This Request for Proposal (RFP) is a solicitation for an intensive level architectural/historical survey of a minimum of 200 movie theatres and completion of Iowa Site Inventory Forms; the preparation of a Multiple Property Cover Document that develops historic contexts, typologies, and registration requirements for the state's movie theatres and the nomination of a minimum of one movie theatre to the National Register of Historic Places. The project is being undertaken with funding received from the Department of the Interior through Preserve America. The project is to be completed and final products delivered on or before December 1, 2010.

The evaluation and award factors for this procurement are set forth in Part IV of the RFP. Sealed offers will be received by the State Historic Preservation Office (SHPO) of the State Historical Society of Iowa (SHSI) until 4:30 PM CDT, March 24, 2009.

A firm fixed price contract is contemplated for this effort.

REQUEST FOR PROPOSALS

PART I - DESCRIPTION/SCOPE OF WORK/WORK STATEMENT

PURPOSE

The purpose of this professional services contract is gather historical, architectural, and other descriptive information regarding movie theatres (including drive-in movie theatres) in Iowa. The major work elements under this solicitation are: (1) Development and preparation of a historic context in the format of a Multiple Property Documentation Form (MPDF) that links the movie theatre theme/sub-theme and resource types, period of significance, geographical distribution, and whose ultimate purpose is to guide present and future survey and nomination work; (2) an intensive level survey of a minimum of 200 movie theatres targeted at those with the greatest potential to fill data gaps in what is known about Iowa's movie theatres; and (3) preparation of one (1) National Register nomination to accompany the Multiple Property Documentation Form. The final report of findings will be in the form of the completed MPDF.

The products to be submitted under this agreement will be prepared in accordance with Iowa State Historic Preservation Office (SHPO) instructions for completing the Iowa Site Inventory Form and applicable National Register nomination guidelines. The OFFEROR will actively consult with staff of the historic preservation office in the State Historical Society of Iowa (SHSI) as necessary throughout the contract period.

PROJECT BACKGROUND

In the early 1940s, there were approximately 550 movie theatres in operation in the state. One of the goals of this project is to determine how many are extant and establish a historic context for these properties. Through the development of a MPDF this project will establish a framework which will be used to nominate additional movie theatres to the National Register of Historic Places. A secondary outcome of this project will be to broaden the geographic representation of Iowa’s National Register properties, which are concentrated in the eastern part of the state and in urban areas. Because of the importance of the movie theatre in small towns throughout the state, this project will also help focus survey work in under-represented areas and small farming communities.

To date, the following movie theatres in Iowa have been listed on the National Register (either individually listed or listed as a contributing resource in a district):

The Multiple Property Documentation Form and National Register nomination to be produced by this project are intended to serve as a basis for establishing a "model approach" to surveying and nominating movie theatre properties. This report will provide the historical and architectural background or context for the movie theatre in Iowa from the days of the nickelodeons in the late 1890’s to the decline of drive-in theatres and the spread of multiplexes in the mid-1970s. The Multiple Property Documentation Form will be used as the basis for establishing historic contexts and National Register eligibility and nomination requirements for future survey and nomination efforts, and as necessary, be amended to reflect changing perspectives and additional historical information that comes to light.

III. PROJECT SPECIFICS

The work will consist of the following components:

1. INTENSIVE SURVEY

A. Research Design

1. Within 60 days of signing the contract for this project, the Contractor will submit a revised research design prepared in accordance with appropriate state and federal standards and guidelines.

B. Research

The research phase of the project will rely on information contained in the following reference sources:

1. Background research that builds on information generated by previous movie theatre nominations, surveys of commercial districts, historic context documents prepared for local surveys and related MPDFs. See especially, but not limited to, Footlights in Farm Country: Iowa Opera Houses MPS and Iowa's Main Street Commercial Architecture MPS

2. Given the need to make the broad scope of this project manageable in terms of time frame and budget, it is expected that bulk of research for the field survey will be focused on the list

of movie theatres in the state’s inventory. Completed survey forms for movie theatres and research files will be made available to the Contractor.

3. Similar survey/nomination efforts by other states. (See www.cr.nps.gov/nr/research for the National Register Information System (NRIS) database and list of Multiple Property Document submittals.)

4. Other secondary sources at research libraries on the history and development of movie theatre building types.

C. Follow Up Recording and Evaluation of Sites

1. Field Work

The Contractor will conduct an intensive survey of a minimum of 200 selected on the basis of their potential to develop more fully the historic context by contributing to a broader understanding of Iowa's movie theatre history and by filling in data gaps identified in the research design and in the course of carrying out the project. Potential contractors are encouraged to focus their efforts on the potentially eligible properties, but may select others with the approval of SHPO staff. Contractors are encouraged to consult with local historic preservation commissions during the course of this project, especially when surveying properties within their respective jurisdictions. These commissions maintain inventories and may be a source of useful data. Some have expressed strong interest in and support for historic movie theatres and may be willing to provide volunteer and other support for contractors in conducting surveys in their communities. A list of Iowa Historic Preservation Commission contacts can be obtained from the State Historic Preservation Office.

The Contractor will complete an Iowa Site Inventory Form for each surveyed movie theatre, filling out all line items in accordance with SHSI instructions. The Inventory Manager will assign or provide existing Iowa Site Inventory Number numbers for each resource.

2. Photography

All black and white/color photographs, color slides, negatives, and contact sheets that are submitted to the STATE must be filed in Print File preserver sleeves. Each Print File sleeve must be labeled so that it can be associated with its corresponding completed Photo & Slide Catalogue Sheet. All slides should be individually labeled with the property name, inventory number, roll and frame number. Photo & Slide Catalogue Sheets should be attached to the corresponding Print File sleeves. Please do this by stapling the sheet to the plastic portion of the sleeve, not through an enclosed photograph or slide. Additionally, commercial production of digital prints and substitution of color digital images instead of slides is acceptable for this

The number and views taken will illustrate sufficiently what is significant about the property. For each property, the following views will be minimally taken:

a) Exterior photographs showing all elevations (to the extent possible)

b) Views showing noteworthy, significant interiors, as well as interior and exterior details of buildings or appurtenances.

2. MULTIPLE PROPERTY DOCUMENTATION FORM

The contextual and property data gathered through analysis of National Register listed properties, historic context reports, archival research, and field survey will be integrated into the multiple property analysis, which will become the vehicle for nominating to the National Register of Historic Places one of the properties determined eligible in the intensive survey component. This MPDF is also intended to serve as the final project report.

The Contractor will complete the National Register Multiple Property Documentation Form (NPS 10-900-b, June 1991), according to the instructions provided in Guidelines for Completing National Register of Historic Places Forms: Part B: How to Complete the National Register Multiple Property Documentation Form (revised 1999).

In particular:

Develop the general history behind the development, construction, and evolution of Iowa's movie theatres for completing Section E (Statement of Historic Contexts). This discussion will provide the historical and architectural background and context for the movie theatre in Iowa from the days of the nickelodeons in the late 1890’s to the decline of drive-in theatres and the spread of multiplexes in the mid-1970s. Research should begin with National Register listed districts, individual nominations, district survey inventories, survey reports, and local contexts, deposited in the inventory collections of the historic preservation section of the State Historical Society of Iowa, located in Des Moines, Iowa. This information will be supplemented with information collected during the intensive survey and additional archival research.

1. Provide in MPS Form Section F:

a) The necessary requirements or qualities of historic and architectural association and integrity that make a movie theatre eligible for the National Register of Historic Places.

b) Guidelines for documenting and evaluating the integrity of altered, modernized, and/or updated movie theatres. These guidelines will be developed for both exteriors and interiors of theatres.

c) Typology/typologies for movie theatres accompanied by illustrations as appropriate.

2. Bibliography, including source materials from primary research, surveys, and reports dealing with the movie theatre history of Iowa, its architectural heritage, and relevant studies of related architectural styles and building types.

3. Views of historic photos utilized in the report will be scanned.

A completed, typed Historical Architectural Data Base (HABD) data entry form, summarizing project and/or site information, must be submitted to SHSI. The encoding form is supplied by SHSI.

3. NATIONAL REGISTER NOMINATIONS

The Multiple Property Documentation Form will be accompanied by at least one (1) National Register nomination, which is to be selected from the properties to be surveyed in the intensive level survey phase of this project. The decision of which property to nominate will be made after fieldwork is completed and in consultation with the SHSI project manager. The criteria for selecting the property(ies) for nomination should be based on a combination of broadening the representation of movie theatre types described in the Multiple Property Documentation Form; the level of property owner support for a particular property nomination; and selecting properties from cities or counties that have few listed properties.

A. Documentation

The Contractor will complete the National Register of Historic Places Registration Form (NPS Form 10-900, Oct. 1990), according to the instructions provided in Guidelines for Completing National Register of Historic Places Forms: Part A: How to Complete the National Register Registration Form (Revised 1997 and originally referred to as National Register Bulletin 16 A).

B. Maps

Contractors are expected to provide a U.S. Geological Survey (USGS) map and completed UTM references for each property to be nominated, prepared in accordance with National Register

instructions. The sketch and site plan maps prepared for the intensive survey component of this project may be utilized to satisfy similar National Register requirements.

C. Photographs

See the photographic requirements for the Intensive Survey component. For the National Register component of the project, however, the Contractor will need to provide three sets of appropriately identified, 5" by 7" black and white photographs for each property prepared in accordance with National Register requirements. PART II - ADDITIONAL REQUIREMENTS

I. General Provisions

This project is being funded with the assistance of a matching grant-in-aid from Preserve America through the Department of the Interior, , under the provisions of the National Historic Preservation Act of 1966, as amended, to the State Historical Society of Iowa, which houses the State Historic Preservation Office (SHPO).

All publications including print and digital must contain the following disclaimer and acknowledgement of NPS support:

“This material is based upon work assisted by a grant from the Department of the Interior, National Park Service. Any opinions, findings, and conclusions or recommendations expressed in this material are those of the author(s) and do not necessarily reflect the views of the Department of the Interior.”

II. Project Completion

The project shall be completed no later than December 1, 2010.

III. Submission Schedule and Report Standards/Format

The Contractor is to prepare a proposed schedule for conducting the intensive survey; preparing the historic context document; submitting drafts of the Iowa Site Inventory Forms, Multiple Property Cover Document, and National Register Nominations; and submitting final versions of all these required submittals. Keep in mind that the Multiple Property Cover Document and the National Register Nominations are to be reviewed by the State National Register Nominations Review Committee (SNRC), and that in virtually all instances they will recommend some changes or modifications.

In preparing a schedule, Contractors need to keep in mind that this project has to be completed NO LATER THAN December 1, 2010. The MPDF and the National Register

nomination will have to be reviewed at the October 8, 2010 SNRC meeting. To allow SHSI staff sufficient time to review the MPDF and the nomination and provide feedback to the Contractor, the first draft of all these materials need to be submitted no later than February 1, 2010. The revised and hopefully final versions of these materials have to be submitted no later than July 30, 2010 to allow sufficient time for printing and to submit nominations to CLG jurisdictions for their review 60 days prior to the SNRC meeting date. Failure to meet the agreed upon work schedule without satisfactory justification may result in termination of the contract.

All documentation, including drafts, shall adhere to professional guidelines used in the preparation of Multiple Property Documentation and National Register Nominations for the National Register of Historic Places (NHRP) and will be submitted on required forms. Inventory data will be provided on Iowa Site Inventory Forms in accord with guidelines issued by the State Historical Society of Iowa. The narrative history and contextual information will be provided on a Multiple Property Documentation Form. Copies of photographs, maps, drawings, and text must be clean, clear, and legible. The format for written text, footnotes, and bibliography must comply with the latest edition of the Chicago Manual of Style.

This project shall produce the following products:

1. Finalized Research Design

2. One (1) draft copy of ten (10) sample Iowa Site Inventory Forms completed for the intensive survey.

3. One (1) finished original (with photographic prints) and one (1) photocopy of the Iowa Site Inventory Forms completed for the intensive survey.

4. Two (2) contact sheets and one (1) set of negatives for each roll of black and white film or digital equivalent.

5. Colored slides or digital equivalent of all properties surveyed and nominated under this procurement.

6. Two (2) typed copies of "Photograph/Catalog Field Sheet" for each roll of film, slides, or digital equivalent.

7. A minimum of five (5) copies of the draft Multiple Property Cover Document.

8. One (1) finished original and five (5) photocopies of the revised and/or final Multiple Property Cover Document.

9. A completed, typed Historical Architectural Data Base (HABD) data entry form, summarizing project and/or site information.

10. A minimum of three (3) copies of each draft National Register of Historic Places Nomination Form.

11. One (1) finished original and two (2) photocopies of the National Register Nomination Form for each property to be nominated.

12. U.S. Geological Survey (USGS) Maps for each property nominated completed in accordance with National Register of Historic Places requirements.

13. Three (3) finished sets of appropriately labeled black and white (or digital equivalent), 5" by 7" photographs that meet National Register of Historic Places photographic requirements.

IV. Disposition of data

At the conclusion of research and within 60 days following written acceptance of the final draft of the study, all research and reference materials, maps, drawings, photographs, and other data acquired during the course of the study will become the property of the State Historical Society of Iowa and will be submitted to the State Historic Preservation Office (Attention: Paula Mohr), to be deposited in the Historic Preservation Inventory.

V. Copyright

The consultant grants to the State of Iowa and to the Federal Government a royalty-free, nonexclusive, and irrevocable license to reproduce publish, or otherwise use for electronic and print purposes, any copyrightable materials developed in the course of this project.

PART III - PROPOSAL COMPONENTS

The prospective offeror shall submit a technical research proposal and a separate cost proposal to the STATE for evaluation. The technical proposal shall include sufficient discussion to evaluate how the Scope of Work needs will be met. Key personnel will be identified and labor efforts (by hours) shall be included in the technical proposal but without costs. A time schedule will accompany the technical proposal.

The cost proposal will be a detailed, itemized quotation for personnel, goods, and services required to accomplish the technical proposal. Wage rate figures shall be clearly presented, as well as any costs for equipment, transportation, per diem(s), lodging, and OFFEROR services. The maximum allowable hourly rate is $85.67/hour. The maximum allowable rate for mileage is 55 cents per mile. Prospective Offerors are advised that only universities and colleges with federally approved overhead rates may be reimbursed for overhead expenses, and Federal mileage rates and travel restrictions apply. Private OFFERORs are generally only allowed to

claim overhead for personnel costs. The cost proposal shall be sealed in a separate envelope to ensure that the technical evaluation can be accomplished without prejudice prior to evaluating cost proposals.

Prospective OFFERORS must meet the minimum professional qualifications set forth in the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation (Federal Register 48:190:44716-44742) for architectural historians and historians. It is the responsibility of the OFFEROR to ensure that the designated principal investigator(s) and key personnel are in compliance with this requirement and that their qualifications are clearly set forth by vitae or other documents.

The OFFEROR shall identify, by name, the principal investigator, and key personnel in the proposal and document experience with related themes or resources. The principal investigator must be able to document involvement in the project, and will be held responsible for the technical quality of the work. Proven expertise and experience must encompass field survey work, eligibility evaluation, and historical research and analysis. Architectural expertise should encompass familiarity with vernacular or non-stylistic resources.

Proposals will be evaluated as specified in Part IV. Contract award will be based not necessarily upon low estimated price, but on the most advantageous combination of consultant experience with evaluating movie theatre and related buildings, schedule for delivery of products, and method of investigation that best meets the State's needs. This will be a firm-fixed-price negotiated contract.

An initial research design will be submitted as part of the proposal. The OFFEROR should address the depth, range, location and extent of proposed contextual or other information deemed necessary to prepare a Multiple Property Document. The selected research design will necessarily be refined throughout the course of the contract, with the mutual consent of all parties. The research design will address the following aspects of survey planning:

1. Objectives of the identification activities 2. Methodology to be used to obtain the information. Spell out the relative extent that archival research and field survey will be used to answer the specified research problems that relate to attaining the above mentioned objectives. Explain (for the benefit of future users of the data) how the information is to be obtained and what its possible limitations or biases are likely to be. 3. Expected results (about the kind, number, location, character, and anticipated condition of historical and architectural properties to be evaluated) and the reasons for those expectations. These expectations will generally be based on a combination of background research, proposed hypotheses, and analogy to kind of properties known to exist in similar historical circumstances.

Finalized Research Design and Project Plan. Following the award, the OFFEROR will meet with State Historical Society of Iowa staff representatives to finalize the initial research design and project plan. The components of this plan are specified in the initial design/plan section.

OFFERORS should submit a scheduling plan to document anticipated levels of effort. It is anticipated that the start-up date for this project will be on or about April 6, 2009. The project will proceed in an expeditious manner with completion of all components by December 1, 2010.

OFFERORS are invited in their proposals to suggest improvements to the Scope of Work so long as the minimum requirements are met. Any substantive changes will be dealt with during the negotiation (best and final) process for those within the competitive range. Note that award may be made without negotiation if a proposal is received that can be awarded as is.

The State Historical Society of Iowa’s Historic Preservation Office will furnish the following:

1. (Revised) Iowa Site Inventory Forms and Continuation Sheets in digital format and basic instructions for completing them. 2. Photograph and Slide Field/Catalog Sheets. 3. Print file negative preserver sheets, if consultant uses conventional film format 4. HADB form.

Unless otherwise stipulated the state historic preservation office will provide no additional supplies or equipment for this project, including loan of camera equipment, computers, or other office equipment, nor provide free photocopying. Should the OFFEROR need photocopying while in Des Moines, they will be allowed to use the Historic Preservation photocopy machine, but will be charged twenty-five cents per copy.

COORDINATION

Continuous coordination will be maintained with the state historic preservation office during the course of this contract. This will consist of an active and ongoing cooperation and communication, minimally a phone report by the OFFEROR to the project manager monthly, to be supplemented with bi-monthly written reports, and the submission of draft and final materials as required.

Property Access By Consultation: Any arrangements for ingress or egress over private property shall be the responsibility of the OFFEROR. Written permission is strongly urged in those few instances where the situation warrants this additional caution.

SCHEDULE

The overall contract period ends December 1, 2010. A suggested contract schedule is provided below for guidance.

PAYMENTS shall be made through receipt of Contractor's billing invoices that relate expenses being billed to the proposal budget. Each payment request will be audited by the State Historical Society of Iowa to insure that sufficient progress has been made in support of the bill. Claims for reimbursement must be accompanied by a progress report not to exceed two pages. The State Historical Society of Iowa will provide forms for requesting payment. Research and field survey costs will be reimbursed as the Contractor submits billings. The State will not reimburse the OFFEROR more than 60 percent of the reimbursable expenses prior to submittal of the accepted draft report. The payment schedule listed below shall be used:

Research and Field Survey as accrued up to 60% of grant Receipt and acceptance of Draft Survey MPS up to 75% of grant Receipt of Final MPS and Survey Products up to 90% of grant Receipt of research and reference material files and Final Bill 100% of grant

PART IV - EVALUATION PROCEDURES AND FACTORS FOR AWARD

Evaluation Procedures: The following steps will be utilized in the evaluation:

All offers will be evaluated in accordance with the Technical Evaluation Criteria below to determine those technically acceptable or reasonably capable of being made technically acceptable without major revision. Technical proposals that are so deficient as to require major revision or addition in order to make them acceptable will be notified that their proposals are unacceptable, will not be permitted to be revised, and will not be further considered.

The technical evaluation team will evaluate the technical proposals first without prior knowledge or review of concurrently submitted price proposals. Therefore, it is in the best interest of the OFFEROR to include the information necessary to evaluate the merits of technical proposals independent of cost proposals. Proposals must demonstrate that the OFFEROR is knowledgeable of previous work in the region, current research objectives, and of current nomination procedures and guidelines. Simply reiterating the qualifications of the principal investigator or the Offeror's prior research in the project area may be judged nonresponsive to the RFP.

Price proposals submitted by those having acceptable technical proposals will then be considered and a competitive range of those having a reasonable chance of being selected for award will be determined based upon technical proposal, price and other factors set forth.

Written or oral discussions ("Best and Final Negotiations") may be conducted with those firms within the competitive range to clarify any deficiencies. Major revisions will not be considered.

The State reserves the right to award a contract without discussion or with only limited discussions.

Upon completion of discussions, if any, with all OFFERORS in the competitive range, best and final offers may be requested. If requested, all best and final offers will be due on the same closing date and time and each OFFEROR will be afforded a reasonable time to submit a best and final offer.

The award will be made to the OFFEROR whose offer is deemed to be the most advantageous to the State Historical Society of Iowa, price and other factors considered. The technical proposal will be the primary factor in determining the award. All unsuccessful OFFERORS will be notified that their offer was not accepted and to whom the award was made.

Technical Evaluation Criteria: These criteria will be applied to all technical proposals to determine the technical value of each proposal. The criteria are weighted in descending order of importance.

I. Responsiveness to the Scope of Work. These criteria will be used to judge how well the proposed approach meets the technical requirements of the Scope of Work and the overall objectives of the procurement. A special award factor will be the degree to which the proposal comprehensively treats the resource range in terms of the survey approach and nomination action.

A. Research Design, including archival research and field survey methodology.

B. Familiarity with most relevant and useful literature to evaluate movie theatres.

II. Qualifications of Offerors. These criteria will be used to judge the Offeror's abilities to perform the Scope of Work successfully.

A. Experience and expertise of firm on matters related to:

Movie theatres, especially evaluations of significance and preparation of building typologies. Theatre and Entertainment history, especially of the Midwest Previous National Register Multiple Property Submissions prepared and accepted by the National Park Service

B. Qualifications and experience of personnel assigned Architectural History/ History Movie theatres Related history themes Previous National Register Multiple Property Submission preparation and analysis

C. Facilities for completing project, including equipment for conducting survey and processing data

III. Project Management. These criteria will be used to judge the OFFEROR's management plan and structure to complete this project successfully based on draft research design. A. Labor requirements satisfied B. Specific roles of personnel described C. Study completion schedule indicated

Cost and Business Evaluation Criteria; All offers will be evaluated in the following areas to establish level of acceptability. The business evaluation may also be used to select the OFFEROR where several offers are substantially equal both technically and in expected total cost to the State.

I. Financial capability and resources for a project of this scale II. Past performance on other State Historical Society of Iowa contracts III. Credibility and reasonableness of the proposal cost/price projections IV. The total probable cost to the State
