Vision Section 31 of the DM Act., 2005 provides that there shall be a plan for Disaster Management for every District which shall be prepared by the District authority after consultation with the local authorities and having regard to the National and State Plan and shall include areas in the District Vulnerable to forms of Disasters, measures to be taken, prevention & mitigation of disasters by the Departments of the Govt. at the District Level and local authorities in the district. The capacity building and preparedness measures required to be taken by the Department of the Govt. at the district and local authorities to respond to any threatening disaster situation or disaster should be taken in to account. On the basis of extent information and knowledge the plan has formulated and will be updated regularly adding fresh inputs on an ongoing basis. Pending detailed micro-level vulnerability analysis and assessment of risk the plan has been prepared incorporating available information from different sources and vulnerability profile including information of various areas of the district as a whole. The formulation of guidelines on various disasters & cross cutting issues is an important part of the mandate given to the National Disaster Management Authority (NDMA) on the basis of which District Disaster Management Plan (Unakoti) has been prepared in connection with various plans formulated by Sub-Divisions, Blocks, Line Departments, Nagar Panchayats and Gram Panchayats at their won levels. District Disaster Management Plan (Unakoti) has the first initiative towards formulating a systematic comprehensive and holistic approach to all natural and man made disasters which are further compounded by increasing vulnerabilities. These include the ever growing population, the vast disparities in income, rapid urbanization, development with high risk zones, environmental degradation, climate change etc. The District Plan for Disaster Management as mandated by the District Management Act. 2005, has been built in regions and hazard specific management tools in the context of regional and multi-hazard vulnerabilities. The DDMA will concentrate on prevention, mitigation and also formulate appropriate measures for effective and synergized District Disaster Response & Relief. It will co-ordinate the enforcement and implementation of policies and various plans from GP to District Level.     PLP 2016-17-Unakoti EXECUTIVE SUMMARY 1. The theme of the PLP 2016-17 is “Accelerating the pace of capital formation in agriculture and allied sector”. 2. Kailashahar, the head quarter of Unakoti District is located at a distance of 175 km from the State Capital and it is connected by road only. These rock cut carvings are huge in size and made on vertical walls exposed in the open atmosphere. 4. The district has a total population of 3,10,300 of which 90% are rural population. Agriculture and allied activities forms the backbone of the economy of the district. Of the total farmers, small and marginal farmers constitute about 85%. The district is rich in natural resources, however due to the absence of required infrastructure the district is lagging behind in development. 5. The district has 6 Commercial Banks, 2 Private Banks, 1 RRB, 1 StCB and 1 SCARDB. The branch network of the CBs, RRB and StCB are meeting the banking needs of the population of the district.

    Devising Pathways for Appropriate Repatriation of Children of Bru-Reang Community Ms. Stuti Kacker (IAS) Chairperson National Commission for Protection of Child Rights The National Commission for Protection of Child Rights (NCPCR) emphasizes the principle of universality and inviolability of child rights and recognises the tone of urgency in all the child related policies of the country. It believes that it is only in building a larger atmosphere in favour of protection of children’s rights, that children who are targeted become visible and gain confidence to access their entitlements. Displaced from their native state of Mizoram, Bru community has been staying in the make-shift camps located in North Tripura district since 1997 and they have faced immense hardship over these past two decades. Hence, it becomes imperative for the National Commission of Protection of Child Rights (NCPCR) to ensure that the legal and constitutional rights of children of this community are protected. For the same purpose, NCPCR collaborated with QCI to conduct a study to understand the living conditions in the camps of these children and devise a pathway for the repatriation and rehabilitation of Bru-Reang tribe to Mizoram. However, the country’s north east has been experiencing a comparatively slower pace of industrialisation and socio-economic growth. Though the region is blessed with abundant natural resources for industrial development and social development, they have not been utilised to their full potential. The region has certain distinct advantages. It is strategically located with access to the traditional domestic market of eastern India, along with proximity to the major states in the east and adjacent countries such as Bangladesh and Myanmar. The region is also a vantage entry point for the South-East Asian markets. The resource-rich north east with its expanses of fertile farmland and a huge talent pool could turn into one of India’s most prosperous regions. Yet, owing to its unique challenges, we believe that conventional market-based solutions may not work here, given the issues related to poor infrastructure and connectivity, unemployment and low economic development, law and order problems, etc. The government and the private sector need to collaborate and take the lead in providing solutions to these problems. More reform needs to be initiated in a range of areas, such as investment in agriculture, hydel power, infrastructure as well as in creating new avenues of growth through the development of vertically integrated food processing chains, market- linked skill development and cross-border trade. As multiple avenues for growth and development emerge, it is of paramount importance that the region, as a collective identity, embarks on a vibrant journey to realise the dreams of a better future.
