February 2019 Stour Valley South Ward Introduction This profile explores the demographic, social and economic characteristics of Stour Valley South Ward and is largely based on data drawn from the 2011 Census. 2001 Census data has also been used to provide comparisons in the Ward over time for some of the characteristics. This profile is a snapshot, and is intended to support an understanding of Braintree District’s Ward characteristics. These Ward profiles represent the new Ward boundaries introduced in the Braintree District by the Electoral Commission from May 2015. This has meant that it has not been possible to directly source data from the 2011 Census for these new Wards, as they didn’t exist when the Census was completed. Data for the rural Wards has been produced by adding up the Census data at a Parish level to make up the new Ward areas. 4 If you have any questions regarding the content of this document please contact Tracey Headford in the Business Improvement Team at the below email address: [email protected] About Stour Valley South Ward The Stour Valley South Ward is a predominantly rural Ward located in the north-east of the Braintree District and contains the following Parishes, Bulmer, Gestinthorpe, Wickham St. Paul, Bures Hamlet, Alphamstone, Great Henny, Lamarsh, Twinstead, Middleton and Little Henny. Following the redrawing of the Ward boundaries, the original Stour Valley South Ward was altered by expanding it to include the Parishes of Bulmer, Wickham St. Paul and Gestinthorpe. The Parish of Pebmarsh is no longer included within the boundaries of this Ward. Local Governance Stour Valley South Ward has Parish Councils in all of the Parishes that make up the Ward. Whilst the National Planning Policy Framework July 2018 (NPPF) sets out the presumption in favour of sustainable development, planning law requires that applications for planning permission must be determined in accordance with the development plan unless material considerations indicate otherwise. The NPPF does not change the statutory status of the development plan as the starting point for decision making. The current adopted Braintree District Development Plan is made up of a number of documents, including the Local Plan Review 2005 and the Core Strategy 2011. Notes of the 2015 Annual Parish Meeting were read, approved by Barbara Collar, seconded by Diana Garrod and signed. Report from Essex Police Acting Sargeant Caroline Marsay and PCSO Warren part of the Braintree and Uttlesford Community Policing Team addressed the meeting stating that many PCSO’s had been laid off. Vulnerability was their high risk issue, problems were wide ranging including child abuse, hate crime and domestic violence. The team covers a wide area of Essex and liaises with Cambridgeshire and Suffolk forces. Recently they have been involved in arrests for drugs offences and burglaries. PCSO’s job description has altered, they are now more involved in and with the policing team. Questions to the officers:- Q: Which number to use when contacting the police? A: 101 which will transfer you to Essex police. Q: Who to contact if drugs are being used and residents gardens are being used for late night football?
