Essential Matters from the November 12th PC Meeting

NDP Tom Misselbrook and Jeff Hughes attended a recent meeting at Council to discuss the review of the County’s Core Stategy which is expected to have an impact on all NDP’s. In light of the comprehensive nature of Yarkhill’s NDP and our strong performance against housing commitments, there is no urgency for us to undertake a review until after the policies of the new Core Strategy are known. Planning Matters Orchard View, Newtown (191994). Retrospective planning permission for the siting of a mobile home in open countryside was refused and this must be removed. Squirrel’s Nest, Newtown (192712). Planning permission for 4 houses was refused. Land adjacent to ex-council houses, Monkhide (193382). A new application for 4 affordable and 4 market houses. PC comments have been submitted. Monksbury Court Barns, Monkhide (192765). A new application for 7 houses comprising 3 and 4 bedrooms on land to the North of the existing unfinished development. PC comments have been submitted. Monksbury Court, Monkhide (193574). A new application for the conversion of a Dutch barn into 2 dwellings comprising 3 bedrooms each. PC comments have been submitted. Twin Kilns, Yarkhill (193757). A new application for the part conversion of an existing shed into an indoor swim spa. PC comments have been submitted. Newtown Inn, Newtown (191533). Appeal to the Secretary of State against refusal of planning permission to convert the property into a private dwelling. PC comments have been submitted. Hearing is scheduled for January 2020. Precept A vote was taken on the precept for 2020/21 where it was agreed to keep the increase to the level of inflation only. The figure to be advised to Herefordshire Council will be 1.9%. Flooding Following the recent periods of flooding, especially along Watery Lane, the PC is to investigate what signage can be erected to provide a warning to drivers. Tom Misselbrook will also look into the purchase and filling of sandbags as very few are now left at the village hall. Unfortunately, these are no longer provided free by Herefordshire Council.

Chairman’s Update – November 2019 Thank you to everyone who has backed the safe driving campaign since the last PC meeting. We have had several reports including one of a local individual spotted driving at speed while texting. The campaign is an ongoing initiative where it is recognised that visiting drivers continue to be the main culprits of bad driving habits particularly speeding.

The rollout of Airband’s full fibre broadband service has suffered a delay following an issue with land access in Newtown, but the company has fortunately been able to identify an alternative location for its cabinet. This has needed a new power supply requiring the agreement and involvement of Western Power. Work on the main infrastructure (cabling) should now begin before the end of the year.

We would welcome more volunteers to help us with future litter picks given this activity is falling more and more on parish councils. In our most recent one on 17th November we were not able to do all the routes we had planned, but we did tackle the A4103 and A 4107 where we discovered 53 dumped tyres and a double mattress in the layby opposite Whitwick Manor. Please keep your eyes open and report any instances of illegal dumping that you notice or become aware. We much appreciated the help we received on this occasion and thanks also to Matthew Kirby for providing soup, rolls, coffee and tea in the village hall afterwards.

We were recently advised of an illegal incident of cubbing (training young fox hounds) early one morning. Any such activity should be reported to the police immediately and the Parish Clerk notified.

Finally, on behalf of the PC, I would like to wish everyone in the community a very happy Christmas and New Year. As many of you will know, we have been faced with some challenges over the last 12 months from flooding through to ensuring that the integrity of our NDP is upheld and your continued support is very much appreciated by all of us on the Parish Council.

There are only a few sandbags left at the village hall as the number has reduced over the past two weeks during the heavy rain and floods. In the past Herefordshire Council used to provide Yarkhill Parish Council with a pallet of sandbags but because of the cut backs to local authority funding Herefordshire Council is unable to provide this service any more. They will, however provide empty sandbags but no sand. Yarkhill Council is in a position to buy the sand to fill the sandbags but we will need a few volunteers to fill the bags. If you are willing to help fill the bags could you please contact the Parish Clerk Sallyanne by emailing [email protected] or by telephone. Once we know that we have the volunteers to fill the bags we will order the bags and sand. SMARTWATER The Parish Council has been invited to participate in a subsidised Smartwater scheme. Smart- water is a very simple way of marking your property so that the owner can be identified in the event of the item being stolen. It is well recognised that Smartwater is a deterrent to theft as the items can easily be identified as having been stolen. The scheme works on the basis that provided a sufficient number of people express an interest subsidised Smartwater sets will be offered to the Council for every householder who would like one. The cost for Yarkhill Council will be about £700 and there is no cost to householders. We would like to hear your views on whether you consider this an appropriate way to spend the money we receive from Herefordshire Council paid for out of your Council Tax before we make a decision on whether to participate in the scheme. TRAFFIC CHAOS IN WATERY LANE Following a road accident in on Wednesday 16 October, the police stopped traffic passing through the village on the A438 and as a result many vehicles from and turned into Watery Lane, a single lane road in Yarkhill with very few passing points. This caused traffic chaos on the Lane with vehicles blocked from both directions, with a few getting stuck in ditches. Two brave ladies from Hereford took the initiative, stopped traffic entering Watery Lane from the Road and gave directions to drivers of the alternative routes to their destinations. They were soon joined, to their relief, by our Emergency Coordinator Councillor Tom Misselbrook who had received a phone call advising him of the chaos on the road. The ladies and Tom remained at the end of Watery Lane for two hours advising drivers until the traffic reduced which enabled vehicles travelling toward Stoke Edith Road to pass through. We don’t know the names of the Ladies but we would like to thank them for taking the initiative and reducing the traffic chaos in the village.

VILLAGE HALL UPDATE Coffee Morning - Thursday 12th December - 10am to 12 noon - Come and have a coffee once you've cast your vote! Car Park - Please note that with the recent rain and moss on the surface, the Village Hall car park has become extremely slippery. Please take extra care when using. We have a plan to organise a working party to sort this out. Let us know if you might be able to help. The Village Hall are always seeking new members to join the committee, if you are able to spare no more than a couple of hours every 2 months, we'd love to hear from you. Rooms for hire - Don't forget that the Village Hall is a lovely space to hire at very reasonable rates. If

you are planning an event, party, class etc then please consider supporting your local Village Hall. Harvest Supper Christmas Services Those who came along to Harvest Supper at the Village Hall in early October enjoyed an evening of entertainment, a Christingle with Hereford Deaf Church tasty ploughman’s supper and local cider. Sunday 15th December . 4.00 p.m. followed by hot drinks and mince pies ‘The Windfalls’… Trevor, Sheila, Hannah and Adam treated us to a lively selection Carol Service of songs and readings all about orchards, Wednesday 18th December . 6.00 p.m. apples and cider. With plenty of followed by mulled wine and mince pies foot-tapping and humming along the musical journey went down a treat. We Christmas Day – Holy Communion hope we can entice them back again next Wednesday 25th December. 11.00 a.m. year for a sequel.

Scaffold tower for hire

The organisers of the Field to Fork Festival have purchased a scaffold tower from part of the income raised at last year’s event which can be hired by anyone living in the village for £15 a week.
