The public session of the Property Management Committee meeting was held at 5:10 p.m. in Room 200 at the Aurora Education Centre on Tuesday, March 21, 2017, with the following trustee members present: P. Adams-Luchowski, L. Carruthers, S. Geller (via audio-conference), B. Pang (Chair), A. Tam (via audio-conference) and M. Van Beek.

Staff provided information to committee members regarding the Aurora Bayview Northeast Secondary School Site, Town of Aurora, in response to questions and comments raised at the February 21, 2017 Board Standing Committee meeting.

2) That the Director of Planning for the Town of Richmond Hill be advised of this action.

2 6.1 YORK REGION DISTRICT SCHOOL BOARD DRAFT BLOCK 27 SECONDARY PLAN CITY OF VAUGHAN

Background:

The City of Vaughan’s 2010 Official Plan identifies two “New Community Areas” where new residential uses and related development is planned to occur in accordance with the Region’s Official Plan. The City has initiated the Secondary Plan for Block 27 which is one of the New Community Area and will be a significant source of the City’s new low-rise housing units up to 2031. The Block 27 Secondary Plan Area is approximately 400 hectares (988 acres) located north of Teston Road, east of Jane Street, south of Kirby Road and west of Keele Street (Appendix A).

The Secondary Plan provides an opportunity to review the municipality’s planning goals and policies that will guide future land uses in this new community and to ensure that school accommodation needs are met.

Rationale:

The purpose of this report is to request approval of the comments that are to be submitted to the City of Vaughan concerning the Board’s requirement for school sites within the Secondary Plan.

Planning for Growth:

Block 27 is intended to be developed as a complete community with compact and diverse mix of uses, housing types, sizes and affordability anchored by a mixed use Local Centre and the Kirby Go Transit Hub.

The intent of the Block 27 Secondary Plan is to establish policies with respect to land use, density, community facilities, open spaces, natural heritage features and other elements of a complete mixed use community. Board staff have been working with the City, York Catholic District School Board and the French Public School Board on the distribution of school sites within the secondary plan area.

The Transit Hub will be served by the future Kirby Go Transit station recently approved by Metrolinx. It is located southwest of Kirby Road and Keele Street along the existing rail corridor. The Kirby Go Transit Hub will be a local community centre with seamless multi-modal connections with public squares and incorporate a combination of low to mid-rise mixed use buildings with ground floor retail and commercial uses.

Higher density residential development will be focused in the future Kirby Go Local Centre while lower density residential units will be distributed across the remaining lands in the Block outside of the local centre.

The City has identified the potential for a community hub within the Kirby Go Local Centre to serve the higher densities envisioned and will include two elementary school schools (YRDSB & YCDSB), a community centre with a variety of services and an urban park. A total of 18 acres has been designated for the community hub including six acres for a YRDSB elementary school site consistent with the Board’s school site criteria with the potential future reduction in the size

A campus school site between the York Region District School Board and the French Public School Board adjacent to a neighbourhood park has been identified in the southeast portion of the block.

The long term vision for the Secondary Plan is to accommodate up to 30,800 residents by ultimate build out of 2031 and beyond. The range in potential residential unit mix is shown below, with further refinement to the population and unit mix distribution once more detailed planning occurs.

Phasing and Infrastructure:

Phasing of development in Block 27 will require the preparation and approval of a number of additional studies including a Master Environmental Servicing Plan, Transportation Master Plan, more detailed study including Environmental Assessment for the Kirby Go Station and infrastructure upgrades by the Region. These plans will ensure that growth and development in Block 27 is staged and sequenced in a manner that ensures coordination between the development that occurs and the infrastructure, including the provision of school sites, required to support that growth.

Student Accommodation:

Elementary

At the elementary panel, the Secondary Plan area is located within the Mackenzie Glen Public School boundary. Based on the proposed units, approximately 1,943 – 2,298 elementary pupil places will be required and the Board will require four elementary school sites within the Block 27 Secondary Plan to serve the students generated. The elementary school sites are all adjacent to neighbourhood parks (Appendix B).

Secondary

At the secondary panel, the Secondary Plan area is located within Maple High School boundary. Based on the proposed units, approximately 831 – 984 secondary pupil places will be required and the Board will require one secondary school site within the Block 27 Secondary Plan to serve the students generated (Appendix B).

The City of Vaughan has recently circulated the Draft Block 27 Secondary Plan and requested Board comments by April 3, 2017. Staff has requested an extension of time in which to comment.

Recommendations:

That the York Region District School Board approve the following recommendations:

(*)1. That the York Region District School Board will require four public elementary school sites of no less than 6 acres each and one secondary school site of no less than 16 acres within the Draft Block 27 Secondary Plan.

(*)2. That the school sites be located as shown in Appendix B (Block 27 Land Use Plan).

(*)3 That the Director of Planning for the City of Vaughan be advised of this action.

Background:

The purpose of this report is to request approval of the comments that are to be submitted to the City of Vaughan concerning the Board’s requirement for a school site within the proposed development application.

Concord Centre was identified as a local centre in the City of Vaughan’s 2010 Official Plan and the Concord Go Centre Secondary Plan for the local centre was approved by York Region in May 2015. The plan establishes the principles to guide the future planning for a mixed use community envisioned for the area with a build-out of up to 4,000 residential units in a mixed use development supported by transit which will be developed over multiple phases.

There is a limit of 950 units for the first phase of development with additional studies and approvals required by the Region for development of subsequent phases in Secondary Plan area.

The subject development application is within the Concord Go Centre Secondary Plan area.

The purpose of this report is to request approval of the comments that are to be submitted to the City of Vaughan concerning the Board’s requirement for a school site within the proposed development application.

The application is located within the Vaughan Metropolitan Centre (VMC) Plan area. The VMC Plan establishes land use policies and urban design guidelines for future development and investments in this new community anchored by the new VMC subway station which is proposed to be open by fall 2017. It is anticipated that build-out of the VMC will occur over several decades. The Board has identified the need for two elementary school sites to serve future development from this area.

Rationale:

B. Location:

The proposed application is located west of Jane Street and south of Regional Road 7 in the City of Vaughan. A mixed use development with two residential apartment buildings of 55 storeys and 53 storeys, connected by a five-storey podium with ground floor retail and amenity area. An existing hotel on the property will be replaced by a mixed use building with 16 storeys of hotel and 26 storeys of residential apartments. Please see attached map (Appendix A).

Background:

The purpose of this report is to request approval of the comments that are to be submitted to the City of Vaughan concerning the Board’s requirement for a school site within the proposed development application.

The Nashville Block Plan was approved by the City of Vaughan in 2011; the plan provides for 2,600 mostly low and medium density residential units and currently over 2,000 residential units have been built. The Board designated one elementary school site to serve this community and Trustees approved the purchase of the Kleinburg Nashville school site at the March 21, 2017 Property Management Committee meeting.

The subject development application is within the Kleinburg Nashville Block Plan area.

Background:

Charles Howitt Public School is located at the northwest corner of Pearson Avenue and Westwood Lane and currently has access on both streets (Appendix A).

On November 9, 2015 the Ministry of Education approved a permanent 9 classroom addition to Charles Howitt Public School to replace 7 portables in poor condition and to address long term enrolment pressure. Trustees awarded the tender of the project at the February 21, 2017 Property Management Committee meeting and the addition is proposed to be completed by September 2017.

Rationale:

As part of the site plan approvals process, the Town is seeking the conveyance for a 1.5 metre strip of land along the eastern frontage of the school on Pearson Avenue and a 4.5 metre daylight triangle at the corner of Pearson Avenue and Westwood Lane (Appendix B). The proposed conveyance is to protect for the future widening of Pearson Avenue which was identified as a collector road in the Town’s Official Plan.

The Town is entitled under the Planning Act to take land, without any consideration, for a road widening as part of site plan control and is authorized by the Planning Act to refuse to give site plan approval without these conveyances.

The conveyance of the requested lands will not have any negative impacts on the current or future use of the school. Staff propose that the lands required for the conveyance, conceptually shown on Appendix B, be formally declared surplus and conveyed to the Town of Richmond Hill.

In accordance with the Education Act, Regulation 444/98, Disposition of Surplus Real Property, Section 1, conveyance to the Township without circulation is warranted for roadway enhancements.

Background:

On November 21, 2016 the Ministry of Education granted approval to proceed to tender the Unnamed Cathedral #2 Elementary School. Snyder Architects was commissioned by the York Region District School Board to develop the drawings for the design, tendering and construction of Unnamed Cathedral #2 Elementary School, City of Markham. The new school is proposed to open September 2018.

The site is located just north of Elgin Mills on the east side of Woodbine Avenue on the corner of Helford Street and Prince of Wales Drive.

Tenders were called on February 14, 2017 and were opened on March 9, 2017. Six bids were received and opened.

Rationale:

Results from the general contractor bids are presented in this report. The report provides information to Board staff and Trustees.

On March 9, 2017, the following persons opened tenders at 4:00:00 p.m. at the Gorham Education Centre, Newmarket for a the project.
