2 Project Concept

Background

The objective of this project is to set up an ecotourism, adventure sports Activities facility to promote state tourism. Gujarat with its great geographical diversity, ethereal salted-crusted deserts, expansive wetlands, pristine beaches, arid grasslands, and lush forests is a tourists’ paradise. The facilities may include training courses for the students aspiring career in this field.

Tourists visiting the state soak in the rich cultural diversity, indulge in the various fairs and festivals, savour the cuisine and take fond memories back home. The state thus provides ideal sites for developing an ecotourism, adventure sports and mountain climbing facilities.

Ecotourism

Ecotourism is defined as "responsible travel to natural areas that conserves the environment, sustains the well-being of the local people, and involves interpretation and education.“ (definition by The International Ecotourism Society)

Eco-adventure tourism is a sub-segment of ecotourism that primarily involves adventure activities in the natural habitat, such as mountaineering, rock climbing, trekking, hiking, camping, mountain biking, skiing, rafting and paragliding. Eco-adventures are usually relatively intense, physically demanding trips designed to highlight the natural beauty of the destination and to disturb the environment as little as possible.

Eco-adventure Tourism, Adventure Sports Activities Facility

► The facility will train candidates in different areas – land adventure, water adventure and aero sports

► Different places will offer several eco-adventure and adventure activities such as mountaineering, rock climbing, trekking, hiking, camping, mountain biking, paragliding and bungee jumping. These activities will be aimed at not only the local population of Gujarat, but also at domestic and international tourists visiting the state. They will be conducted in the presence of trained instructors

► Eco-adventure activities need specialized training, especially where there is higher risk and specific need of understanding use of equipment. The proposed project will include a state-of-the- art training center at the identified site

Indicative Basic Minimum Requirements for Adventure Activities

1 Guides/Instructors

Equipment 2 Guides and instructors leading mountaineering activities should, as a minimum, will hold certificates for: ► A minimum 16-hr first aid course ► Equipment, specially safety equipment should be certified ► Advanced Course and preferably also Method of Instruction and approved by an international body like CE or UIAA and Search and Rescue certification ► The operator and leader must have a sound knowledge of ► Maintain a log book containing authenticated records of specifically designed rope, including types and experience in adventure activities applications. A safe working load of 25KN (2.5 tons) and CE approval is the internationally recognised standard for climbing rope ► There is a wide range of climbing aids and devices and their operations and applications. Belay device like stitch 3 Documentation plates and belay techniques are changing every year. One must keep abreast of latest climbing and belay standards The tour operator will maintain, at the minimum, the following in practice documentation: ► Details of all Guides and Instructors including, copies of certifications, record of expedition experience and feedback ► Copies of all Permits and Permissions of current expeditions 4 ► Copies of identification documents, Insurance cover and details of Risk Mitigation next of kin for all participants, guides/ instructors ► Copy of SOP ► Current list of emergency contact numbers ► Copy of insurance document of client in case of emergency In order to mitigate risk, following will be advised: ► To get participants medically examined before starting on the journey 5 ► To ensure that at least one or two members of the Emergencies and rescues expedition have experience of high altitude climbing ► To provide wireless sets for communication between camps ► Adequate first aid medical equipment will be available on site ► To bring radio receiving sets in case weather forecasts ► Evacuation routes will be identified and known to participants, by the All India Radio are required to be arranged guides and instructors ► To ensure that environment safeguards are ► A detailed and documented evacuation/emergency procedure implemented in their programme so that the area visited will be available at the base camp along with closest available by them suffers no damage, and is left clean for emergency services which can be called upon as required subsequent expeditions

3 ► Expanding adventure tourism infrastructure

► Adventure tourism is being backed further by expanding tourist infrastructure in some popular locations such as Ladakh, Rishikesh, and Uttarakhand's Valley of Flowers. With improving infrastructure, it is becoming easier for tourists to reach these places, and more convenient to indulge in adventure activities there ► In addition, there are now more adventure tour operators that offer several options for tourists to engage in adventure activities. Adventure tourism is better packaged today and tour operators are driving repeat users, allowing people pursue this as a hobby

► India is seeing a rise in adventure sports training institutes across states. ► In December 2015, Haryana Govt. announced the establishment of Adventure Sports Academy that would be set up on 5 acres of land at Morni in Panchkula district, and will offer adventure sports training, including ground sports, aero sports, and water sports ► Pandit Nain Singh Surveyor Mountaineering Training Institute (PNSMTI) in Munsiyari, Uttarakhand is another newly established mountaineering institute situated at an altitude of 2,200m. PNSMTI is the second premier mountaineering institute of Uttarakhand after Nehru Institute of Mountaineering

Indicative Mountaineering Training Courses

Course name Course details The objectives of Basic course is to create a correct attitude among the trainees so that they view mountaineering as an art. It stimulates in them a spirit of adventure and teaches Basic them to face new challenges. Mountaineering The duration of the course is 28 days in which trainees are taught ttheoretical and Course practical Rock Craft training, Trekking (with Base Camp at 14,600ft), and Field Training ice craft and snow craft. Eligibility: Only those trainees who obtain A grade in Basic course are eligible for Advance course. This course is also of 28 days. The course provides advance technical and experience of Advanced climbing a mountain in an expedition (of above 20,000ft) planned by trainees under the Mountaineering supervision of Instructors. They also learn the various rescue operations. Course The course includes theoretical training, bouldering, load carrying and trekking, advance field training, and advance mountaineering techniques. Students also need to submit a thesis on expedition planning. Persons qualified on advance mountaineering courses can participate in mountaineering expeditions at international level. Only those trainees who obtain A grade in Advance course and have an inclination to pursue mountaineering as a career are recommended for this course. Besides testing Method of their knowledge on advance techniques, the trainees are given practical training to handle Instruction Coursestudents and develop instructional ability. This course is also of 28 days. It aims to create a pool of potential guides and instructors for every part of world who can promote mountaineering in their respective areas through various clubs and foundations.

Civil works: Construction of residential hostel with a capacity of ~20 student and ~10 trainers – approx. area of 4100 sq. meter – we assume that the 10 other staff (cooks, helpers etc.) will reside in nearby areas and will not need a residential facility

Project Structure for Eco-adventure Activities and Training

Developing a hub for eco-adventure activities and a training center may be implemented through a close collaboration between the private investor and the state government.

1 Role of private investor The private investor will be responsible for development and operational activities for the eco-adventure tourism facility and training center. These activities will include:

► Land acquisition and land development activities

► Development of physical infrastructure facilities for 1) the eco-adventure activity center (administrative office, washrooms, cafeteria, car parking, equipment storage room), and for 2) the eco-adventure tourism training center (hostel, class rooms, administrative office, dining room and kitchen, staff room, entertainment room, and storage room)

► Construction, purchase and maintenance of common components such as sewage disposal and drainage systems, water storage tanks, first aid kit, equipment, and vehicles.

► Operations of the eco-adventure sports facility and training center - conducting adventure activities, providing equipment and instructors, marketing, hiring trainers and other staff, conducting training classes, and providing certification.

2 Role of the Government The Gujarat Government will support all development and operational activities of the private players. The Government will:

► Assist the private players to attain relevant approvals and clearances quickly

► Fast-track development activities

► Provide concessions and rebates as applicable

► Help partner and collaborate with other institutions and bodies

► Provide guidance and other support wherever needed
