Crime in Delaware: 2013 – 2017 is the official report of serious crimes known to law enforcement from 2013 through 2017. The report provides extensive data about crime at the state and county levels. This supplement continues to reflect an evolving effort within the Crime in Delaware reporting process to provide extensive crime data about the City of Wilmington.

The methods used to prepare and analyze Wilmington’s data are the same as those described in the main Crime in Delaware report, with one exception: data for Wilmington’s two enforcement agencies—the Wilmington Police Department and the Wilmington Fire Marshall— were first merged before analyzing the city’s data.

In this supplement, tables and figures with summary level data about offenses, clearances, and arrests are presented first. These are followed by detailed data tables with counts of offenses, clearances, and adult and juvenile arrests (Tables 3 – 6). Summaries of key findings from each level of data are also included and precede the two sections. Delaware NIBRS data reports for 2017 were downloaded from the Delaware Department of Technology and Information secure document library on March 19, 2018. The Center’s data stability check of 2016 data indicates statistically inconsequential fluctuations in offenses of 0.2% over almost 12 months; therefore updated data for 2016 were not downloaded.

Drug Offense Changes Note: In December 2015, Delaware passed legislation that decriminalized certain marijuana possession offenses. Depending on various circumstances, these offenses are civil offenses. Due to the Federal Government still recording these offenses as criminal, they are part of the Drug Offense totals in this report. Depending on the circumstances surrounding those offenses, an arrest may not be made due to some possession offenses being deemed “civil offenses” by the State of Delaware. https://legis.delaware.gov/BillDetail?legislationId=23866

Overall, 1,020 fewer Group A offenses were reported in Wilmington in 2017 compared to 2013, a decline of 8.3%. However, recent data indicate a recent increase in 2016. (see Table 1 and Figure 1). All major crime categories were lower in 2017 compared to 2013, with the greatest declines for Drug/Narcotic Offenses (32.6%) and Serious Property offenses (7.3%). Violent Offenses and Other Property Offenses declined during this period by 6.1% and 3.6%. Long term trends since 2006 can also be seen in Figure 1A. Figure 1B shows the same long term trends, but at a different scale, in order to see the four categories more clearly.

The most frequently reported offenses in the city were Assault; Larceny; Destruction, Damage, and Vandalism of Property; Drug/Narcotic; Burglary; and Weapon Law Violations. Property Damage has been on an overall downward trend despite a spike in 2016. The number of homicides in 2017 (34) is the highest in the five year report period and shows a 70% increase since 2013. Assault has been on a downward trend despite a sharp rise in 2015. Drug Offenses continued a multiple year decline. The patterns for the other three offenses were more mixed. Long term trends since 2006 can be seen in Figure 2.

2017 offenses in all crime categories were cleared at rates generally comparable to those from 2013 through 2017, but Violent and Drug Offense clearances did show declines (see Table 1 and Figure 3). Overall, 30% of all offenses committed in 2017 were cleared by the end of the calendar year. Long term clearance trends can also be seen in Figure 3.

The number of adult arrests has been steadily decreasing since 2013 (23%) while juvenile arrests trends have been more mixed. Coincidently, total arrests for Drug offenses decreased 42.4%. This is similar to the overall state arrests trends and could be partially attributed to the marijuana possession statute changes that were referenced earlier that decriminalized marijuana possession in certain situations and circumstances. Long term trends in arrests can also be seen in Figure 3.

In 2016 and 2017, there have been noticeable declines in drug arrests despite relatively stable reported and cleared drug offenses. The primary cause for this arrest decline can be attributed to the civil marijuana possession statute changes that were implemented in December 2015. A smaller, yet still significant, portion is due to the surge in statewide overdoses over the last few years. In many overdose situations, an individual that has overdosed and survives is typically not arrested for the drug possession that led to the overdose unless there are other circumstances involved in the incident.

A Detailed Look at Crime in Wilmington

The following section provides more detailed information about serious crime in Wilmington. Included is a summary of notable findings for specific crimes within the four crime categories (Violent Offenses, Serious Property Offenses, Drug/Narcotic Offenses, Other Property & Social Offenses) along with tables that provide detailed counts of offenses, clearances, and adult and juvenile arrests.

Note to the reader: Crime in Delaware in previous years made a distinction between “Preliminary data” and “Final data.” This was due to the fact that offense totals would fluctuate for 12-18 months after the reporting period ended. In recent years this fluctuate has decreased to less than 0.2% which is statistically inconsequential. Due to this reduction in offense total fluctuations, all data is considered “Final” once it is initially reported by SBI. The Center’s data stability check of 2016 data indicates statistically inconsequential fluctuations in offenses of 0.2% over almost 12 months; therefore updated data for 2016 were not downloaded.

Violent Offenses

• The number of Criminal Homicides (34) is the highest for the five year report period. • Forcible Sex Offenses were 84% higher in 2017 as compared to 2013. This is largely attributable to a sudden increase in Forcible Fondling charges. • Assault and offenses both decreased (7% and 17%) compared to 2013. Both saw five year lows in 2017 despite recent increases in Assault offenses. • Assault offenses that involved the use of firearm were 17% higher in 2017 compared to 2013, despite a high in 2016. Robbery with a Firearm offenses are at a low point for the five year period. While not reported in the NIBRS data, most criminal homicides in 2017 involved the use of a firearm.

Serious Property Offenses

• Burglary offenses were 30% lower compared to 2013, despite a 14% increase from 2015 to 2016 • The number of all Larceny offenses was flat compared with 2013. Within that subcategory of crime: o The number of from a Building offenses was 19% lower than 2013. o The number of Theft from a Motor Vehicle offenses was 15% higher than 2013, with a 45% increase from 2015 to 2016. • The number of Shoplifting offenses has increased 35% from 2013.

Drug/Narcotic Offenses

• Overall, the number of offenses in this category in 2017 was 33% lower than 2013. Drug Equipment offenses were 61% lower during this period. • Both totals reflected lows for the report period and are part of a long-term downward trend.

Other Property and Social Offenses

• The number of Fraud offenses was 18% lower in 2017 compared to 2013. This decrease was largely driven by a substantial decline in Impersonation offenses (49%). • The number of Destruction, Damage, Vandalism of Property offenses have been flat since 2013, despite a sudden decrease in 2015. • Weapon Law Violations were 5% lower compared to 2013, with an 11% decrease from a high in 2016.
