THE LEGISLATIVE, EXECUTIVE AND ADMINISTRATIVE SERVICE 1. BILL OFFICE 1.1 Introduction: Bill office deals with Government as well as Private Members’ Legislative Business. This Annual Report covers 201st session, 202nd session and 203rd session only, excluding the second part of the 200th session, which was held during this year, since the business transacted therein has already been reflected in the annual report of the year 2003. The Rajya Sabha had 46 sittings in all during the above-mentioned sessions. Government and Private Members’ Legislative Business came up before it during 0, 05 and 13 sittings in the 201st, 202nd and 203rd Sessions of the Rajya Sabha respectively. 1.2 Government Legislative Business: (i) Bills introduced in the Rajya Sabha: 11 Bills were introduced in the Rajya Sabha during the said sessions. (Annexure- 1.1) (ii) Bills originating in the Rajya Sabha considered and passed: 2 Bills originating in the Rajya Sabha, namely the Payment of Wages (Amendment) Bill, 2002 and the Delegated Legislation Provisions (Amendment) Bill, 2004 were considered and passed by the House on 2nd December, 2004 and 14th December, 2004 respectively during the said sessions. (Annexure-1.2) (iii) Bills transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha considered, Passed/Returned: 17 Bills were transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha during the said sessions, out of which 10 were Money Bills and 7 were other Bills. The Rajya Sabha returned money Bills to the Lok Sabha without any recommendation and agreed to the other Bills without any amendments. (Annexure-1.3) (iv) Bills originating in the Rajya Sabha and referred to the Department-related Parliamentary Standing Committees: 8 Bills introduced in the Rajya Sabha, were referred to the Department- related Parliamentary Standing Committees. Out of 8 Bills, 6 Bills were referred to the Department-related Parliamentary Standing Committees under the administrative control of the Rajya Sabha and 2 Bills referred to the Department-related Parliamentary Standing Committees under the administrative control of the Lok Sabha. (Annexure-1.4) (v) Bills originating in the Lok Sabha and referred to the Department-related Parliamentary Standing Committees: 6 Bills introduced in the Lok Sabha, were referred to the Department-related Parliamentary Standing Committees under the administrative control of the Rajya Sabha. (Annexures-1.5) (vi) Bills withdrawn: 2 Bills namely the Delegated Legislation Provisions (Amendment) Bill, 2003 and the Aqua Culture Authority Bill, 2000 were withdrawn by leave of the House on 7th December, 2004 and 20th December, 2004 respectively in the said sessions. 1.3 Private Members’ Legislative Business: (i) Bills introduced in the Rajya Sabha: 44 Private Members’ Bills were introduced in the Rajya Sabha during the said sessions. (ii) Bills originating in the Rajya Sabha, considered passed/negatived or withdrawn: The Rajya Sabha considered 2 Private Members’ Bills during the said sessions, out of which one Bill of Shrimati Kum Kum Rai was withdrawn by the leave of the House and one Bill of Shri R.S.Gavai remained part discussed Bill. Apart from above, three Private Members’ Bills of Shrimati S.G.Indira were withdrawn by leave of the House without any discussion. (Annexure 1.6) 1.4 Pending Bills: The details of the Bills pending in the Rajya Sabha at the end of each Session during the year is as under: Sl. Apart from above 23 additional Bills of Dr. Dasari Narayana Rao and Shri Suresh Pachouri were also removed from the register of pending Bills in accordance with the direction of Hon'ble Chairman, consequent upon their appointment as ministers of State in the Union Council of Ministers. All the points are, therefore, the same that were identified while approving the plan in 2003. As regards the performance of the section, review meetings were held by the Secretary-General from time to time with the concerned officers to have an assessment of achievement of the goals and targets set under the plan. Two statements, one, showing the action plan of the Bill office for 2004 and second, describing performance of the section in achieving the goals/ targets are placed at annexures 1.10 and 1.11 respectively.
