The garden, titled "Moments in Time", was one of the key attractions at the 2018 Bord Bia's Bloom in Dublin's Phoenix Park. It was designed by Newtown Saunders Ltd of Baltinglass, along with TrinityHaus and Sonas apc. The project is an initiative of the Dementia: Understand Together campaign, led by the HSE in partnership with the Alzheimer Society of Ireland and Genio, which aims to create an Ireland that embraces and includes people with dementia, and which displays solidarity with them and their loved ones. The campaign had invited applications from publicly-funded organisations and residential care centres nationwide to take ownership of the garden once its time at Bord Bia's Bloom had come to an end. The RSES will override the core strategy of Wicklow County Council's Development Plan, making it necessary for the Council to devise a new one. Cllr Gerry O'Neill was critical of the RSES when it was discussed at last week's meeting of Wicklow County Council, saying that it's “taking power away from Local Authorities”. Senior Planner at the Council, Sorcha Walsh, said that the Council is making a number of submis- sions. These include clarification on whether 20% of Dublin's projected population growth will be allocated to Bray, Maynooth and Swords; requesting significant improvements to bus and rail trans- port services; the inclusion of Wicklow's film industry in the Economic Strategy for the region and mentioning of Co. Wicklow's 'Green/Blue assets' (walking trails, shoreline water activities, etc) in the regional plan - including promotion of the Blessington Greenway. "A number of the green and blue assets in Wicklow aren't mentioned in the regional plan, for example maritime towns and beaches like Wicklow town aren't even mentioned.
