    HARBOROUGH DISTRICT COUNCIL OPEN SPACE/SPORT AND RECREATIONAL FACILITIES AND ASSESSMENT OF LOCAL NEEDS FINAL REPORT BY PMP in association with Donaldsons JUNE 2004 EXECUTIVE SUMMARY EXECUTIVE SUMMARY Executive Summary What is the aim of this open space, sport and recreation study? The study aims to provide a clear picture of existing and future needs for open space, sport and recreation in Harborough and the current ability to meet those needs in terms of quality, quantity and accessibility. The study sets local standards based on assessments of local needs, demographics and audits of existing open spaces. It is the basis for addressing quantitative and qualitative deficiencies through the planning process and should form the basis of the development of an open space strategy for Harborough DC. Scope of the open space and sport and recreation study The study includes all open space and recreation types identified within the latest Planning Policy Guidance Note 17 (Planning for Open Space Sport and Recreation, July 2002) and its Companion Guide (September 2002). These include parks and gardens, natural and semi-natural areas, green corridors, amenity greenspace, provision for children and young people, outdoor sports facilities, allotments, cemeteries and churchyards and civic spaces. The study also considers the provision of sport and indoor recreation facilities. What is the need for the study of open space, sport and recreation? A local assessment of open space and open space needs will enable the Council to: • plan positively, creatively and effectively in identifying priority areas for improvement and to target appropriate types of open space required • ensure an adequate provision of high quality, accessible open space to meet the needs of community • ensure any accessible funding is invested in the right places where there is the most need • conduct S106 negations with developers from a position of knowledge with evidence to support.

  • A History of Leicestershire: Horninghold MANOR
    Victoria County History of Leicestershire HORNINGHOLD, Gartree Hundred. HORNINGHOLD lies seven miles north-east of Market Harborough and four miles south-west of Uppingham. The parish which has 1,217 acres in area, extends over the Middle Lias clays which underlie the hills on the borders of Rutland. The soil is chiefly clay and largely devoted to pasture. The road from Hallaton to Uppingham on which the village stands, crosses the parish from west to east; it is joined at the east end of the village by a road from Great Easton. There are two field tracks, one to Blaston, and one which crosses the road from Hallaton to Allexton and continues to Keythorpe. The houses in the village are built along the main road and along a short road running north, which later becomes the track to Keythorpe. At the junction of these roads, immediately north of the church, is a small triangular green inclosed by posts and chains. Between the green and the church stands a restored stone cottage, dating from the late 16th or early 17th Century, which was formerly used as a Rectory. All of the remaining houses in the village are the result of complete or partial rebuilding by the Hardcastles of Blaston Hall. [1] The post office and other brick cottages are the work of Thomas Hardcastle [d. 1902] in 1882-3, but most of the rebuilding was carried out by his son T. A. Hardcastle between 1905 and 1911. He set out to create a model ‘garden’ village, planted with a great variety of trees and ornamental shrubs.

    A late Stuart Leicestershire parson: The Reverend Humphrey Michel by John H. Pruett Collective biography can be a useful historical method, for ir allows the historian to discern and present general patterns with greater accuracy than is possible by examining a few individual cases. But by concentrating on general patterns, we sometimes lose track of the individuals who formed them; important events in a man's life become a matter of a few tenths of a percentage point, a segment of a sloping line. And in the case of a collective biography oflate Stuart parsons, the loss of the individual has other causes as well: information on individual parsons is extremely limited. The documents usually disclose only the bare outlines of a man's career-where he was born and who his father was, where he went to school and what degrees he took, where and when he was ordained, what cures and under whose patronage he served, when he died. Sometimes in the records of court proceedings a parson's feelings and personal habits are for a moment revealed, but most often for gross moral reasons that make the parson an unfair example of his profession. A parson who served his parish well and was universally loved usually earned only a few glowing words on his tombstone. Someday the meek may inherit the earth, but they will probably not inherit the history books. The Rev. Humphrey Michel was not a meek man, and I make no claims that he was a typical late Stuart parson; indeed, there are valid reasons for thinking (and hoping) that he was not.

    THE ROYAL FOREST OF LEICESTERSHIRE, c.1122–1235 David Crook The royal forest of Leicestershire had a relatively brief existence, from the imposition of forest law on the south-eastern part of the county, contiguous with the county boundary with Rutland, by Henry I at an uncertain point in his reign (1100–1135), until the disafforestation of the area in 1235 during the reign of Henry III. Because of the early date and relative lack of evidence relating to it, it has received scant attention from historians compared with that afforded to what was originally the private forest of the earls of Leicester, Leicester forest, and Charnwood, never a legal as distinct from a physical forest, in the north-western part of the county. Coverage of the royal forest in the Victoria County History is very brief, and does not give any account of its extent or the location of its boundaries.1 By contrast, the neighbouring forest of Rutland, with which the Leicestershire forest was always linked, and in many respects integrated, during the period of their joint existence, has been much more fully treated, because it lasted for much longer and is particularly well documented during the thirteenth century by two forest eyre rolls and one large forest eyre estreat.2 The Leicestershire forest played a not insignificant role in the history of the royal forest in England as a whole during the age of the Norman and Angevin kings, which culminated in the royal grants of Magna Carta in 1215 and the Charter of the Forest two years later, followed by their joint confirmation in their definitive forms in 1225.
