• Strategic Aim o The Police Service, in cooperation with our public safety partners and community stakeholders, will endeavour to aid in the successful conclusion of the Playoff Run. The desired result will be that the Flames, participants, visitors and community members can enjoy this event with minimal public nuisance or disorder. Any required policing response will be coordinated with partner agencies, and will be the minimal response reasonably necessary to address any issues that arise. The people participating in the Flames celebrations will be respectful of the rights of others and voluntarily comply with the laws that will enable a successful outcome. Red Mile Safety Plan

• Background o The Calgary Flames last regular season home game will be on Saturday, April 6th against Edmonton. o This year the Flames are in great standing to secure a playoff position in the NHL quarter finals. The last time being 2017 in which the Flames did not make it past the first round. o The playoffs in 2004 set off what is commonly referred to as the Red Mile celebrations. The Red Mile is a spontaneous, large-scale public gathering that occurs on 17th Avenue after Calgary Flames playoff games. o Staffing to police a large crowd is a significant challenge. Preserving public safety and protecting property will be essential in maintaining public confidence in the Calgary Police Service and City of Calgary. Red Mile Safety Plan

• Planning and Coordination o CPS, in partnership with stakeholders, are working together to ensure the City of Calgary, and in particular the 17th Avenue corridor (also known as the Red Mile), remains a safe and vibrant public space for citizens to celebrate the Flames Playoff run. o Stakeholders that have been involved to this point include: o CEMA o Calgary Fire o Calgary Community Standards o Calgary Parking Authority o Interdepartmental Events Team o Health Services – Emergency Medical Services o Calgary Transit and Roads. o CPS has also been engaging with the businesses along 17th Avenue SW Red Mile Safety Plan

• Response o In collaboration with all stakeholders and external partners, CPS will provide on duty members in different roles to ensure a measured and appropriate security preparation and response. This will also include Public Safety Unit (PSU) and Mountain Bike Team (MBT) approved callout to minimize the impact on regular patrol teams. o The response to this event will be managed by an Incident Command Team (ICT) in a flexible manner. One of the key strategies to consider in crowd management will be that of the “meet and greet” philosophy. The simple concept involves proactive public engagement; engage with the citizens, be positive and welcoming, be intentional about early interaction. o Sit rep meetings between games to adjust strategies based on the risk assessment and after-action reporting. • Response o The staffing model will include the ICT located in the Tactical Operations Centre (TOC) along with a co-located emergency services site command. o The first round home/away games deployment will consist of the following members: o District 1 BEATS (10) o Mountain Bike Team - MBT (19) (two teams of 1+8) o Public Safety Unit - PSU (18) (2 squads) o Gang Suppression Team - GST (8) o Public Safety Compliance Team - PSCT (2) o Traffic Response Unit - TRU (4) o Pay Duty (1+7 Saddledome, 1+4 Traffic Control, 1+ 4 Pedestrian Control) o Therefore, it is anticipated roughly 30% on-duty, 47% callout, and 23% payduty o As a benchmark, the 2017 first round, four games, overtime/callout expenses total was approximately $66,000. • Operational Tactics o Strategic communication: initial media conference with communications leads to ensure consistency in message throughout. o Tactical use of social media. o Gang Suppression Team and Public Safety Compliance Team used to provide situational awareness to the ICT. For example, activities inside the bars and to conduct enforcement as needed. o High visibility patrols conducted by PSU and MBT throughout games. o A complex traffic safety plan has been developed in three phases to help safely manage pedestrian and vehicle traffic along the 17 Avenue SW corridor. • Evaluate and Debrief o Develop a sustainable, long-term staffing plan from the outset. o Engage City business units to assist with their own staffing plans in order to ensure health and wellness, as well as to minimize costs and maintain business continuity. o Review of after actions for all major events is an ongoing process.
