The total electricity generation in the country is increased to 872.962 BU during April-Dec2016. Transmission is an important element in the power delivery value chain. It facilitates evacuation of power from generating stations and its delivery to the load centers .The interstate power transfer enables efficient dispersal of power to deficit regions. Recognizing the development of National Grid, Thrust was given to enhance the capacity of interregional links in phased manner. In this direction, all the five regional grids are now interconnected. Interregional power transfer capacity of the national grid is about 63650 MW. By implementation of the envisaged schemes inter regional transfer capacity is likely to be increased to 72350 MW. The per capita energy consumption in India is 1010 kwh per year. But this is among the lowest in the world. Even today 280 million people in the country don’t have the access of the electricity. Hence huge development in power sector is still needed. POWER DEVELOPMENT SCENARIO OF TRIPURA As on 30.09.2016, the total installed capacity (including allocated share in Joint & Central sector utilities) of Tripura was 610.54 MW. In the total installed capacity of the Tripura, the share of State Sector was 185.51 MW & Private Sector was 5.00 MW whereas Central Sector was 420.03 MW. The peak demand deficit and energy deficit in Tripura was 31 MW (10.3%) and 56 MU (4.7%) respectively during April, 2015 –March, 2016 which is higher than national average (national average of the peak demand deficit and energy deficit is 3.2 % & 2.1% respectively) during the same period. The average AT&C losses of Tripura was 34.34% during 2014-15. However, Tripura has projected to reduce the AT&C losses at 20 % level by 2018-19. PROJECT OVERVIEW PROJECT OVERVIEW A comprehensive scheme for strengthening of transmission and distribution system in NER & Sikkim was conceived in 2007. A sub-group under the chairmanship of Member (PS), CEA was constituted by Ministry of DoNER to address the issue of transmission, sub-transmission, and distribution system in NER states and Sikkim. Based on the recommendation of the sub-group, Ministry of DoNER asked POWERGRID to prepare the detailed project reports for strengthening of transmission and distribution system for each state of NER and Sikkim as well as interstate works in NER. Hence the NERSS-II (Part-B) & V scheme is notified for implementation through TBCB route. The Government of India, Ministry of Power, vide its notification No. 15/9/2013- Trans dated 17th November 2015 has notified REC Transmission Projects Company Limited to be the Bid Process Coordinator (BPC) for selection of Bidder as Transmission Service Provider (TSP) to establish transmission system for NER System Strengthening Scheme – II (Part-B) and V through tariff based competitive bidding process. Government of India has also accorded the prior approval under 68(1) of electricity Act 2003 vide letter no-81/7/2014/PSP& A11/79 dated 7/2/2017. A SPV named NER II transmission Limited is created. Sterlite Grid 4 Limited was proved to be the selected bidder as per the TBCB process. SPV has been taken over by the Sterlite Grid 4 Limited vide the share purchase agreement 31st March 2017. Element Description Route Length (tentative) Features 1 400 kV D/C MCMV Twin ACSR Moose Transmission 77.109 kms (as per DGPS 30.42 km Nil Line from Surajmaninagar Survey) to PK Bari The Surajmaninagar- PK Bari transmission line will have a Right of Way (RoW) of 46 m for the total length and will pass through Unclassified Government Forest (UGF), Reserve Forest (RF) and Protected Reserve Forest (PRF) for a length of about 30.42km of transmission corridor. There is no wildlife sanctuary comes in this project. We have tried all possible routes to minimize the forest length but due to dense vegetation throughout the transmission line route we are unable to avoid the minimum forest area for the construction of NER II Transmission Project. Route of the Proposed Project Justification of the Project (400 Kv DC/Multi Circuit (MV) Surajmani Nagar- PK Bari Transmission Line Single Circuit: Single Circuit transmission line carries conductor for only one circuit for three phase system i.e. R Y B. Double Circuit: Double Circuit transmission line carries conductor for two circuit for three phase system i.e. R Y B. Multi Circuit Multi Volt: As the name states multi circuit multi volt means two different voltages will pass with a same tower with either same circuit or may be different circuit as per the power evacuation demand. As per the present guideline for laying transmission lines through forest areas there is a provision of RoW (Right of Way) for the transmission line on the forest land which are given below: Transmission Voltage Width of Right of Way (meter) 11 kV 7 33 kV 15 66 kV 18 110 kV 22 132 kV 27 220 kV 35 400 kV S/C 46 400 kV D/C 46 +/- 500 kV HVDC 52 765 kV S/C (with delta configuration) 64 765 kV D/C 67 +/- 800 kV HVDC 69 1200 kV 89 NER II Transmission Limited is going to construct 2 transmission line, one is 132 kV from NEEPCO (AGTPP) to PK Bari (TSECL) and another one is 400 kV from Surajmani Nagar to PK Bari. As stated in the table there is 27 meter RoW required for 132 kV and 46 meter RoW for 400 kV Transmission line. For creating two corridor in the same area involved extra burden on ecology as well as economy, while the origination and destination point of both the lines are almost at same place, hence it is realized to construct a multi circuit multi volt tower which carries both the conductor in a single line corridor i.e. 46 meter. It will eliminate the necessity of creating second line corridor of RoW of 27 meter for transmitting 132 KV power, which would certainly have positive impact on ecology rather than leading for a negative impact on ecology if two corridor are passed.
