Amanda Vanstone appointed a Committee to review Australia’s higher education system in order to develop a policy and financing framework to enable the sector to meet the nation’s social and economic needs in the next two decades. We have been free spirits and have been unconstrained in examining the challenges of the future. On behalf of the Review Committee, I am delighted to present the final report. These changes have included the abolition of the ‘binary divide’ between universities and colleges of advanced education and the transformation of the sector from an elite to a mass higher education system. Over the next two decades, the increasing globalisation of education services and advances in communications technology are likely to have a profound impact on the nature of teaching, learning and research. Against this background, the Government announced in the 1996 budget its intention to establish a major independent review to examine the processes shaping the future of higher education and to develop a policy and financing framework to enable the higher education sector to meet the nation’s economic and social needs in the long term. In January 1997, Senator the Hon. Amanda Vanstone, the then Minister for Employment, Education, Training and Youth Affairs, announced the terms of reference for the Review of Higher Education Financing and Policy and membership of the committee that would undertake that review. Since his appointment to the position of Minister, the Hon. Dr David Kemp, has endorsed the Review and stressed its independence as a key source of advice to the Government. Terms of Reference The central elements of the terms of reference for the review are as follows. • The Review Committee will undertake a broad ranging review of the state of Australia’s higher education sector, the effectiveness of the sector in meeting Australia’s social, economic, scientific and cultural needs, and the developments which are likely to shape the provision of higher education in the next two decades. • The Review Committee will develop a comprehensive policy framework for higher education that will allow universities to respond creatively and flexibly to change, and will ensure that the sector meets the needs of students, industry and society in general as these are likely to develop over the next two decades. • Within this framework, the Review Committee will identify options for the financing of higher education teaching and research, and for providing Commonwealth funding to higher education institutions for these purposes. We have therefore focused on developing broad principles, goals and strategies rather than a detailed blueprint for the sector. As a small group, with members drawn from diverse backgrounds, the Review Committee chose to function without a sub-committee or working party structure. Committee members met formally as a group 22 times over a 16-month period and many more times on a less formal basis throughout the course of the review. The Review Committee, however, could not perform its task on its own and we recognise the tremendous body of expertise, experience and commitment of people already associated with the sector. The Review Committee took every opportunity to inform its views by meeting with people, listening, consulting and exploring ideas.     The Impact of Voluntary Student Unionism on Services, Amenities and Representation for Australian University Students SUMMARY REPORT APRIL 2008 1.1 Background The Australian Government is committed to providing young people with a dedicated suite of youth‐focussed policies. Part of this commitment is ensuring that university students have access to the amenities and services they need, including child care, health care, counselling and sporting facilities, as well as independent and democratic student representative bodies. The previous government’s voluntary student unionism (VSU) approach has made it difficult for many students to access these services. On 17 February 2008 the Minister for Youth,the Hon Kate Ellis MP, released a discussion paper seeking the views of higher education stakeholders such as universities, students, small business, sports and community groups and state and territory governments on: • the impact of VSU on student services, amenities and representation; and • what needs to be done to ensure satisfactory services, amenities and student representative bodies. Stakeholders were requested to provide written submissions by 11 March 2008 to the Department of Education, Employment and Workplace Relations in response to the discussion paper The Impact of Voluntary Student Unionism on Services, Amenities and Representation for Australian University Students. The discussion paper posed a number of questions to elicit detail about the impact of VSU and sustainable models for service provision. The Minister met with hundreds of representatives from higher education stakeholder groups in parallel with the written submission process. Thirty‐one meetings were held from 25 February to 12 March 2008. Consultations were held in all capital cities and in the regional centres of Ballarat, Armidale and Townsville.

We write to you on behalf of the National Union of Students and numerous University Student Unions across Australia, requesting the cancellation of Ms Bettina Arndt’s title as a Member of the Order of Australia in the General Division. Ms Arndt was awarded the Order of Australia for her contribution to ‘gender equity’ but the views she has promoted in recent years, do not advance that goal. We believe that the actions and comments made by Ms Bettina Arndt have dishonoured the values that are upheld by the Order and bring the Order into disrepute. Ms Arndt on 21 February 2020, made the following tweet in relation murder to the of Ms Hannah Carke and her three children; Aaliyah, Laianah and Trey. “Congratulations to the Queensland police for keeping an open mind and awaiting proper evidence, including the possibility that Rowan Baxter might have been ‘driven too far.’ But not the misplaced outrage. How dare police deviate from the feminist script of seeking excuses… and explanations when women stab their partners to death, or drive their children into dams but immediately judging a man in these circumstances as simply representing the evil violence that is in all men.” The notion that Rowan Baxter was “driven too far” as an excuse for domestic violence that resulted in the murder of Ms Hannah Clarke and her three children is heinous.

This is NUS’s the first annual report into the impact of voluntary student unionism, with a particular emphasis on student representation and advocacy. The data on the report is based on responses from campus student organisations to NUS’s national VSU Survey, NUS’s Next Steps Rankings with some gaps filled in from campus websites and phone conversations with campus presidents. The respondents are campus student organisation presidents (or in few cases someone intimately acquainted with the details of a particular campus). The key findings of the report are; • The VSU has failed to deliver what its proponents argued for – self sustaining student organisations just able to survive off voluntary memberships, investments and trading operations. Only two WA Guilds (UWA and Murdoch) are self- funded. In all other cases the organisations have either received substantial university funding, have collapsed or are surviving on limited reserves. Only two other organisations (Curtin Guild and UNSW Arc) look like achieving self- sufficiency in the next couple of years.
