Kumho_TradeAd_A4.indd 1 22/08/2016 12:15 REACT REACT THE LICENCE TO WORK SAFELY AT THE ROADSIDE
SOMETIMES, BEING A ROADSIDE TYRE TECHNICIAN CAN SEEM LIKE A THANKLESS TASK AND A DANGEROUS ONE TOO. OUT IN ALL WEATHERS AND AT ANY TIME OF DAY OR NIGHT AND OFTEN WORKING UNCOMFORTABLY CLOSE TO TRAFFIC TRAVELLING AT HIGH SPEEDS AND WITH NO REGARD FOR PEOPLE WORKING ON THE HARD-SHOULDER OR, WORSE STILL, ON THE GRASS VERGE OF A COUNTRY LANE.
TSince 1930, the NTDA has campaigned not only for improved consumer tyre safety, but also for the safety of those individuals employed to fit tyres, especially those brave and hardworking commercial tyre technicians deployed at the roadside to work on HGV and PSV related tyre incidents in often very precarious conditions. It has also actively worked with employers, learning Phil Thirsk has very clear views on the need for REACT: providers and other stakeholders to influence and increase “Replacing commercial tyres at the roadside is a unique service education and training supply and improve workforce skills. that our industry provides and it does it very well, but clearly Sadly, up until 2007, news reports of tyre technicians being it comes with its own very unique hazards too. Employers in injured and killed at the roadside were an all too frequent the tyre retail sector are investing, heavily, in REACT training occurrence, particularly in Scotland. Many people will, to provide their technicians with the best opportunities. More perhaps, recall the death of Gavin Sutherland a 40 year old and more, fleet operators today also require the technicians tyre technician in 2007. Gavin died when a lorry crashed into working on their vehicles to have a solid understanding of the back of his van on the A9 eight miles south of Inverness, health and safety procedure and to be equipped with the tragically he was one of many who lost their life between a ability to practically apply their knowledge.” particularly bad period between 1996 and 2007.
Tyre technicians are the unsung heroes that are keeping Britain moving and working in these conditions, they really deserve to be safe at all times and to have the very best training.
It was for precisely this reason that in 2011 the association created the REACT (Roadside Emergency Action Concerning Technicians) Steering Group to formalise much of the activity that was already being undertaken to ensure tyre technicians working at the roadside were better trained and assessed as competent to work safely. The steering group is currently chaired by Phil Thirsk, Technical Training Manager for Bridgestone UK Limited and others expert members are drawn from Michelin, Goodyear Dunlop, Kwik-Fit, ATS Euromaster, Lodge Tyre Company, Continental, Roadside Safety Ltd and Individual tyre technicians are trained against very strict PFTP Ltd. training criteria based on the relevant National Occupational Standards. The training criteria is reviewed at the quarterly steering group meetings and amended to incorporate new legislation, standards and equipment best practice. Each tyre technician is then assessed and, if deemed competent to work safely, an application is made to the NTDA for a Licence to Work Safely at the Roadside. Those technicians who are not deemed competent, are referred for additional training and reassessment.
The NTDA holds the database of current licence holders. The photo licence is valid for 5 years and is subject to renewal following refresher training and re-assessment. In the past, the NTDA has presented the scheme to both the Health and Safety Executive’s TRISAG committee and to the Highways Agency and both were extremely supportive.
Currently there are 230 companies participating in the
40 l NTDA DIRECTORY 2017 REACT
NTDA CAMPAIGN ON. PART WORN TYRES GATHERS MOMENTUM
scheme and 3655 tyre technicians have been trained across the whole of the UK. Interestingly, (having mentioned Scotland earlier in this article), one REACT approved training provider, Michelin, has been particularly active across Scotland recently, which is evidenced by the featured photos of the many trained technicians in this article.
On an annual basis, the NTDA Awards the REACT Tyre Technician of the Year Award at the Tyre Industry Awards, which are held in October. This award, which is independently judged, is presented to a technician who has been exceptional and in 2015 it was jointly presented to two technicians namely Paul Hickling from Lodge Tyre Company and Michael Vasey of ATS Euromaster and in 2016 to another Technician from ATS Euromaster Lee Hayman (see picture). It has to be said, that competition is fierce and all of the nominated tyre technicians over the past 2 years have been exceptional candidates.
As a direct result of the impact that REACT has had on the tyre industry, the NTDA has been asked, by its members, to develop a similar scheme for retail tyre technicians and the REACT steering group will commence work on developing the training criteria framework for this in January 2017.
Cleary, resulting training and qualifications will be taken in to consideration in the development of this new scheme, but there will be a strong emphasis on health and safety and working safely in the workshop / retail tyre centre environment, which brings its own diverse range of risks and hazards.
The safety of Tyre Technicians working at the roadside and in retail tyre centres is paramount and we are absolutely committed to continuing to raise awareness of the many dangers our technicians face every day. According to our members, the Licence to Work Safely at the Roadside is now considered the ‘de facto’ standard in our industry and we hope that the new Licence to Work Safely in a Retail Tyre Centre will prove just as popular in the future.
