On Tuesday, November 6, the 2012 election season will come to a close as the citizens of Leon County will join millions of voters in choosing our elected representatives, from the presidency of our Nation to their local commissioners. Controversial changes to Florida’s election laws, not recommended by Florida’s Supervisors of Elections, have challenged us this year as we seek to provide accessible voting to Florida’s 11.4 million voters, including over 180,000 voters in Leon County. Gone is the first week of early voting, which now has been reduced to eight days. The more than 14,000 Leon County voters who voted during the first week of early voting four years ago will have to vote on another early voting day, vote by mail or go to their voting precinct on Election Day. To meet this challenge, we have expanded early voting to 12 hours a day on the remaining 8 days and added an additional early voting site (the Eastside Branch Library on Pedrick Road). Early voting will now have the same hours as Election Day, from 7:00 a.m. until 7:00 p.m. daily, Saturday, October 27, through Saturday, November 3, 2012. Besides adding more voters to the precincts this year, another legislative change will likely add time to your voting trip this year by making your ballot longer to read. Instead of printing a summary of the constitutional issue on the ballot, this year the full text of the amendment will appear on your ballot card. The result – the longest ballot you have ever seen in Leon County. Each voter will be given two (2) legal size ballot cards to vote on. Card A will have all of the candidates. Card B will have 8 of the 11 amendments placed on the ballot by the Florida Legislature (a first), and the referendum by the Leon County School Board on re-authorizing the sales surtax for educational facilities. Remember to vote both sides of both ballot cards. Finally, the same ID you used to vote in past elections is still accepted in Florida. No changes were made in ID’s. Please see the section we have (page 8) to let you know what is okay, and remember, if you are a registered voter in Florida and don’t have the right ID your vote will count if the signature on your voter registration form matches your provisional ballot signature. Voting is a fundamental freedom and the right of every American. Your Vote is Your Voice. VOTE! Our future depends on it!

S State Government Revenue Limitation This proposed amendment to the State Constitution replaces the existing state revenue limitation based on Florida personal income growth with a new state revenue limitation based on inflation and population changes. Under the amend- ment, state revenues, as defined in the amendment, collected in excess of the revenue limitation must be deposited into the budget stabilization fund until the fund reaches its maximum balance, and thereafter shall be used for the support and maintenance of public schools by reducing the minimum financial effort required from school districts for participa- tion in a state-funded education finance program, or, if the minimum financial effort is no longer required, returned to the taxpayers. The Legislature may increase the state revenue limitation through a bill approved by a super majority vote of each house of the Legislature. 17 Pro visional Ballots

A provisional ballot is a time-saving tool for the voter when their eligibility to vote is uncertain. It allows the Supervisor of Elections Office to research the matter and present any evidence to Leon County’s Canvassing Board.

Track your Provisional Ballot Anyone who votes a provisional ballot has until 5 pm on the second day following the Election to present evidence of their eligibility.

The Canvassing Board decides if the provisional ballot will be counted when it meets on the third day following the Election. Most provisional ballots are counted.

Provisional ballots are often issued when: • Voter requested an Absentee ballot and did not bring it to the polls to surrender. • Voter did not provide valid picture and signature identification. • Voter’s name was not found in the voter records on Election Day. • Voter has not changed their previous Florida county address prior to Election Day.

Provisional ballots are often not counted when: • Voter votes in the wrong precinct on Election Day. • Voter has not registered 29 days before the Election.

Voters can track the status of their provisional ballot on our website.
