Nr 16 24 februari TL tips. 27/1 TL (tips) Olle Alm 1942 – 2019 Åter har ett tråkigt besked nått oss, vår vän och mångåriga medlem, Olle Alm, har gått bort. Min sista kontakt med Olle var för en dryg månad sedan då han just kommit hem från sjukhuset efter att ha drabbats av njursvikt. Detta var emellertid inte den enda sjukdom som Olle led av, han hade tidigare drabbats av flera. Det är för mig en vänskap sedan början av 60-talet som nu försvinner. Olle tillhörde inte de ursprungliga medlemmarna i ARC, men kom med i klubben bara ett år senare. Kontakterna vid denna tid, i början av 60-talet, kunde röra sig om telefonsamtal om ca 1 timme. En tidig kontakt, som jag minns, var Bengt Ericsons och mitt besök i Göteborg, där Olle studerade vid Chalmers. Han hade självklart en radio med sig och loggade flera rara stationer trots att han bodde i ett hus med många grannar. Störningsnivån var vid denna tid minimal. Under 70-talet kom dx-expeditionerna till de norra delarna av landet igång. Stefan Wikander övertalade Olle år 1984 att följa med på en sådan expedition till Mertajärvi. Den följdes senare av flera bl a till Abisko. Olle var under flera år redaktör för MV-Eko, dels som huvudredaktör, men även som spaltredaktör för bland andra Info- och QSL-spalten. Han var dessutom i flera år flitig medarbetare i WRTH där han var redaktör för Nordamerikadelen i ett samarbete med NRC. Våra tankar går till Olles syskon, främst Gunvor, som han delade föräldra- hemmet med i Ljungby. Vår klubb har tänt ett minnesljus. F. LEE ABSTRACT: Most observers argued that press freedom in Hong Kong has been declining continually over the past 15 years. This article examines the problem of press freedom from the perspective of the political economy of the media. According to conventional understanding, the Chinese government has exerted indirect influence over the Hong Kong media through co-opting media owners, most of whom were entrepreneurs with ample business interests in the mainland. At the same time, there were internal tensions within the political economic system. The latter opened up a space of resistance for media practitioners and thus helped the media system as a whole to maintain a degree of relative autonomy from the power centre. However, into the 2010s, the media landscape has undergone several significant changes, especially the worsening media business environment and the growth of digital media technologies.

    Minnesota Emergency Alert System Statewide Plan 2018 MINNESOTA EAS STATEWIDE PLAN Revision 10 Basic Plan 01/31/2019 I. REASON FOR PLAN The State of Minnesota is subject to major emergencies and disasters, natural, technological and criminal, which can pose a significant threat to the health and safety of the public. The ability to provide citizens with timely emergency information is a priority of emergency managers statewide. The Emergency Alert System (EAS) was developed by the Federal Communications Commission (FCC) to provide emergency information to the public via television, radio, cable systems and wire line providers. The Integrated Public Alert and Warning System, (IPAWS) was created by FEMA to aid in the distribution of emergency messaging to the public via the internet and mobile devices. It is intended that the EAS combined with IPAWS be capable of alerting the general public reliably and effectively. This plan was written to explain who can originate EAS alerts and how and under what circumstances these alerts are distributed via the EAS and IPAWS. II. PURPOSE AND OBJECTIVES OF PLAN A. Purpose When emergencies and disasters occur, rapid and effective dissemination of essential information can significantly help to reduce loss of life and property. The EAS and IPAWS were designed to provide this type of information. However; these systems will only work through a coordinated effort.
