Officer-In-Charge Office of the Acting Secretary General 16th National Scout Jamboree JAMBOREE BULLETIN NO. 1 Boy Scouts of the Philippines • National Office, Manila The coat of arms of the 16th National Scout Jamboree is created based on two (2) elements – the Scout in Motion and Tagum City. The Scout in Motion is the disambiguation of the goals of the Scout Movement, an organization that actively engages and supports the young people in their personal growth and development, endowing them to make positive contributions to their communities. Tagum City, the host of the Jamboree, stands as an icon of development, progress and unity – dynamic reforms in local governance as a brand for public administration. The colors characterize energy, nature and renewal. As the Boy Scouts of the Philippines (BSP) enter the first year of its second century in providing relevant and quality programs to the Filipino youth, it goes back to the rudimentary – energy and nature – the kernel of outdoor life and adventure, coupled with a strong sense of renewal fostered through the Scout in Motion. The new eon is welcomed with a sense of renewal – rekindling BSP’s commitment as an educator of the young, as a formator of values and as a leader of innovation. The logo carries the theme of the 100 Years Celebration of the Introduction of the Scouting Program in the Philippines, „Peace and Development through Scouting.” The theme predicates the Scout Movement as an instrument of peace - promoting human rights, democratic norms and values, creating an oath of love, trust, tolerance and brotherhood among its members. JAMBOREE THEME: “PEACE & DEVELOPMENT through SCOUTING” The concept of “Development through Scouting” – encapsulates the idea of bringing Scouting closer to the Community. Being recognized as preferred and leading educational youth movement, Scouting offers a relevant programme reaching broader segments of the society. The concept of “Development” encompasses the relationship of “people” living together harmoniously with “nature and environment”, thereby utilizing the clean sources of renewable energy towards a “progressive” and “peaceful” society where citizens are self-fulfilled and are actively taking part of collective action for growth. This year’s 16TH National Scout Jamboree theme revolves around the concept of the World Organization of the Scout Movement (WOSM) Flagship Programme, the Messengers of Peace (MoP), Scouts of the World Award (SWA), World Scout Environment Programme (WSEP) Initiatives – creating a “Culture of Peace” through Scouting – with three (3) main program focus namely – Environment Education, Development Education and Peace Education. This theme is anchored on the 21st Century Leadership & Core Life Skills – with greater emphasis on Youth Participation, Youth Engagement, Youth Involvement and Youth Empowerment. TAGUMpay! The Jamboree Venue The 16th National Scout Jamboree will be hosted by the City Government of Tagum and the Tagum City Council, BSP. The City of Tagum has a total land area of 19, 580 hectares, which is predominantly occupied by agricultural lands utilized in various kinds of crops like coconut, rice, Cavendish banana, fruit trees and other non-commercial agricultural crops. It is located 55 kilometers north of Davao City, the capital of Region XI. As such, it is about 1 hour and 30 minutes travel time to Davao City. The city lies between 7 o 26′ N latitude and 125 o 48′ E Longitude. It is bounded in the north by the municipalities of Asuncion and New Corella, in the south by Davao Gulf, in the west by the municipality of Carmen and Dujali and in the east by the Municipalities of Maco and Mawab. It is bounded by two (2) major rivers, namely; Hijo River and Tagum-Liboganon River, which measures 700 sq. km. and 3,064 sq. km. respectively. These rivers serve as primary channels of runoff water from upland areas and the city in particular. Outfall areas are commonly drained into the Davao gulf. The City of Tagum is recognized as one of the most competitive medium-sized component cities in the country and serving as the business gateway of Davao del Norte with its strategic location connecting the four major provinces: Davao Oriental, Compostella Valley, Davao City and Bukidnon with the road opening thru the Municipality of Talaingod. One of the strategies of the city is the celebration of year round festivals like the Musikahan sa Tagum, Flores de Tagumeño, Tagum City Gay Summit, the Ugmad (Uma Gamiton, Mag-uuma Dayegon) Festival , Kaimonan and Pakaradjan Festival, Fiestagumenyo and Paskuhan sa Tagum. These events gave Tagum the name, “City of Festivals”. Keeping Scouts busy and pre-occupied with a perfect blend of physical, social, intellectual, emotional and spiritual activities will surely complete their meaningful jamboree experience. The whole Jamboree experience will form the entire Jamboree programme. These include the programme such module activities, sub-camp life, inter-action and exchanged with Scouts and Leaders gathered from all around the Local Councils within the Region. A Scout Jamboree is the “mother of all activities” of a Scout’s life, something every dedicated Scout and even Scout Leaders looks forward to and whose memories are cherished deeply afterward. In a Jamboree, Scouts expand their hearts and minds learning new things and discovering rich assortment of novel experiences. Such a gathering requires all the basic services provided by a city – shelter, water, market, hospital, fire department, toilets and showers, garbage collection and disposal, etc. With the exception of a prison! AIMS AND OBJECTIVES. The Jamboree aims to provide a progressive, safe and enjoyable learning environment for the Scouts in order to enhance their physical, social, mental, emotional and spiritual potentials. At the end of the Jamboree, the participants should be able to: 1. Promote the highest quality of Scouting, one that is faithful to the mission, principles and method of Scouting and adapted to the needs and aspirations of young people; 2. Undertake high-adventure activities, including community service projects related to the current thrusts of World Scouting (Environment Education, Peace Education and Development Education) through the Messengers of the Peace (MoP) Initiatives, World Scout Environment Programmme (WSEP, including the Solar Badge) and the Scouts of the World Award (SWA); 3. Undergo projects, programs and activities that will cater to the fulfillment of the requirements of selected merit badges and scout ranks under the Advancement Scheme; 4. Develop core life skills and 21st century leadership capabilities through team building, cooperative learning, group dynamics, creative problem-solving and decision-making skills; 5. Keep oneself abreast with the prevailing issues about the environment, human rights, health, education, culture and science and technology through the Global Development Village, City of Science and Cross Roads of Cultures.

It also intends to elaborate on the results of the Household Interview Survey (HIS), conducted in March 2017, which contains the citizens' perceptions on these basic urban services. The HIS had approximately 2,000 samples which represent approximately 10 households per barangay. Since the rural barangay exceeds to urban as 103 against 78, the samples are biased to rural population. Accordingly, the number of sample households of HIS served by DCWD is merely 43.6% while, 60% of population was served in the City based on DCWD data. 1) Water Supply 7.2 Approximately 40% of the population is not within the water supply service area of Davao City Water District (DCWD), the main provider of potable water in Davao City. Out of the 40%, some areas are serviced by the Barangay Water and Sanitation Authority (BAWASA). 7.3 DCWD connection makes up 50 %, and BAWASA or Association in Barangay makes up 25% and public faucet, own well, rainwater storage and etc. make up 20% and other makes up 10% of all water source in Davao city.
