On the occasion of the ninth General Assembly of the World Assembly of Youth, I am happy to extend my greetings to all of the participants in this important meeting.

During the.past 27 years the World Assembly of Youth has played a very essential role throughout the world. Its programmes have involved millions of young people in the advancement of global justice and development. Yout thoughts and actions during those years have focused on working towards the elimination of colonialism, racism and racial discrimination and have contributed towards a heightened awareness of the necessity for global economic and social policies, including food, and environmental programmes. As you are undoubtedly aware, these very issues have always been of great concern to the . Accordingly, there are in these fields various important instances of co-operation between the United Nations, the World Assembly of Youth and other youth organizations. Our co-operation has proved to be both construc- tive and useful. It is, therefore, of the utmost importance that we all continue to work together in attempting to solve these issues in the future.

The international community has arrived at a point where we all realize it is essential to re-structure the global economic and social system in order to create the conditions in which there is a more just and equitable share of the world's resources. Many millions of people continue to aspire to a better life both for themselves and for their children. This goal can be achieved if governmental, inter-governmental and non-governmental organizations strengthen their efforts to lay the groundwork for a more equitable world order. - 2 -

I hope the future work of the World Assembly of Youth will contribute to these goals. I wish this ninth World Assembly every success in its deliberations.

It may be useful to recall that it has been one of the most active participants in the Geneva Informal Meetings of lYNGOs and has^played a leading role in several programmes of direct concern to the United Nations. .Thus, it has cooperated closely with UNFPA and continues to do so and currently is responsible for making the material arrangements for a Youth NGO working party on environmental issues to be held in cooperation with UNEP and UNESCO. The forthcoming General Assembly of the United Nations will be considering how to establish better channels of communication between young people and the Organization. Dear Dr. Waldheim: were disappointed to learn through your letter of 8 May that you will not be able to attend the 8th WAY Assembly due to previous commitments during the period. At the same time, we are happy to know of your continuing interest in our work, and would very much appreciate it if Wou could send us a message which could be read out to the participants at the opening session of the Assembly on 121 August. Preparations for the Assembly are proceeding well, and we ex- pect to receive approximately 500 youth representatives from more than 100 countries. The Rt. Hon. Edward Heath, M.P., Prime Minister, has agreed to speak at the opening session, while the Rt. Hon. Peter Walker, Secretary of State for the Environment, will speak at the closing session. The theme of the Assembly, 'Development - the Struggle for Justice1, is to be discussed in depth through several workshops and we hope that as a result of the discussions, national youth councils and other youth groups will work out specif ic_acj-.i an plans for their involvement in the~tasks that need to be accomplished towards meeting the development challenge. The General Assembly, which meets in ordinary session every three years, is the supreme organ of WAY. At the forthcoming Assembly, we expect representatives from our member countries as well as many delegations from observer countries, making a total of some 500 participants from 110 countries.
