COFFIN BAY MASTER PLAN COMMUNITY SESSION BACKGROUND & PURPOSE MASTER PLAN

Future Urban and City Collective have been engaged by the District Council of Lower to develop a Master Plan for the township of Coffin Bay. The Master Plan will be used as a tool and blueprint to determine a clear vision, identify and provide a structure and framework for key projects and guide a long-term future for Coffin Bay.

The Master Plan will deliver on the goals and objectives within the District Council of Lower Eyre Peninsula’s Strategic Plan 2020-2030, which include the following:

GOAL 1 Retained and enhanced liveability of our district. • Objective 1 – Support inclusive, connected and vibrant and safe communities. • Objective 2 – Plan for growth. • Objective 3 – Provide effective leadership and financial management.

GOAL 2 Thriving businesses, industry and local economy. • Objective 1 – Support successful and sustainable local business and industry. • Objective 2 – Expand our local industry base. • Objective 3 – Support growth in tourism.

GOAL 3 Quality services, community facilities and infrastructure. • Objective 1 – Maintain quality community assets and infrastructure. • Objective 2 – Provide a high standard of community services and facilities. • Objective 3 – Advocate for quality water, electricity and telecommunications.

GOAL 4 Preservation of our natural and built environment. • Objective 1 – Protect and promote appreciation of our natural environment. • Objective 2 – minimise environmental impact.

In order to provide a long-term guide for future growth and development, the Councils Strategic Plan identifies the need to prepare a Master Plan for Coffin .Bay The Coffin Bay Master Plan will provide a blueprint to meet the following objectives:

• Identify land use requirements across the various elements making up a diverse tourism, retirement living, and fishing-based economy. • Facilitate the advancement of world-class tourist attractions reflecting Coffin Bay as a premier tourism town on Eyre Peninsula and within . • Provide enhanced links with existing infrastructure and the built and natural environment. • Identify requirements for improved community infrastructure and services to enhance the liveability and amenity of the township and which will assist in attracting a workforce. • Identify constraints to the development of Coffin Bay in relation to the Master Plan. • Provide options for use of each identified reserve within the township.

TIMEFRAME

ONE Project Initiation, research and discussions with Council staff, undertaken in late 2020.

TWO Start-up workshop with Council elected members and Council staff, held in early January 2021.

THREE Further research, and evaluation of opportunities and constraints.

FOUR Community workshop and online survey, to be undertaken in February 2021.

FIVE Further research into identified issues.

SIX Draft Coffin Bay Master Plan.

SEVEN Public consultation on the Draft Coffin Master Plan, estimated March 2021.

EIGHT Final Coffin Bay Master Plan, April 2021.

The Master Plan will build consensus around shared project goals and aspirations, review how they can link to previous undertaken master planning, empower stakeholders with what is possible and lastly inspire and unite project stakeholders around a shared vision. COMMUNITY SESSION

The community drop-in session will be held in-person on Tuesday 16th February at the Coffin Bay Yacht Club. This session will allow the community to provide their feedback, thoughts and comments which will inform and guide the long-term aspirations of Coffin Bay. The questions posed on the day will also be available through an on-line survey, which will run for a three week period.

The questions are purposely open ended to encourage and test the ‘what if’s’ and ideas which could be explored within the Master Plan for Coffin Bay. The responses are to include thoughts, ideas, reasons and suggestions.

Each question is accompanied with a map and a series of images to encourage a more focused response. The maps highlight the current composition and land uses of Coffin Bay, including: • Planning Zones (Planning & Design Code) Map

• Historic & Ecological Conservation Map

• Council Reserves / Available Land Map

The maps are included at the end of this document.

The results from the community session will enable the Master Plan to be suitably focused on key areas of needs, requirements and aspirations for the community and township.

The draft Master Plan will be presented at a public consultation session, with opportunities to provide further feedback both in person and online.

Pending comments from stakeholders and community, the final Master Plan document will be presented to Council to be endorsed and adopted in April/May this year.
