Extract JSC LITHUANIAN RAILWAYS infrastructure/ AB „LIETUVOS GELEŽINKELIŲ INFRASTRUKTŪRA“ Part of the Lithuanian Railways Group DIRECTOR GENERAL ORDER ON THE MAXIMUM PERMISSIBLE RAILWAY ROLLING STOCK SPEED AT RAILWAY SIDE TRACKS, MAIN, RECEPTION - SENDING TRACKS OF STATIONS 10 January 2020 No ĮS(LGI)-10 Vilnius Pursuant to Sub-clause 18.5.1 of the Technical Regulations for the Use of Railways approved by the Order No 297 of the Minister of Transport and Communications of the Republic of Lithuania On the approval of of the Technical Regulations for the Use of Railways of 20 September 1996: 1. I DO DEFINE: 1.1. The maximum permissible speed of trains and locomotives at 1520 and 1435 mm width railway side tracks, main, reception - sending tracks of stations as provided for in Annex No 1 herein; 1.2. that refrigerator trains may run on the lines indicated in the train traffic schedule at the maximum speed set for passenger trains, but not exceeding 100 km / h; 1.3. that single freight locomotives may run at the speed as specified in column 4 of the table in Annex No 1 to this Order, but not exceeding 100 km / h; 1.4. that when not in use, locomotives with removed driving connecting rods may run on the lines at the speed set for freight trains and locomotives L and TE at a maximum speed of 50 km / h; 1.5. that passenger trains may run to deviated tracks through 1/9 frog mark switches at the speed provided in Clauses 8 and 9 of Annex No 1 to the Order, but not exceeding 25 km / h; 1.6. that places of railway side tracks and main tracks of railway stations in which the speed of the trains is reduced by this order must be marked with permanent signs of speed reduction. 2. I DO PERMIT: 2.1. traffic of locomotives, electric and diesel trains, which are not mentioned in the table in Annex No 2 to this Order, on the railway side tracks railway and station tracks, only with the permission of the Public Railway Infrastructure Manager; 2.2. run oil locomotives attached to the towing locomotive coupled to the freight trains running on Vilnius-Kaišiadorys-Radviliškis-Kretinga-Klaipėda (376.4 km), Vilnius-Kena-state border (36 km), Vilnius- Kirtimai-Stasylai-state border (49 km), Naujoji Vilnia -Turmantas-state border (139 km), Gaižiūnai- Palemonas (25.6 km), Kaišiadorys-Kaunas-Kazlų Rūda-Kybartai (124 km), Palemonas-Rokai-Jiesia (15 km), Radviliškis- Rokiškis-state border (162.1 km), Rimkai – Pagėgiai (77.5 km), Šiauliai – Joniškis – state border (59.5 km), Kužiai – Mažeikiai – Bugeniai (75.4 km), Klaipėda-Rimkai-Draugystės (11.3 km), Draugystės - Rimkas st. switches 2/4 (2.9 km), Kyviškiai – Valčiūnai (24.4 km), Paneriai – Vaidotai and D, L tracks (13.7 km), Vaidotai- Valčiūnai and LR, LNR, LVR, V tracks (8.4 km), Kazlų Rūda – Šeštokai (57 km), Radviliškis – Pagėgiai (140.4 km) railway lines, providing that the following numbers are not exceeded: 2.2.1. three oil locomotives with two sections, if the towing locomotive has two sections; 2.2.2. six locomotives with one section, if the towing locomotive has two sections; 2.2.3. Five locomotives with one section or two locomotives with two sections, if the towing locomotive has one section; 2.3. let to run trains including open wagons with six or eight axes, tank-wagon and loaded transport wagons and their sections by railway lines, reception and sending tracks of the stations in accordance with the procedure stipulated in Annex No 3 to the Order; 2.4. on railway lines, which are not specified in sub-clause 2.2, to run oil locomotives only with the permission of the Public Railway Infrastructure Manager. 3. I DO OBLIGATE: 3.1. Tendency of city and district municipalities to take positions of independent actors and a big benevolence for a private initiative has created opportunities over 20 years of independent Lithuania for everyone to shape their own living space. Urban development occurs in newly emerging suburban areas and continues to spread to rural areas. Result of this process – the emptying central parts of the cities. Application of sustainable urban planning theory in Lithuanian spatial planning practice has gained official status, but that status often ends where the planned city limits end. Meanwhile, the needs of the population show increase of the city limits borders permeability. The objective of the quality analysis of Vilnius city suburban areas development is associated with most intensively growing Vilnius district settlements, falling in to dominant influence of Vilnius city area. The authors examine the lack of integrity in urban and rural systems. The analysis includes identification of the real problems in urbanized areas and quality assessment of objective / subjective systematic connections, considering not usual political, historical, functional and morphological criteria, but in accordance to the fundamental principles of sustainability identification.
