They hold many short-term prisoners; remand prisoners, those waiting allocation to training prisons and may hold a small number of Local immigration detainees.

These prisons accommodate category “D” prisoners whose risk of absconding is considered to be low, or who are of low risk to the public because of the way they have addressed their offending behaviour. Open prisons also house indeterminate and longer- Open sentenced prisoners who are coming towards the end of their sentence and who have gradually worked their way down the categories. Open prisons are part of the resettlement programme to reintegrate prisoners back into society.

There are two types of high security prison. Core locals primarily serve the courts and the majority of their population are those described in the local prisoner section above: i.e. those on remand and those awaiting sentence, as well as short-term sentenced High Security category “B” and “C” prisoners from the local area. The dispersals serve to spread the category “A” population, ensuring that the most dangerous prisoners are not concentrated in a single establishment, thereby reducing the risks involved in holding them.

There are 12 female establishments, two of which are privately operated and two of which are open prisons (Askham Grange and East Sutton Park). Of the 12 female prisons, only two (Send and Drake Hall) are closed training prisons, the rest have a combined local and trainer function. All female prisons have been identified as a “resettlement prison” and are aligned to Contract Package Areas. Offenders released from resettlement prisons are expected to be released with a package of support delivered by one of the Female new Community Rehabilitation Companies, enabling better linkage with local resettlement services and improved family contact

Immigration Removal Centre These establishments are operated on behalf the Home Office by the MoJ's National Offender Management Service.

Secure Training Centre Young people are offenders under the age of 18, or in some cases aged 18 but remaining in the under 18 estate, and will be held in either a Secure Children’s Home (SCH), a Secure Training Centre (STC) or a Young Offender Institution (YOI). The Youth Justice Board is responsible for placing young people in custody and typically those aged under 15 will be held in an SCH and those over 15 will be held in either a YOI or STC. Only 17 year old female young people are normally placed in a YOI. Young people can be sentenced to either a Detention and Training Order (DTO), imprisonment under section 90 or 91 of the Powers of Criminal Courts (Sentencing) Act 2000 or imprisonment under section 226 or 228 of the Criminal Justice Act 2003.

A number of category “C” training prisons have also been identified as “resettlement prisons”. These prisons are expected to hold category “C” prisoners (serving sentences of between 12 months and under four years) who will engage with resettlement providers Trainer in the last three months of their sentence,
