commerce companies that are sourcing revenue from Indian customers with­ out having tangible presence here in the country.

 The amendments to the Finance Act, 2020 had expanded the ambit of the equalisation levy for non­ resident e­commerce operators involved in supply of services, including online sale of goods and provi­ sion of services, with the levy at the rate of 2% effective April 1, 2020.

 The tax applies on e­commerce transactions on websites such as Amazon.com. Google in particular as the tax applies on advertising revenue earned overseas if those ads target customers in India. Changes in Challan ITNS 285:

 The income tax department has modified challan ITNS 285 (relating to payment of equalisation levy) to enable payment of the first installment by non­resident e­commerce operators.

 The challan also seeks mandatory PAN and provides for ‘Outside India’ option while seeking address. Penalties Involved:

 The non­payment could result in a penalty equal to the amount of equalisation levy, along with interest.

 NABARD has announced Rs 5,000 crore of refinance scheme for banks and financial institutions for providing finance to the beneficiaries of its 2,150 watershed development projects. The concessional line of assistance will be available for three years from 2020­21 to 2022­23.

 These projects cover 23.04 lakh hectares of rainfed area watershed and tribal development project areas.

 The scheme will help the migrants, who have returned to their villages from urban areas following the COVID­19 crisis, take up new occupations. NABARD allocated Rs 5,000 cr for turning PACS into multi service centres

 NABARD also introduced a grant­based scheme for computerisation of Primary Agricultural Credit Societies (PACS), which will enable these ground­level entities to turn into multi service centres for providing seamless credit services to their farmer members. PACS are building blocks of the country’s cooperative banking structure and are one­stop shops for meeting the varied needs of the farmers

 5,000 PACS will be upgraded in 2020 followed by 15,000 PACS in FY 2022 and 15000 PACS in FY 2023.

 PACS can support farmers in post­harvest and marketing activities in addition to playing a key role in the physical and financial supply chain of commodities by acting as spokes to the upcoming Gramin Agricul­ ture Markets (GrAMs). IRDAI mandated insurance companies to launch ‘Corona Kavach’ & ‘Corona Rakshak’ amid increasing COVID­19 cases

 On July 10, 2020, Insurance Regulatory and Development Authority of India (IRDAI) made it manda­ tory for all general and health insurers to launch short­term standard health policies for coronavirus disease (Covid­19) viz. Corona Kavach and Corona Rakshak, due to rapid increase in COVID­19 cases in India. Notably, the premium under both the products shall be the pan­India basis and no geographic location or zone­based pricing will be allowed.

 Minimum entry age for both the policies will be 18 years and the maximum 65.

 Dependent children shall be covered from the age of three months to 25 years. About Corona Kavach

 Despite being a coronavirus­specific policy, the standard indemnity­based Covid­19 policy, ‘Corona Kavach’, will cover the cost of treatment of any co­morbid conditions, including pre­existing conditions, along with the treatment for the coronavirus infection or disease.

 Consumer Affairs Minister Ram Vilas Paswan launched the Bureau of Indian Standard’s Mobile App BIS­Care today. He also launched three portals on Standardization, Conformity Assessment and Train­ ing of e­BIS.  The mobile app BIS­Care can be operated on any Android phone and consumers can check the authen­ ticity of the ISI­marked and hallmarked products through this Application. Customers can also lodge complaints using this medium.  The Minister said that the government has taken several steps to protect the interests of consumers in the country.  Mr. Paswan said that certification and surveillance are important aspects of BIS functioning. He in­ formed that the BIS is strengthening its capacity of enforcement by implementation of e­BIS.  The Minister highlighted the importance of ensuring quality products to consumers and urged everyone to join the initiative.  Mr. Paswan said the government is also working on a plan to implement One Nation, One Standard scheme in the country in order to curb instances of substandard products being sold to consumers.  In a move that may hit brokers, stock market regulator Sebi is considering a revamped Direct Market Access (DMA) facility under which investors can trade directly on the exchanges without going through a stock broker.  Under the new norms, whoever wants to trade directly need not enter into a separate broker­client agreement’ and it would be replaced by a simpler ‘terms and conditions’ document. The broker, however, would have to specifically authorise clients or investment managers acting on behalf of the clients for providing DMAfacility, after fulfilling Know Your Client (KYC) requirements and carrying out necessary due diligence. The broker would have to maintain proper records of such due diligence procedures, Sebisaid in a circular. Currently, the DMA facility is available only for the institutional clients.
