No.A.11019/2/2019/DPAR/SS-II(1) dated 18.08.2020 Draft Recommendations of the Departmental Promotion Committee for grant of regular promotion to the post of Assistant (For comments from the officials concerned) The DPAR informed that the as per pre-revised Recruitment Rules to the post of Assistant notified vide G.O.Ms.No.95/2005-DPAR dated 15.12.2005, the sanctioned strength was 380. The post was Group ‘C’ and Non-selection post. The post of Assistant was to be filled up as follows: Promotion by Non-selection method: 80% by promotion from UDCs who have completed 8 years of service and have passed the prescribed Departmental Tests. 20% by Limited Departmental Competitive Exam. 2. The DPAR informed that during 2006, the cadre strength of the post of Assistant was reviewed and the number of the posts of Assistant was enhanced to 1135 vide G.O. Ms. No. 112/2006-DP&AR dated 21/02/2006. At the time of restructure 653 vacancies were filled in 2006 and later in 2008, 95 vacancies were filled. Thereafter, no promotion to the post of Assistant was granted upto the year 2011 as no UDCs with requisite 8 years of qualifying service were available as per the pre-revised Recruitment Rules -:2:- mentioned above. However, considering the exigencies of public service, it was decided with the approval of the Competent Authority to fill up the vacancies in the post of Assistant based on the draft RRs sent to UPSC. As per the draft RRs, the method of recruitment was as under: Draft Recruitment Rule: 70% by promotion from UDCs with 10 years service failing which 18 years of combined service in the post of LDC and UDC of which not less than 5 years of regular service should have been rendered in the post of UDC and having passed the prescribed Departmental Tests. 10% by Limited Departmental Competitive Exam 20% by Direct Recruitment 3. The DPAR informed that 56 UDCs were promoted as Assistant on ad- hoc basis on 25.02.2011 and subsequently another 78 UDCs were promoted as Assistant on ad-hoc basis on 11.08.2011 invoking the provisions of the draft Recruitment Rules with the approval of the Hon'ble Lt. Governor, the Appointing Authority. 4. The DPAR informed that the draft Recruitment Rules submitted to the UPSC was approved by UPSC with modifications and the Recruitment Rules were notified in the Gazette on 29.05.2012. The method of Recruitment as approved by UPSC and notified is as under: -:3:- 60% by promotion from UDCs with 10 years of service failing which 18 years of combined service in the post of LDC and UDC of which not less than 5 years of regular service should have been rendered in the post of UDC and having passed the prescribed Departmental Tests 20% by Limited Departmental Competitive Exam 20% by Direct Recruitment Note 1: The eligibility service shall continue to be eight years for persons holding the feeder posts of UDC on regular basis on the date of notification of these rules. 5. The DPAR informed that during 2014, owing to large number of vacancies in the grade of Assistant, it was proposed to amend the RR to the post of Assistant as 90% by promotion and 10% by LDCE. It was approved by His Excellency the Lt. Governor, Puducherry on 22/01/2014 and accordingly the draft RR was sent to UPSC for approval. But the UPSC did not agree to the proposal. In the mean-time, based on the draft RRs as approved by the Lt. Governor, Puducherry on 22/01/2014, with 90% for promotion, the eligible UDCs were promoted to the post of Assistant on adhoc basis, with the approval of the Lieutenant Governor, by temporarily diverting LDCE quota, with the condition that their services would be regularized as and when vacancies arise under promotion quota. 6. The DPAR informed that the 56 UDCs who were promoted as Assistant on ad-hoc basis on 25.02.2011 were already granted regular promotion w.e.f 29/05/2012 i.e., on the date of notification of the revised Recruitment Rules, vide this office memorandum dated 31/03/2017. The remaining 78 Assistants who were promoted on adhoc basis, based on the draft RRs during the year 2011, and other Assistants who were promoted on adhoc basis subsequently, are to be considered for regular promotion as per the RRs notified on 29.05.2012. -:4:- 7. The DPAR informed that as per DoPT orders, until 2017-18, vacancies have been calculated financial year-wise. From 01/04/2018, it is calendar year-wise. 9.
