REPORTS TO: DIRECT REPORTS AND TEAM SIZE:

Manager, Eastern Treatment Plant This role has ~7 direct reports, ~12 indirect reports and facilitates the maintenance activities of ~70 service provider personnel.

THIS ROLE EXISTS TO: (PURPOSE)

The Team Leader Day Operations & Maintenance Optimisation role exists to deliver essential leadership and professional expertise to a skilled technical team responsible for ensuring safe, reliable and efficient service delivery and ongoing compliance with ETP’s regulatory obligations. Its operations provide essential recycled water and sewage treatment services and are regulated by the Environmental Protection Authority , Department of Health and Human Services and Worksafe as a Major Hazard Facility. The skilled technical team this role leads is responsible for activities that ensure the delivery of optimal customer, financial sustainability and service delivery outcomes to the community, key stakeholders and customers. This role also delivers high value outcomes through the delivery of improved risk management and the leadership of capability, technical and safety improvement initiatives.

KEY ACCOUNTABILITIES:

Leadership  Provide strong team leadership and foster a positive and efficient work environment within the Day Operations and Maintenance Optimisation team interfacing with other ETP teams including the Shift Operations team, maintenance contractors and capital delivery providers.  Foster a culture of continuous improvement in operations, maintenance and capital program delivery with an emphasis on achieving a generative safety culture.  Provide clear directions and ensure all members within the teams have appropriate training, skills and tools.  Ensure all employees have effective Performance Plans and Career Development Plans.  Ensure compliance with all Water systems, policies and procedures and specifically Occupational Health and Safety, Environment, Product Quality Management Systems  Manage incident response, oversee root cause investigations and provide advice and direction as required on the operating parameters for the whole of the treatment facility including appropriate management and use of ’s incident management processes.  Participate in a roster as Duty Manager, which provides Melbourne Water with “out-of-hours” management of the ETP. This includes response to emergencies and incidents on behalf of Melbourne Water. Operations  Provide strategic direction on issues and implement strategies to improve the operational efficiency and life-cycle costs of assets  Develop and implement reporting systems to monitor and analyse performance and efficiency of plant operations  Manage dangerous goods and hazardous materials onsite e.g. liquid oxygen, ozone, sludge gas and chlorine including bunkering Maintenance Optimisation & Scheduling  Ensure delivery of the Eastern Treatment Plant maintenance strategy including assisting to define asset criticality, priorities and stores management  Facilitate effective maintenance delivery through engagement with internal and external customers (operators/community)  Provide advice to delivery teams (WGPSN) regarding operational/community priorities or issues

 Support the delivery teams planning and scheduling function including scheduling day operations work packs  Review and monitor unscheduled work orders from operators/community  Drive global improvements including maintenance delivery metrics and benchmarking  Engage with and support maintenance improvement initiatives and consistency across wholesale services  Lead maintenance forecasting and budgeting Annual Delivery Plan & Outage Management  Organise and manage outages with customers and stakeholders to achieve service delivery objectives and facilitate safe operation of the treatment facility.  Provision of safe access to assets through equipment isolation, testing and permit issue for maintenance and capital works for all areas of the treatment facility.  Coordinate with the maintenance service provider to facilitate the safe access to assets and the development of maintenance programs that optimises maintenance resource requirements and reduces the total asset life cycle cost.  Participate and input into capital project design, coordination and commissioning.  Support the return to service of assets after major maintenance or LRC upgrades.

Continuous Improvement and Risk Reduction  Develop and implement capability, technical and safety improvement initiatives that reduce and or more effectively manage risk. This includes the oversight, development and review of facility operating procedures.  Provide input and recommendations for future renewal projects and State of Asset issues  Condition information trending and initial assessment  Provide expert advice on the operation and maintenance of the facility to Planning, Asset Management and Capital Delivery groups within Melbourne Water. This will include participation in design reviews, HAZOP’s and HAZID’s and participation in the preparation of the Major Hazard Safety Case.  Manage systems and training for the Day and Shift Operations teams to ensure the correct response to emergencies and alarms. Develop and implement remedial strategies and communications to remedy system or process failures.  Identify and implement opportunities for plant optimization and improved reliability.

INTERNAL The Team Leader, Day Operations is required to liaise and meet with staff and management from most groups within Melbourne Water and therefore will need to be conversant with all aspects of ETP’s Operations. This includes working with others (including Asset Management Services) to make recommendations in relation to operational and maintenance strategies and provide feedback on financial and operational performance including safety and environmental performance. EXTERNAL The Team Leader, ETP Operations is required to liaise with operational representatives from South East Water, Topaq and other external organisations and authorities such as, Environment Protection Authority Victoria, Department of Health and Human Services, Worksafe, the Vic Police and the Country Fire Authority.
