Intelligence Report DCI Interagency Balkan Task Force 16 August 1995 C0 5 9 5 612 3 Approved for Release CIA s Historical Collections Division AR 70-14 10CT2013 Intelligence Report DCI Interagency Balkan Task Force 16 August 1995 Serbia's Milosevic: Still on the Negotiating Track Serbian PresidentMilosevic appears determined to attempt to conclude a negotiated settlement, despite the Krajina Serb defeat in UN Sectors North and South in Croatia, and accusations of betrayal by Serb refugeesflowing out of Croatia into Serbia. e Various reporting indicates Milosevic remains motivated by the desire to terminate UN-imposed sanctions on his regime and to use a negotiated settlement to legitimize and lock in remaining Serb territorial gains in Bosnia and perhaps in Croatia's Sector East. Continued Croatian Army advances into Bosnia or an attack against Sector East, will however, severely limit Milosevic's options and ossibly trigger direct Yugoslav Army (VJ) intervention into the conflict. Belgrade's Objectives Milosevic's decision to not contest the Croatian takeover of the Krajina Serb- populated UN Sectors North and South, along with Belgrade's strong criticism of Krajina and Bosnian Serb leaders, indicates that Milosevic is attempting to consolidate his political control over a future, more compact greater Serbia that will include parts of Bosnia and perhaps Croatia. Milosevic probably was never dead set on controlling all of the territory carved out by the Serbs in Croatia and Bosnia since 1991. " In 1993 Belgrade was prepared to give up most of the Serb-occupied areas of Croatia to Zagreb to secure the Posavina corridor hetween Siia and western Bosni C05956123 S erer Milosevic's overriding objective is to stay in power. The Croatian conquest of the Krajina removed for the Serbian leader the dilemma of defending distant Serb-held territory and has provided him the opportunity to eliminate key Serb rivals, especially Bosnian Serb leader Karadzic, who have impeded Milosevic's efforts to gain a negotiated settlement and legitimatization of a greater Serbia; Milosevic and other Serbian leaders claim that Karadzic's refusal to accept the Contact Group plan . allowed Croatia time to train and equip forces capable of defeating the Krajina Serbs. e Although Karadzic has the support of the Bosnian Serb assembly and other hard-line Serbs, his days as leader of the Bosnian Serbs are probably numbered. Even if he remains Bosnian Serb "President" real power is likely to increasingly flow to Bosnian Serb Commander Mladic, who is closer to Milosevic. Milosevic almost certainly views the lifting of sanctions against his regime as integral to his maintaining power, especially in light of the almost 150,000 Krajina Serb refugees will burden Serbia's already depressed economy. " Milosevic will, at a minimum, insist on a sanctions relief package alon the lines spelled out in EU-envoy Carl Bildt's peace package. " Since the Croatian takeover of the Krajina, the pro-government media in Belgrade has steadfastly claimed that the Krajina Serb leadership is as much to blame for the Krajina debacle as Zagreb because it failed to accept the initial Zagreb-4 proposal granting the Serbs limited autonomy within Croatia. * Milosevic has also defused, for the moment, the potentially explosive presence of large numbers of disgruntled Serb refugees in Serbia. " Mladic, unlike Karadzic, wants to conclude a negotiate settlement with the international community--or launch an all-out Bosnian Serb offensive to win the war--because he believes the Bosnian Serb forces cannot sustain indefinitely the low- intensity warfare being waged in Bosnia. * Milosevic probably is calculating that the defeat of Krajina Serb forces in Croatia will lead Mladic to question how long he can count on Belgrade's assistance if he chooses to prolong the war. Various reporting also indicates that Mladic relies on the VJ for key supplies for his Bosnian Serb forces. stands to be more problematic. Backs To the Wall It is difficult to ascertain the specific circumstances that would prompt major VJ intervention into the conflict besides a major Croatian attack on Sector East. Former federal Yugoslav Foreign Minister Jovanovic earlier this month warned that Belgrade would not stand by if its vital interest were threatened, but failed to define those interests. * J forces are mobilizing ong e e ian- roatian or er near Sector East-- probably in order to deter a Croatian offensive. They could also be used, however, for a VJ deployment into eastern Croatia or the Posavina corridor in northern Bosnia. * Montenegrin President Bulatovic implied to the US Charge on 10 August the VJ forces in Montenegro might intervene to stop Croatian Army attacks near Trebinje that could trigger refugee floods into the Montenegrin capital of Podgorica. * Reported Croatian plans to occupy current Bosnian-Serb-held territory in southern Hercegovina to the Montenegro border also could trigger a response. The European Union needs to improve job creation and growth now that the EU is gradually recovering from the economic crisis. At the same time, the EU is facing institutional changes with a new European Parliament and a new European Commission taking office in the autumn. Sweden, Germany, the UK and the Netherlands are all reform and growth-oriented countries. As far as Sweden is concerned, it will be important to emphasise structural reforms to boost EU competitiveness, strengthen the Single Market, increase trade relations and promote free movement.     Swedish interests in times of European change Speach by Ulf Kristersson, Europahuset, 16th of May 2018 The spoken word applies Ulf Kristersson, Europahuset, 16th of May 2018 First of all, I would like to extend my warmest thanks to Katarina Areskough Mascarenhas for giving me the opportunity to come and say a few words about the development and future of European cooperation, what it means for Sweden, and the role I see our country playing within the EU. *** On the 31st of August 1961 Prime Minister Harold Macmillan announced in the United Kingdom’s House of Commons that the UK would apply for membership of the European Economic Community, or the EEC, the predecessor of the modern EU. History – or rather Charles de Gaulle – stood in Macmillan’s way, however, and it would take the UK more than a decade to finally gain membership. The process saw several vetoes from the French President, and eventually his resignation and death, before the UK became a member. Some things have not changed; every time the UK moves to change its relationship with Europe, its actions have an affect on everyone else, including Sweden. It is the same story repeating itself. Within a few weeks, Sweden’s relationship with the EEC would also be determined in a way that would have a significant impact on the European politics debate in Sweden for the next thirty years. The business community, the Liberal People’s Party, and not least my own party pushed for membership. In the 1962 elections, my predecessor Gunnar Hecksher appeared on election posters bearing the message ‘Yes to Europe – for freedom and security’.

    2012 Press release 26 November 2012 Ministry of Health and Social Affairs New cooperation agreement with India Today, 26 November 2012, Sweden and India have signed a social insurance agreement that makes it easier for Swedish citizens to work in India and for Indian citizens to work in Sweden. Similar negotiations are taking place with Japan, China and South Korea. The agreement coordinates the general Indian and Swedish old-age, survivors' and disability pensions systems. It determines whether a person is to be insured in India or Sweden, thus preventing people losing the rights they have acquired and social security contributions being paid in both countries. Download The Social Security The agreement is important given that more than one hundred Swedish companies are operating in India, and Agreement between India and the number is growing every year. Sweden has similar agreements with ten other countries: Bosnia and Sweden (pdf 51 kB) Herzegovina, Canada, Cape Verde, Chile, Croatia, Israel, Morocco, Serbia, Turkey and the United States. Under the agreement, employees can be sent from their home country to work for the company in the other country for two years at the most (can be extended by a further two years). They continue to be insured for old-age, survivors' and disability pensions in their home country and pay their social insurance contributions for these insurances there. An estimated 500 Swedish citizens live in India. About 160 Swedish companies are registered in India. In addition, about 1 000 Swedish companies do business in and with the country. Roughly 8 000 Indian citizens and 20 000 people of Indian origin live in Sweden.

Why did a majority opt for a change of government after 12 years (or 65 over the past 75 years)? Göran Persson and his government looked worn out, too self-content and increasingly distant from the people. Trust in supreme social democratic ability to govern had eroded. New Prime Minister Fredrik Reinfeldt presented a reassuring and fresh alternative. Moving his party decisively to centre ground, Reinfeldt reduced the perceived risk of change. He offered a new, customised version of a trusted model, not a new brand. • “New Moderates” are clear-minded, realistic and rather well prepared. To break down the social democratic hegemony and irreversibly replace it with a liberal one, they are ready to go slow and be pragmatic. The inherited strong economy makes their chances better than ever. But can their camp muster enough political discipline and patience? More labour conflicts and local government liberalisation fervour can backfire. • The big battle reflecting the differing ideologies will be about labour market policies and - more widely – the strategies for job creation in a small, globalised economy. Paradoxically, government and opposition leaders could have agreed about reforming labour market administration, while there is room for strong disputes in each camp. Now such agreement is unlikely, due to ideologies and distrust, political tactics and lack of economic urgency. The centre-right likes to manifest change, claiming credit for continued growth and rising employment. Some business interest groups urge for revenge and liberation.
