At a meeting of the Parish Council held in the Arkwright Centre on the 14th October 2019.

63/20 Members Present. Councillors N. Hough, M. Smart, B. Brocksopp, A. Clark, J. Stocks, A. Foster and J. Foster.

Also in attendance were District Councillor J. Birkin and Mr P. Goodwin - Clerk.

64/20 Apologies. District Councillor P. Kerry and County Councillor N. Barker.

65/20 Councillors Absent. None.

66/20 Declaration of Members’ Interests. There were no declarations made in respect of any of the agenda items.

67/20 Public Speaking.

Items from members of the public. There were no members of the public present at the meeting.

Police. The figures for September aren’t available yet; however, the Clerk will include these details in the minutes of the meeting following their availability on the police website. The Clerk has collated the figures for August and these are as follows:-

District Council. Councillor Birkin reported that the District Council is now looking at the possibility of replacing the steps at the rear of the Arkwright Centre with a sloped gradient access, including a handrail, as a potentially more cost-effective way of resolving this problem.

The car parking bays in the Arkwright Centre car park need remarking and this was reported at the last meeting. Also, the play area surface at the Arkwright playground has still not been repaired and both of these issues will now be reported again to the District Council by Councillor Birkin.

1 The area known as ‘The Dell’ where Penrose Crescent meets Beech Drive in Arkwright is now in a very poor condition and it needs cleaning out as a matter of urgency; Councillor Birkin will raise this matter with the relevant department at the District Council.

County Council. The list of outstanding issues that have been reported to the County Council is now as follows:-

• The directional sign at the Shire Lane/Palterton Lane/Sutton Lane junction has a broken post which allows the sign to rotate in the wind; it is also held upright with an old wooden post and is at risk of falling over.

• The pavement on Staveley Road from the Arkwright Arms up to Tom Lane has been significantly reduced in width as it has become overgrown; the Clerk reported this to the County Council following the July Parish Council meeting.

• The trees on Sutton Lane are growing through the boundary fence from the land occupied by the composting plant; Councillor Stocks has contacted the company and apparently this isn’t within their boundary and so the matter has been reported to the County Council for them to deal with.

Councillor Brocksopp raised his concerns regarding the condition of the multi-user trail that runs along the route of the old railway line between Arkwright and Staveley; the Clerk will ask Councillor Barker to follow this up on our behalf and obtain the details of the relevant officer who has responsibility for this area of work.

The Clerk will also ask Councillor Barker to enquire further regarding the directional sign at the Shire Lane/Palterton Lane/Sutton Lane junction which has had a broken post for some considerable time now and this should have been a straightforward matter to resolve.

Apparently there is again a lot of water running across Sutton Lane, near to the ‘s’ bend and Elliott’s Farm, and this will cause an extreme hazard during icy conditions which has been the case in most recent winters; also, the bus shelter on the A632 near to Deepsic Lane has been damaged and both of these issues will now be reported to the County Council.

There has been no further information regarding the yellow brick road since the September 2017 Parish Council meeting.

68/20 Non-Exempt Minutes - 9th September 2019.

RESOLVED to confirm as a correct record the Non-Exempt Minutes of the meeting held on the 9th September 2019.

69/20 Items in Exclusion. There were no items to be taken in exclusion.

70/20 Clerk of the Council’s Report. The Clerk reported that he has now submitted an application to the County Council for a grant of 50% of the cost of providing a replacement bus shelter on Piper Road where the original shelter was removed in order to allow access to the Dunsil Close development.

2 In respect of the work to the pavements and roads on both Chavery Close and Dunsil Close, James Biddlestone has stated that half of the amount will need to be paid in advance due to the size of the order before the job can be put onto the schedule of works to be completed in 2019/20; this will amount to an approximate figure of £25,000 including vat.

The order to complete the streetlighting work on the two streets was submitted in the middle of August and this work should be completed by the end of November at the very latest.

RESOLVED that the Clerk will liaise with all of the relevant people and organisations involved with this work in order to ensure that this matter is brought to a satisfactory conclusion as soon as possible; also, the payment of approximately £25,000 to County Council is authorised.

71/20 Matters for Decision.

a). War memorial. Now that the research on all of the men listed from both wars on the memorial has been completed a decision needs to be made regarding what action to take next. One possibility is to publish all of the information into book form and make this available for sale.

RESOLVED that the Clerk will follow this matter up with Michael Orme and present the costings at either the November or December Parish Council meeting for 250 copies of a book to be produced; at that time a price for the cost of purchasing the book will need to be agreed.

b). Woodlands Enterprise Ltd. - request for financial assistance. Bolsover Woodlands Enterprise (BWE) has written to request a grant towards funding for protective equipment for people with learning disabilities supporting their work in Derbyshire and in particular within . The type of work they have carried out includes fence removal, woodland management tree felling, coppicing, chipping and scrub clearance, cutbacks on trails and the fitting of benches.

RESOLVED that a representative from the Bolsover Woodlands Enterprise Ltd. will be invited to a future Parish Council meeting in order to explain in more detail the type of work that they are involved in carrying out particularly in respect of any tree planting that they may undertake.

c). NEDDC Dog Management Public Spaces Protection Order (PSPO). The District Council has requested information regarding the signage required at the sites listed in the PSPO that are within our Parish and it was confirmed that there are currently no signs displayed in this respect.

RESOLVED that the Clerk will write to the District Council confirming that signs will be needed for both the Arkwright Centre, and the play area off Rectory Road, stating that dogs must be kept on a lead in those areas; also, an additional sign is required for the small children’s enclosed play area within the Rectory Road site stating that dogs are not allowed within the confines of this area.

72/20 Accounts. The Clerk read through all the items of income and expenditure that had taken place since the last meeting. The following cheques were duly approved :-

RESOLVED that the accounts are unanimously approved and the payments listed above were authorised.

73/20 DALC Circulars. 11/2019 - General Circular.

74/20 General Correspondence. Various items of general correspondence were distributed to the meeting. The Clerk has sent a copy of the Markham Vale Liaison Committee October e-newsletter to all Councillors by e-mail.

North East Derbyshire District Council (NEDDC) has written to say that there are vacancies for two co-opted members on the District Council’s Standards Committee to represent Town and Parish Councils.

RESOLVED to note the correspondence as distributed and that no Councillors will be nominated for the two co-opted vacancies on the District Council’s Standards Committee.

75/20 Reports from Parish Council Representatives on other bodies.

MEGZ - Councillor Hough reported that he had attended the meeting on Tuesday 17th September in the Environment Centre at Markham Vale and it was pleasing to know that the site is still expanding and there are now over 2,000 people employed within the development; the Liaison Committee meetings have officially restarted and will once again be held on a regular basis moving forward.

The Arkwright Centre - Councillor Smart gave out copies of the accounts for 2017/18 and 2018/19 for everyone to take away and read. A discussion took place about the current financial position of the Centre and it was agreed that this required a fuller discussion at a separate meeting. It was agreed that the meeting should be held as soon as possible and the date set was Monday 21st October at 6.30 pm in the Arkwright Centre.

District and Parish Liaison Group - Unfortunately no-one was able to attend the recent meeting that was held on Tuesday 24th September in the District Council Offices at Wingerworth.

RESOLVED to note the verbal reports that were received.

76/20 Planning Application. There were no objections to the following planning applications:-

19/00894/FL - Proposed development of site to include 5 new-build detached houses, 2 detached double garages and 1 detached single garage. Associated works to include widening of existing access to suit proposal at Church Hall, Rectory Road, Duckmanton for Hayley Prime.

19/00917/LDC - Proposed application for a Lawful Development Certificate for a proposed rear extension at Cedar House, Chesterfield Road, Duckmanton for Mrs J Sellars.

19/00883/CUPDMB - Proposed notification for prior approval for a propose change of use of agricultural building to a dwelling house Longcourse Farm, Longcourse Lane, Duckmanton, Chesterfield Mr John Seward.

19/00998/TPO - Proposed application to fell 1no. Sycamore and remove dead branches on 1no. Ash within A1 of TPO number 8 at Hilltop Bungalow, Chesterfield Road, Duckmanton, Chesterfield for Mr Graham Turner.

The following planning application has now been refused:-

19/00626/FL - Proposed residential development of 3no. Eco Homes (resubmission of 18/00609/FL)(Conservation Area/affecting the setting of a listed building) at Sutton Manor, Palterton Lane, , Chesterfield for Mr & Mrs Treece - SAS Homes.

The conditions have been discharged in respect of the following planning application:-
