It is part of the UCL School of Public Policy. THE CONSERVATIVE Robert Hazell founded the Constitution Unit in 1995 to do detailed research and planning on constitutional reform in the UK. The Unit has done work on every aspect AGENDA of the UK’s constitutional reform programme: devolution in Scotland, Wales, Northern Ireland and the English regions, reform of the House of Lords, electoral reform, R parliamentary reform, the new Supreme Court, the conduct of referendums, freedom eform Prof FOR CONSTITUTIONAL of information, the Human Rights Act. The Unit is the only body in the UK to cover the whole of the constitutional reform agenda. REFORM The Unit conducts academic research on current or future policy issues, often in collaboration with other universities and partners from overseas. We organise regular R programmes of seminars and conferences. We do consultancy work for government obert and other public bodies. We act as special advisers to government departments and H parliamentary committees. We work closely with government, parliament and the azell judiciary. All our work has a sharply practical focus, is concise and clearly written, timely and relevant to policy makers and practitioners. The Unit has always been multi disciplinary, with academic researchers drawn mainly from politics and law. -

Parliamentary Conventions Executive Summary “General agreement or consent, as embodied in any accepted usage, standard, etc”1 “Rules of constitutional practice that are regarded as binding in operation, but not in law”2 “[B]inding rules of behaviour accepted by those at whom they are directed. INTELLIGENCE AND SECURITY COMMITTEE OF PARLIAMENT PRESS NOTICE Intelligence and Security Committee of Parliament publish predecessor’s Russia Report “This Report is the result of an extensive Inquiry by the previous Committee. We would like to take this opportunity to thank the Chair of that Committee, Dominic Grieve QC, and the former members of the ISC for all their work: it is a matter of great regret that it was not published last November, ahead of the General Election. The following press notice is that written by the previous Committee. Intelligence and Security Committee questions whether Government took its eye off the ball on Russia, finds that they underestimated the response required to the Russian threat and are still playing catch up: Russian influence in the UK is the new normal. Successive Governments have welcomed the oligarchs and their money with open arms, providing them with a means of recycling illicit finance through the London ‘laundromat’, and connections at the highest levels with access to UK companies and political figures. This has led to a growth industry of ‘enablers’ including lawyers, accountants, and estate agents who are – wittingly or unwittingly – de facto agents of the Russian state. It clearly demonstrates the inherent tension between the Government’s prosperity agenda and the need to protect national security. While we cannot now shut the stable door, greater powers and transparency are needed urgently. UK is clearly a target for Russian disinformation. While the mechanics of our paper-based voting system are largely sound, we cannot be complacent about a hostile state taking deliberate action with the aim of influencing our democratic processes. -

Better regulation for a post-Brexit Britain November 2018 76 Vincent Square, London, SW1P 2PD Overview of the work of the Red Tape Initiative Executive Summary The Red Tape Initiative is a wholly non-partisan project, bringing together remainers and leavers in all three major UK-wide political parties to develop a consensus on a range of specific regulatory adjustments that could benefit both businesses and their employees in a post-Brexit Britain. The purpose of the organisation has been to get a head start on understanding the post- Brexit regulatory world; and the research we have undertaken has been driven by the concerns of those who work in the relevant sectors covered on a day to day basis. The RTI began with no preconceptions as to what those concerns might or might not be; we have, instead, elicited them through numerous meetings and roundtables the RTI has conducted between April 2017 and October 2018. Leading Conservative, Labour and Liberal Democrat politicians form our Advisory Board, alongside other distinguished people entirely independent from any political party. The full list of the Advisory Board is as follows: Rt Hon Lord Butler, Rt Hon Liam Byrne MP, Rt Hon Frank Field MP, Rt Hon David Laws, Charles Moore, Archie Norman, Jo Swinson MP, Rt Hon Stephen Timms MP, Sir Paul Tucker and Rt Hon Theresa Villiers MP. The RTI has examined the impact of current EU regulations on nine (largely non-traded) sectors of the economy. The Constitutional Reform Act 2005 swept away more than a thousand years of constitutional tradition by significantly reforming the ancient office of Lord Chancellor, which straddled all three branches of government. A stated goal of this legislation was to create more favorable external perceptions of the British constitutional and justice system. Briefing: The New UK Parliament and Government General Election Results The elections to the UK Parliament in May 2010 resulted in the Conservative Party having the largest number of seats although no single party has an overall majority.
