Regardless of the negative consequences, parents continue to marry off their young girls who become wives of rebels and participate in the civil war. The purpose of this qualitative case study was to explore the perceptions of adult women between 18 and 24 who experienced child marriage, parents who married off their young girls, and community leaders to understand why the UMG persisted in Bo Town. The theoretical frameworks used in this study were the social cognitive theory and self-efficacy behavioral theory. Data were collected through semi structured interviews. Participants in this study consisted of 5 community leaders, 5 adult women between 18 and 24 who experienced UMG before 18 years old, and 5 parents who married off their underage girls in the Bo Town district. Interview transcripts were analyzed, coded, and 16 themes emerged. Some of the themes included poverty, lack of awareness, education, enforcement, monitoring, leadership, child marriage, domestic violence, accountability, responsibility, dowry payment, and female genital mutilation. The findings may influence social change by using practices such as educating, monitoring, enforcing the banning of the UMG policy relentlessly. Furthermore, implementation of mentorship programs, counseling, leadership, and awareness training to young girls and parents could reduce the UMG practice in Bo Town. Consequently, if young girls are educated and allowed access to resources, they could become empowered and productive members of society as a whole, and the UMG problem may diminish in the Bo community. Introduction The project involves the update of feasibility studies of the road from Bo to Bandajuma in the southeast of Sierra Leone, which is part of the Freetown-Monrovia Trans-West African Coastal Highway. The rehabilitation of Bo-Bandajuma road will involve overlaying Asphalt Concrete on the existing carriage way without major realignments. However, in most trading centers, roadside businesses have encroached on the carriageway which has triggered the need for resettlement and compensation. On the state of the road, it be briefly noted that, from the Bo towards Bandajuma and for its first 3.5km, the road deterioration has ranged from loss of paved surfaces, to development of gaping pot holes, stretches of mudflats and some impassable sections. The main areas of deterioration are within 15 km from Bo with a worst portion with glaring potholes at 24+000km.

SIERRA LEONE Sierra Leone is controlled by a military junta. On May 25, dissident junior officers of the Republic of Sierra Leone Military Forces (RSLMF) violently seized power from the 14-month-old democratically elected Government of President Ahmed Tejan Kabbah. The United Nations Security Council condemned the overthrow of the government and called upon the military junta to restore the elected Government unconditionally. Major Johnny Paul Koroma, awaiting trial on charges stemming from a September 1996 coup attempt, was freed from prison and named Chairman of the new Armed Forces Revolutionary Council (AFRC). The AFRC immediately suspended the Constitution, banned political parties and all public demonstrations and meetings, and announced that all legislation would be made by military decree. Koroma invited the rebel Revolutionary United Front (RUF) to join the AFRC in exercising control over the country. The RUF quickly took control of the military junta, although Koroma remains nominal Chairman of the AFRC. Rule is arbitrary; maintenance of law and order has collapsed.

(2) Government also wanted to encourage the chiefs and other local leaders in mining chiefdoms in the country to help reduce, or put stop to bad mining practices like diamond smuggling, mining without license, and other forms of illegal mining. Does government give the DACDF money to districts or chiefdoms that do not have diamonds? No. As the name goes “Diamond Area Community Development Fund”.

British colonialism transformed society in the country in 1896 by empowering a set of Paramount Chiefs as the sole authority of local government in the newly created Sierra Leone Protectorate. Only individuals from the designated \ruling families" of a chieftaincy are eligible to become Paramount Chiefs. In 2011, we conducted a survey in of \encyclopedias" (the name given in Sierra Leone to elders who preserve the oral history of the chieftaincy) and the elders in all of the ruling families of all 149 chieftaincies. Contemporary chiefs are current up to May 2011. We used the survey to re- construct the history of the chieftaincy, and each family for as far back as our informants could recall. We then used archives of the Sierra Leone National Archive at Fourah Bay College, as well as Provincial Secretary archives in Kenema, the National Archives in London and available secondary sources to cross-check the results of our survey whenever possible.     CHAPTER THREE Women and the Armed Conflict in Sierra Leone Introduction 1. Sierra Leone sits on the beautiful west coast of Africa, facing out onto the Atlantic Ocean. It is bordered by Guinea to the north and Liberia to the southeast. Sierra Leone consists of a hilly western peninsula and a hinterland abundant in diverse natural riches, including agricultural and mineral resources. Mountains rise to over 6,000 feet in the northeast, while the territory is blessed with plentiful rainfall that yields dense forest vegetation interspersed with swamps. It is a land of staggering natural scenery and personality. 2. Sierra Leone is made up of seventeen different ethnic groups, the largest of which is the Mende of the southern and eastern regions. The second largest is the Temne, followed by the Limba, both of which are dominant in the north. Other groups include the Kono in the east, the northern Koranko, the Mandingo, Loko, Susu, Fullah and Yalunka. Smaller groups include the Bullom, Sherbro, Vai, Gola and Krim, with the Kissi in the eastern hinterland. 3. In the eighteenth century, the abolitionist campaign led to the decision in Britain to relocate freed slaves to Sierra Leone. The British government purchased land from a Temne King in order to settle freed slaves on and around the western peninsula. This new community took on the name “Freetown” and its population became known as Krios. In 1808, the British created the Crown Colony, centred on Freetown and its environs, and in 1896 made the outlying areas into a Protectorate. For over 150 years the British dominated all spheres of life in the country.
