“Changes aren’t permanent, but change is.” Change is one of the only constants in life, and that’s as true of the life of a community as it is of each of us as individuals. What can we do, and what do we do, to affect those changes in a positive way and help ensure the outcomes we want? The first, and most important, thing to do is get involved. I can hear you now, “What? You want me to sign up for a committee? Or to run for Council?’ If those are ways of getting involved that suit you, sure. But not all “getting involved” means signing up for some- thing or running for office. Watch or attend meetings, get familiar with the issues, contact Council members – or me – and let us know your thoughts, concerns, and ideas. Just getting involved doesn’t guarantee a particular outcome, but NOT getting involved guarantees your perspective isn’t considered.

Issues related to how much change Windham has gone through over the last decade, or two, three, four, and more decades, took up a lot of Council and staff time over the last year. Planning for the community’s needs – present and future. We have a lot of catching up to do after many years of growth and too little investment in fa- cilities and infrastructure. The town’s new comprehensive master plan update is nearing completion, focusing on four major themes, what the Comprehensive Plan Review Team and planning director Ben Smith call the “4 Big Things:”

Changing the Game for Growth Areas Invest in Rural Windham to Keep it Rural Create a North Windham to be Proud of Focus on Community Facilities and Programs

Each of these big things captures a dimension of what the town needs to be doing to meet the challenges of growth and change. The town has continued updating its capital facilities plan, developing a more workable ap- proach to wastewater management and ground water protection needs in the North Windham area, and improve- ments for the corridor through North Windham. We are putting that planning focus on to work internally as well with an organizational strategic plan to guide how we make decisions about those services and budgets, and how we report to you about whether we’re achieving what we intended.

I’ve said it before, but I’ll say it again: Windham is a great town. It is the Lakes Region’s marketplace, an integral part of Greater Portland, and it will continue to be a great place to live, work, raise a family, and have a business. In the years (decades? centuries?) ahead the trees and fields will still be green, the water clear, and the people engaged, friendly, and hard-working. And we’re all going to work together to make it happen so that, in the years to come, others will look back and say we did.

A Year of Strategic Planning The RSU 14 Windham Raymond School System finished their first year with our newly adopted five-year Strate- gic Plan. As a reminder to our community, the feedback we collected over the course of last year, reflects the pri- orities that the wider school communities identified as necessary to support moving our district forward as we con- tinue to strive to ensure our mission, “Success for All.” RSU 14 has a notable reputation to ensure past and future Strategic Plans continue to serve as a roadmap for achieving our vision and long term goals. The new strategic goals include the following: 1. Designs for Learning By 2020, all RSU 14 students will be engaged in authentic, personalized learning experience to master standards through multiple pathways. 2. Environment for Learning By 2020, all RSU 14 students will continue to learn in a school environment that meets the develop- mental needs of learners and supports balance and quality of life for all members of the learning com- munity. 3. Technology for Learning By 2020, all members of the RSU 14 learning community will be proficient users of technology and will have consistent and equitable access to the technology resources needed to support mastery of per- sonalized learning goals. Our Strategic Planning work could not happen without the vision and drive of the collective school and community members. I thank them for their collaboration and tireless work from beginning to end with developing this plan. A New Team The new Unified Basketball Team at Windham High School brought with it much excitement throughout the 2017 season! Committed to providing athletic opportunities to all students, the RSU 14 School Board unanimously approved a request that allowed Windham High School students, with and without disabilities, to participate in a Unified Bas- ketball team for the 2017 season. Given the partnership between the Principals Association and Special Olympics of Maine, the sport continues to grow in popularity. For those who are unfamiliar with Unified sports, the foundation is to partner students with developmental disabili- ties (Unified Student Athlete) with students without developmental disabilities (Unified Student Partners) to train, compete, and represent their school. Unified Student Partners play alongside the Unified Student Athletes, while motivating, assisting, and mentoring them throughout the unified basketball season. Unified Sports benefits stu- dents in that it helps promote physical activity, teamwork, sportsmanship, and social inclusion. The opportunity to compete in sports teaches many life lessons: to work as a team, to follow rules and to be committed. Through the

MPA/Special Olympics Unified Sports program we have an opportunity to make real positive changes in the lives of students with and without disabilities. Addition of the Unified Basketball team will expand the current RSU 14 Special Olympics Program. Windham High School Increasingly, we continue to see top notch statistics about our High School. Please take note of the following:  90% of Windham High School students graduate from Windham High School within 4 years of enrolling. This percentage does not include students who earn their diploma in 5 years or 6 years. The 4-year gradu- ation rate is 4% higher than the average for Maine and is 9 % higher than the national average.  The drop-out rate for Windham High school is 1.18 percent. WHS has the lowest drop-out rate of public high schools with an enrollment of 1000 students. Looking at Class A schools, WHS has the second lowest drop-out rate of public Class A schools in the state.  83% of students graduating in the class of 2016 enrolled in a four year, two year or certificate program after graduating from Windham High School. 8% joined the military and 9% went directly into the work force.  90% of students from the class of 2015 who enrolled in a 4-year program after high school were still en- rolled in that program during their 3rd semester after enrolling. The national average for third semester per- sistence is 72%.  183 different courses in 8 content areas are offered to Windham High School students. In addition, stu- dents have access to 19 different vocational programs at Westbrook vocational and Portland Arts and Technology High School.  Advanced Placement courses are offered in Art, Math, English, Social Studies, and Science. On average, 250 Advanced Placement exams are given each year at Windham High School with 60% of students earn- ing a three or higher.  Students at Windham High School have access to 46 different teams covering 26 different athletic pro- grams. 46% of Windham High School students participate in the athletic program.  27 after school clubs, activities, and honor societies are open to Windham High School students.

Other Accolades Our very own Windham Raymond Adult Education (WRAE) continues to gain recognition and was honored at the Sebago Lakes Region Annual Meeting as the 2016 Business of the Year. WRAE was recognized as “an outstanding chamber member business operating in the Sebago Lakes Region that has set an example in leadership, innovation and quality, and has provided noteworthy economic opportunity to the people of the Sebago Lakes Region.” WRAE was also being lauded for “donating its time and employees’ time un- selfishly for the good of the Sebago Lake Region Chamber.” Congratulations! Odyssey of the Mind Competition: 3 out of our 4 teams from WPS and Manchester placed in the top 3 in their division problem that advances them to the State Meet. RSU14 AmeriCorps member, Natalie Landry, received the Outstanding National Service Volunteer Award from the First Lady. A proud moment. Our school nutrition program was recognized in the National School Nutrition Journal for our impressive school gardens. Mrs. Otley, grade 4 teacher at Manchester School, was selected as the state of Maine winner for her grade level by the VFW National Citizenship Education Award. Congratulations. Congratulations to Windham Primary School for achieving the 2016 “Let’s Go!” Award in the category of a Smarter Lunchroom by offering healthy choices in their café. “Let’s Go!” is a program of the Barbara Bush Children’s Hospital at Maine Medical Center. After several years of planning, coordinating and fundraising, a new playground for Raymond Elementary School is looming.

Windham Chamber Singers were named semi-finalist for the American Prize Choral Performance. theamericanprize.blogspot.com Bravo to Dr. Richard Nickerson, Director of Choral Music at Windham High School, for being a 2017 Grammy Music Educator Award finalist – in the top 10. Jennifer Ocean, Manchester Elementary teacher, received a $3000 “School Recycling Grant” from EcoMaine to help with the Garbage to Garden Program. Maine Nutrition Council nominates individuals for the Katherine O. Musgrave Public Service Award – recognizing individuals for outstanding work in the field of nutrition within the state. Jeanne Reilly, RSU14 School Lunch Director, was the recipient of the year’s award. Jody Colangelo, special education teacher at Windham Primary School, was the 2017 Regional Teacher of the Year for the Greater New England Area. Karen Petcher, math teacher at Windham High School and Ryan Rumsey, Windham Middle School teacher, have both been nominated as 2017 Cumberland County Teacher of the Year. Chad Pulkkinen was named SMAA boys basketball coach of the year. Good Sportsmanship Banner went to Windham High School Girls Basketball Team for the second year in a row. Good Sportsmanship Banners went to WHS Wrestling Team and Boys Cross Country A-South Team.

In summary, without the strong support of our community, combined with our dedicated hard-working em- ployees and our amazing students, I am most proud of the work that has taken place during this year. Thank you to all for working alongside with us to ensure, “Success for All.”

Windham Raymond Adult Education: Branch Out and Explore Your World 2016 was the year of the “Challenge”. We challenged them to take the first step towards their future, to branch out into the unknown and embrace change. We challenged them to their world in new ways and through new experiences. Then we challenged ourselves to live up to the com- munity’s expectations and continue to provide the area with the best adult education experience possible. For the past fourteen years I have made it my goal to expand those opportunities for the adults in our community. I strongly feel that it contributes greatly to the quality of life in our communities as we continued to be seen as a local and statewide leader in adult education, of- fering the most diverse array of adult learning opportunities in the area.

The vision for – and goals of – Windham Raymond Adult Education (WRAE) had never seemed more important. We served a diverse adult population and continually tried to offer the most af- fordable and highest quality learning opportunities we could. Academically, our English for Speakers of Other Languages, Literacy, High School Diploma and HiSET classes helped many in our communities to achieve their own dreams for work, military and college. Numerous in-house and on-line Career Pathways classes enabled students to advance in their own chosen careers or attain skills and confidence to take a new path.

Over the course of 2016, adults of varying ages, vastly different educational, economic and skill levels, with an equally diverse number of interests, found their way to all of the sites where the Windham Raymond Adult Education Program operates in Windham and Raymond. Adults ages 17 -87 had access to over 300 different adult learning opportunities during this year. That translat- ed into over 3100 total enrollments.

Highlights over the past year included:  Provided onsite training at two local businesses  WRAE was named the Sebago Lakes Region Business of the Year  Offered a Maine Outdoor Leadership/Recreational Guide Prep Course  Planned a regional bus trip to the Common Ground Fair in Unity for nearly 50 people  Through our partnerships, expanded offerings such as Introduction to Welding (a partner- ship with Portland Area Technical High School- PATHS), Bus driver training (a partnership with ProDrive Truck Driver Training) and EMT-Basic Training (a partnership with United Training Center) and Frist Aid/CPR for Pets  Career Pathways Coordinator, Tina Christophersen, was elected for a second term as the Sebago Lakes Region Chamber of Commerce President  Director, Tom Nash met with our US Delegation in Washington DC, twice to advocate for adult education/literacy while serving as the President of the national Commission on Adult Basic Education (COABE) the nation’s largest professional organization dedicated to improv- ing the adult education services for all US residents.  21 Adults completed their High School credential in 2016

Report of the Assessor

The mission of the Assessing Office is defined by the Maine Constitution, which states: All taxes upon real and personal estate, assessed by authority of this State shall be ap- portioned and assessed equally according to the just value thereof.” The Assessing Office is responsible for ad valorem taxation of all Windham real and personal properties, addressing for E9-1-1 and the coordination of Geographic Information Services (GIS).

Valuation as of April 1, 2016:

Taxable valuation of real estate: $1,769,797,000 Taxable valuation of personal property: $34,032,800 Total taxable valuation of real estate and personal property: $1,803,829,800 Parcel count: 8,489 Personal Property accounts: 1,082

Homestead Property Tax Exemption: The homestead exemption provided a reduction of $15,000 in 2016 on the value of your home for property tax purposes. Beginning in 2017 the homestead exemption will increase to $20,000. To qualify, you must be a permanent resident of the State of Maine and the home must be your permanent residence, you must have owned a home in Maine for the twelve months prior to applying and an application must be filed on or before April 1st with the municipality where the property is located. If you have already applied, there is no need to reapply. Veteran’s Exemption: Veterans who were not dishonorably discharged, are over 62 years of age or are an un-remarried widow/widower of a qualifying veteran may be eligible for a reduc- tion in the valuation of their property. Veterans under the age of 62 who are 100% disabled due to a service-connected disability may also qualify. Business Equipment Tax Reimbursement (BETR) and Business Equipment Tax Exemp- tion (BETE): Personal Property may qualify for reimbursement from the State of Maine through the BETR Program or for exemption under the BE- TE Program.

The Code Enforcement Department offers a variety of services to residents and property owners. In addition to issuing building, internal and external plumbing, mechanical and electrical permits; the de- partment responsibilities include the enforcement of land use and shoreland zoning, gravel pit, junkyard and flood plain regulations, rules in regard to the conversion of seasonal dwellings in shoreland areas, Wireless Telecommunications Tower Ordinance, Surface Water Protection Ordinance and the Mass Gath- ering Ordinance. Windham has 14 lakes and ponds covering 32,180 acres of area and 15 rivers, streams and brooks, all of which are in Shoreland Zoning.

Code Enforcement was responsible for processing 1,757 permits in 2016 resulting in revenue of $407,104.93 and in 2015 was also responsible for processing 1420 permits, resulting in revenue of $276,950.90. This includes: Building permits, Impact Fees, Junkyards, Plumbing, Shoreland Review, Soil and Erosion, Use, Wastewater, Driveway and Street Opening.

Zoning Board of Appeals 2016: The Board of Appeals is a volunteer board of five regular members and one alternate. The Board meets the first Thursday of every month in the Council Chambers at 7:00 p.m. They had a total of 4 meetings this year. The Board reviewed a total of 4 applications for the year 2016, monies taken in $1,600.

2016 Grant for Baker Brook Crossing |Public Infrastructure Improvement Funds [POC: Robyn Saunders] CCSWCD assisted the Town’s Public Works Director, Doug Fortier, by submitting a grant application for state water bond funds to replace a poorly performing stream road crossing of Falmouth Road in Windham. The crossing of Baker Brook, consisting of twin corrugated metal culverts, has a history of flooding.

The 52” diameter twin culverts were severely undersized for the 11+’ bank full width of the stream. By providing funding for the replacement of the existing twin culvert by a single, properly-sized pipe- arch culvert, the road stream crossing will:  Ensure access to crucial public and commuter services;  Improve aquatic life habitat by unblocking three miles of upstream habitat;  Increase water quality by decreasing downstream scour; and  Enhance resiliency by reducing the risk of culvert flooding.

As a result of CCSWCD’s efforts, this Town project was awarded approximately $95,000.

21st Century Downtown Master Plan | Public Planning and Ordinance Review [POC: Da- mon Yakovleff] CCSWCD supported the Town’s efforts to develop a 21st Century Downtown Master Plan for North Windham by providing input to Town Planning Director, Ben Smith, in three areas for land use improvements: 1. Stormwater management – encouraging low impact development to align with antici- pated national requirements. 2. Parking Regulations – reducing required parking minimums through expanded shared parking, collaborative winter maintenance and potentially an in-lieu-fee program. 3. Bicycle / Pedestrian Alternative Routes – utilizing scarce space available along the Route 302 corridor for additional pedestrian improvements and finding alternative parallel routes for bicycle infrastructure.

General Water Quality Protection | Technical Assistance Requests [POC: Heather True]  Two technical assistance site visits for residential landowners were conducted and recommen- dations provided to assist lake protection efforts: one site located on Sebago Lake and the other on Highland Lake  Two additional residential technical assistance inquiries were received in 2016, which are slat- ed for follow up in Spring 2017  Funding provided in part by grants from the Department of Agriculture, Conservation and For- estry (DACF) and the Cumberland County Commissioners/County Mangers Office (i.e., Cum- berland County government)

Little Sebago Lake Protection Project, Phase IV [Project Manager: Heather True]  Project started in March 2014 and completed project in December 2016  Conducted outreach including: – 12 out of 17 technical assistance visits completed in the Town of Windham, including 5 residential and 7 for private road associations – Two steering committee meetings held – One presentation to the Little Sebago Lake Association (LSLA) members – One article published in the LSLA winter newsletter  Completed three improvement projects  Offered erosion control mulch as the “BMP of the Year” to qualifying residents  Established new lake association cost-sharing effort  Completed 3 out of 15 private road operation and maintenance plans in the Town of Windham  Funding provided, in part, by the U.S. Environmental Protection Agency (EPA) under Section 319 of the Clean Water Act. Through funding from both Portland Water District (PWD) and the Interlocal Stormwater Working Group (ISWG), CCSWCD provided clean water education lessons to 352 students at Windham High School, Windham Middle School, and Manchester Elementary School. The total number of student contact hours equaled 2,326 hours.

Lessons covered watersheds, watershed models, water movement, and branching patterns; transport of nonpoint source pollutants; stormwater, storm drains, and cumulative impact; impervious/ pervious surfaces, runoff, and best management practices; water quality parameters and testing, bio -assessment using macro-invertebrate sampling, and river characteristics.

In addition, in the fall of 2016, CCSWCD worked with Windham Middle School 7th graders to investi- gate how their school campus may be impacting local water resources as part of service learning pro- ject in coordination with PWD. The students presented their findings to their parents and the school community in December and will be implementing on-the-ground projects in the spring of 2017.

YardScaping Healthy Lawn Care | Best Management Practices [POC: Kat Munson] CCSWCD worked with Blue Seal and Aubuchon Hardware to provide healthy lawn care information to their customers.

CCSWCD also continued working with the Home Depot. In 2016, CCSWCD trained Home Depot asso- ciates about healthy lawn care practices, identified recommended products on Home Depot shelves, and provided two educational tabling events to the public on May 7, 2016 and September 9, 2016.

Funding for healthy lawn care outreach is provided through funding from ISWG, a coalition of 14 mu- nicipalities (including Windham) that are subject to Clean Water Act permit requirements. More detail is provided below.

Stormwater Permit Compliance Assistance | ISWG Regional Collaboration [POC: Aubrey Strause] For almost 15 years, CCSWCD has coordinated and facilitated the Interlocal Stormwater Working Group (ISWG), a coalition of 14 municipalities (including Windham) subject to Clean Water Act per- mit requirements. ISWG meets every other month to address permit requirements on a regional ba- sis. By participating in ISWG, CCSWCD helps the Town by implementing 2 of the 6 permit require- ments (public education, outreach, and participation efforts).

Outside of the ISWG relationship, CCSWCD also assists the Town of Windham by completing the re- quired annual reports that must be submitted to DEP in September. In 2016, CCSWCD also worked with Windham to assist with permit compliance and to prepare for the DEP audit of Windham’s stormwater program. This assistance includes staff trainings, site visits, documentation assistance, and interdepartmental coordination of permit responsibilities.

Staff Activity levels continue to rise in the Code Enforcement Department due to the surge in construction and increased regulations both federal and state. We saw expansions and renovations of local busi- nesses, commercial buildings filled after standing vacant for some time, as well as the construction of new commercial establishments. We saw increased efficiency and department transparency after the implementation of new permitting software in 2014. The software program has also allowed the community to apply for permits, schedule inspections, report a code violation and subscribe to de- partment reports online. Windham Economic Development Corporation

The Windham Economic Development Corporation takes the lead role in providing support to new and existing businesses, and in carrying out the daily functions of Economic Development. WEDC’s Executive Director reports directly to the Board of Directors of the WEDC. The Town of Windham provides funding to the Corporation and the Town Council receives regular updates from its Council representatives to the WEDC about ongoing activities and programing.

The WEDC actively works to support the many entrepreneurs, business owners and workers throughout Windham. The Town’s business directory, www.WindhamMarketplace.com, where over 800 Windham businesses are listed, continues to be viewed regularly by people all over the United States, especially New England, as well as many area residents looking for goods and ser- vices our businesses supply. We are reaching out to retailers and developers who do not have a presence in Windham to let them know how good of a market we are. With the assistance, and insistence of the Town Council, the Town has enhanced our Holiday flag program along our road- ways to include lighted trees and decorations. We have advertised the Windham Marketplace both regionally and locally in print and on TV. We have sponsored the Rotary’s Ice Fishing Derby as well as other local events, attracting visitors to our commercial district and visitors to our parks and trails.

The Windham Economic Development Corporation looks forward to continuing its support of the community by providing assistance to both the Town and businesses located or looking to locate in Windham. We are especially excited about the possibilities that the 21st Century Downtown Plan brings to the North Windham Commercial District. The vision includes a more vibrant, walk- able, “Town Center” with business people and residents alike enjoying enhanced amenities with access to public spaces and new and improved streetscapes and shopping and dining areas. The WEDC is committed to working with our partners in both the public and private sectors to make this vision a reality.

Windham’s Economic Development Strategic Plan, which will be incorporated into the comprehen- sive planning efforts underway by the Town’s Planning Office, is the basis for future investments and programing supporting economic development in town. The Plan’s Vision, Mission, Values, and Objectives are outlined on the next page.

The Windham Fire - Rescue Department provides service to the community from four loca- tions strategically placed throughout the town. The South Windham Fire station a shared station with Gorham and is located at 8 Main Street, East Windham Station is at 47 Falmouth Road, North Windham Station is at 718 Roosevelt Trail and Windham Center Station is at the Public Safety Building at 375 Gray Road.

Windham Fire-Rescue had a successful 2016 year providing effective service to the community of Windham. The department saw a 1.8% increase in call volume over 2015. The majority of our calls 69.32% continue to be Emergency Medical Services related with 39.2% of those requiring ambu- lance transports to the hospital. Our second most frequent call for service was for service calls. These calls include mutual aid to other communities, service to other agencies like law enforcement as well as other none fire or medical calls for service we receive from the community.

We staff the department using what is known in the industry as a combination department. This means we are providing service through a hybrid system of paid on call firefighter/EMTs, per-diem firefighter/EMT’s and full time Firefighter/Paramedics. Using this model we currently staff the Public Safety Building and the North Windham Station with 24 hour coverage with this hybrid model. We did receive approval to add two new full time firefighter/paramedics starting in 2017. This will help us to provide a more consistent level of care and crew from our North Station.

Currently, during the day 7am to 7 pm there are three per-diem firefighter/EMT’s at North Wind- ham. At the Public Safety Building there are two per-diem firefighter/EMT’s and one full time fire- fighter/paramedic. During the night 7pm to 7am there are two per-diem firefighter/EMT’s at North Windham with one per-diem firefighter/EMT’s and one full time firefighter/paramedic at the Public Safety Building. We also partner with Southern Maine Community College to have college three students live at the South Windham and three students at the East Windham Stations during the school year. In exchange for the hands on learning experience, room and board those students have to be in the station during the night from 10pm 7am and on weekends from midnight to 7am to assist in providing coverage from those stations.

The 104 members of the department participate in training on a regular basis to maintain and learn new skills. In 2015 the men and women of the department completed 7,780.5 hours of training. We hold company level trainings on Wednesday evenings with certification programs taking place on nights and weekends.

In November of 2016 the department accepted delivery of a 2016 Pierce Sabre pumper. This pur- chase has moved our 1994 International pumper to a reserve status and the current reserve, a 1981 Mack has been retired completely. The new Engine is housed at the North Windham Station and has already performed flawlessly at several incidents.

During the course of the year we watched the former Maine Cedar Log Homes facility located in the commercial complex at 33 Main Street transform into our new South Windham Fire Station. A build- ing committee to include members from the town and department in partnership with SMRT Archi- tects and Hardy Pond Construction facilitated the renovation. The department moved into the new station on January 15, 2017.

2016 brought a change to how we respond to fire calls. Using the information from the Emergency Fire Dispatch we are able to categorize our calls by severity and adjust the amount of units that re- spond. As a result of this change the answers the dispatcher receives from the 9-1-1 caller calculate into a code that will send more or less units for help. This program has been very successful for us thus far as we try and ensure that we are sending the right amount of help to the right people and trying to avoid sending too much equipment when it may not be needed.

At the October Town Council meeting the department received approval to order two new ambu- lances. These units have been ordered and are expected to arrive in Windham in spring 2017. We currently are operating out of 2010 ambulances, one of the current ambulances will be traded in and the other will remain in the fleet as a third ambulance. This will increase our capacity for han- dling medical calls in town before we have to call another town for assistance.

Windham Public Library

Annual Report 2016

The mission of the Windham Public Library is to be your cen- ter for community, information, technology and entertain- ment by powering learning and fun for all ages.

In 2016, Windham Public Library served the Windham community by providing materials in print and digital format to both entertain and educate library users. The library offered valuable space to meet, programs, outreach services, school visits, and activities such as movies, games and puzzles. The library space was used for quiet study, educational and civic group meetings, story times, author talks and more! The collection includes an always expanding variety of materials to circulate and view, such as books, magazines, audiobooks, eBooks/eAudiobooks, DVD and Blu- Ray movies, music, daily newspapers, and access to computers and the internet. The library held Story Time, Books and Babies, Summer Reading Programs for all ages, a monthly Book Group, “Tea for You”, a weekly knitting group, and other informational programs. In addition, the library provided outreach services to senior living facilities, preschools, and Windham elementary schools, and we checked out park and museum passes. Library staff members participated in lo- cal librarian and literacy groups to collaborate and discuss library services in the community as well as worked with RSU#14 staff and Windham Parks and Rec staff to coordinate several events throughout the year. From the statistics below, it is clear that the services are being well utilized.

So what’s new?

New additions this year were made to our programming lineup. We held our first full year of monthly Author Talks. The program was slow to pick up in attendance, but now with the regulari- ty of the program and consistency of promotion, we see steadily increasing attendance each month with some loyal followers. The program features authors who have recently published works of fiction or non-fiction. In 2016, Kevin Mannix, Josh Christie, Monica Wood, Russell Warn- berg, Kevin Hancock, and our own Circulation Supervisor Jen Dupree were among the authors that visited. We look forward to an exciting lineup of authors in 2017.

In addition to our extensive print and digital offerings, we added a new digital service, Com- icPlus. The ComicsPlus service allows patrons to borrow digital comics anytime, anywhere, with their library card. Thousands of digital comic books are available with a click of the mouse or a

Page 21 town report 2016 tap of the finger. All patrons need is their library card and a web browser to get started. Patrons can even download the Comics Plus: Library Edition app for iPhone and iPad to take borrowed com- ics on the go!

The Children’s Room staff worked to establish new genres for the picture book collection. This gen- refication project reorganized all the picture books into different subject areas. The work included determining new shelf placement for each item, making changes to the computer record, and plac- ing new labels on each item. This was an enormous amount of work but one that will assist library patrons in finding the items they are looking for. Because of this successful reorganization library staff members are looking for other parts of the collection to treat in the same way.

In the fall, we had major work completed to clean up and maintain the property outside the build- ing. Much of the shrubbery and gardens were overgrown and needed expert care from a profes- sional landscaper. We also added stone steps on the side of the building. We were fortunate to have funds donated from community members in honor of library supporters that passed away in 2016. In the Spring of 2017, we will continue to plant new shrubs and flowers that will be easy to maintain and will keep the property looking nice for years to come.

Staffing Changes— Staffing at the library remained fairly stable this year with no retirements or resignations of our regular staff. We added three new substitute Circulation Assistants to our staff list. Develan Abbott, Stephanie Vary, and Alex March all joined the staff in May. Alex began college in September and has not had much time to commit to the library while school is in session. How- ever, Stephanie and Develan are regular faces that community members see when they visit the library.

In the 2017 town budget, the reinstatement of a position was approved for the library. In January of 2017, a full time Circulation Supervisor position will be added to our staff roster. We look for- ward to adding this position and the benefits to library service that it will bring.

Community collaborations— The book group completed another Maine Humanities Council book group series in the Spring of 2016 called “Defining Wilderness, Defining Maine.” This was a wonderful collaboration with MHC, and the library and book group attendees enjoyed the discussions around each book in this series. Another book series will begin in early 2017 with a theme of “Making a Difference: How Love and Duty Change Lives”.

Library staff members participated in the Summerfest parade. An antique car, owned by Tom Ban- nen, was decorated and entered in the parade that promoted the library’s three summer reading program themes. Staff members enjoyed participating and have begun planning for participation in 2017. In addition, Library Director Jen Alvino brought Windham Public Library books and other in- formation to the Windham Wellness Fair at the Veteran’s Center. The library shared a table with the Windham Parks and Rec department at this fun community event.

Visits were made each month to several daycares, assisted living, and senior housing facilities. Library staff members read stories to children and brought materials for use at all the facilities. They are able to promote library services during their visits and are able to reach community members that are not able to visit the library in person. The members we visit often comment that they truly appreciate our visits and staff members are dedicated to providing them.

Each year during Fire Prevention Week, the Chil- dren’s Room staff members invite folks from the Windham Fire/Rescue Department to visit the li- brary after story time. The children are treated to fire prevention themed stories during story time and then have an opportunity to visit with the Fire/Rescue staff and see some of their equip- ment. This year we had both a fire truck and an ambulance visit. The children got to sit in the trucks and talk to the staff from Windham Fire/ Rescue. This is a wonderful opportunity for the children in the community to visit with important community helpers.

We also collaborated this year with the Maine Humanities Council and were awarded a grant. The Windham Public Library, Raymond Village Library, and Windham High School were awarded a grant which allowed the community to host “The Zany, Majestic Bard” as part of the celebration of Shakespeare’s First Folio visiting the area. “The Zany, Majestic Bard” was a one-hour perfor- mance-lecture created and performed by David Greenham. It was a lively, fun, and educational performance that delighted and surprised audiences of all ages. The program included history, a brief guide on how to read and understand the text, the opportunity to hear some Shakespeare, and plenty of good jokes.

Finally, the library will undergo a major construction project in 2017. Significant time in 2015- 2016 has been spent preparing for this. We look forward to completing the construction and con- tinuing to provide exceptional library services to the community.

The Windham Medical Loan Closet provides medical equipment and supplies free of charge to area residents.

The Loan Closet, located at 221 Windham Center Road, may be accessed by calling 894-5999 ex- tension 1111. A volunteer will return the call and arrange for the loan. Volunteers are extremely grateful for donations of clean, gently used equipment, as well as monetary donations, which are used to purchase frequently requested items such as wheelchairs and walkers.

Residents, their visiting nurses, physical and occupational therapists utilize the Loan Closet more and more each year. During the 2016 calendar year items were loaned to approximately 345 indi- viduals.

The Medical Loan Closet volunteers are diligent in their efforts to maximize their funding dollars, donations and donated medical equipment in order to try and fulfill as many loan requests as pos- sible. Often times they find themselves cleaning and repairing wheelchairs, walkers, shower benches and the like so the items can be loaned out again.

Windham Parks and Recreation Department

The mission of the Windham Parks and Recreation Department is to create a sense of community through people, parks and programs.

Annual Report 2016

Windham’s parks are truly a valuable resource to the members of our community, and we contin- ue to make improvements and find ways to attract more park users. In 2016, the following up- grades were made throughout our parks:

At Donnabeth Lippman Park, the brick buildings down by the water had exterior painting done, the bigger of the two buildings was painted inside, there was a cement pad installed for the porta- potty, and a new grill was installed near the picnic pavilion. Additionally, we began to renovate the garage near the entrance to the park, which will become a storage/workshop for Park Mainte- nance Foreman Kevin Bailey. The department also purchased a used snowmobile for the purpose of grooming the snow shoe and snowmobile trails at both Lippman Park and Lowell Preserve. At both Lowell Preserve and Otterbrook, trail markers were replaced as needed. Kevin had the assis- tance of the new seasonal, part-time parks maintenance employee Fred Kelley, which helped im- mensely in being able to accomplish additional tasks.

Dundee Park had another busy summer with over 19,026 recorded visits. Dundee is a very popu- lar facility for people from all over the region, including many groups from surrounding Parks and Recreation departments. We sold 300 passes, which was higher than last year, and we had 45 different groups come to the park. Overall our total revenue for the season, including entry fees, boat rentals and beverage sales was $43,573. Our Summer Concert Series brought 1175 total vis- its to the park for free after 5:00 p.m. The Summer Lunch Program was introduced this year, and there were 14 season passes given out to families wishing to partake in the lunch program. Im- provements at Dundee included an electrical upgrade to accommodate the Summer Concert Series and a floor under the pavilion. We also partnered with Sebago Trails Paddling Company in offering some new paddling opportunities, and they loaned us an additional canoe for the season. Many thanks to Ron and Dusti Faucher, our park managers, and all our staff at Dundee Park for a suc- cessful 2016 season!

Our summer day camp program was very successful in 2016 with 234 children enjoying one of our three day camps run by the Department (an increase of 31 children from the previous year). There are full and part-time enrollment options offered to suit everyone’s needs, and we intro-

Page 25 town report 2016 duced the Senior Camper program this year for youth entering 9th grade. The camps were stationed at the Middle School and the High School this summer. We offer a wide variety of activities at camp in- cluding field trips, arts and craft activities, games, special themed events and camp wide activities for all to enjoy and to make it a positive and active summer for all our children at camp. We had 23 staff members providing a quality experience to our campers this summer, and this summer we hired an Outdoor Recreation Coordinator for the 7-week camp program so that we could get our campers doing many more outdoor activities in our own parks and trails, and those in the Lakes region. We also of- fered a Summer Tennis Camp and our Summer Track Program, which had 42 participants in this year.

Our ski program at Shawnee Peak went extremely well with 50 participants in our Friday evening pro- gram and 18 participants in our Wednesday afterschool program. The department also loans out snow shoes throughout the winter months. Mad Science is offered throughout the schoolyear as an after school enrichment opportunity for grade school children, and we began to offer other new en- richment programs for pre-schoolers through middle school youth in 2016. The department offers a Discount Ticket program to both summer and winter recreational venues throughout Maine and New Hampshire, and tickets can be purchased anytime during regular business hours.

Our seniors had many choices for day trips during the year, and we have also joined forces with our surrounding communities to offer more senior options. We send out a quarterly newsletter and en- courage people to call the office to get added to that mailing list. Highlights in 2016 included the fol- lowing: Preservation Park in Poland, Isles of Shoals boat trip, Somerset Grist Mill, Castle in the Clouds, the Stone Mountain Arts Center, Country Sundays in Litchfield, the Fryeburg Fair, numerous shopping destinations and some great eating establishments.

The Parks and Recreation Department offers some annual special events that the community looks forward to each year, which includes the Father Daughter Dance, the Mother Son Sports Nite, and the Halloween Party, all of which were expanded in 2016 to include more participants and more participa- tion from community groups. We also partnered with the Windham PTA in offering Winterfest at Lipp- man Park in February. Special calls from the North Pole were made by a dedicated volunteer and town councilman, and the 2nd Annual Community Tree Lighting was held at the Public Safety Building with much support from the Fire Department and Mrs. Nancy Cash-Cobb’s 3rd grade chorus.

We also encourage all our residents to bike, hike or walk one of our great conservation and trail areas we have in Windham.

Vision for the Windham Planning Department The Windham Planning Department is dedicated to encourage, support and enable Windham’s citi- zens, elected leaders and officials to:  Articulate and formalize their visions and goals through the creation of the comprehensive master plan, programmatic and district plans and policies.  Achieve the community’s goals by implementing plans through ordinance and policy develop- ment, project management and the employment of a fair and predictable development review process.  Contribute through opportunities for meaningful participation by diverse methods at all stages of planning in order to continuously update and refine community goals, ensure transparency in planning services, and to build awareness for community issues and opportunities.

Department Mission The mission of the Planning Department is to provide professional advice and technical expertise to citizens, elected leaders and municipal officials to assist in understanding and addressing com- munity issues and priorities. This is accomplished through a focus on long term economic vitality, environmental integrity, and quality of place through the development of high quality plans, plan implementation and development review services.

Department Structure

The Planning Director, Ben Smith, AICP, is responsible for overall management of the department and long range planning projects. Long range projects, which are undertaken as directed by the Town Council and Town Manager, include a range of topics that deal with land development and transportation.

Planner, Amanda Lessard, is lead staff member for development review services. The majority of this work involves assisting the Planning Board and Staff Review Committee in their reviews of Subdivision and Site Plan applications by coordinating the recommendations of Town staff mem- bers and outside engineers and working with applicants on ordinance and process questions. For those not familiar with these terms, subdivision applications involve the division of land into multi- ple parcels, while site plan applications are typically for the construction of commercial or industri- al buildings on a single parcel. Amanda also assists with long range projects as time allows.

The Town Engineer, Jon Earle, joined the Planning Department in October of 2016. Jon is respon- sible for plan review and construction inspection for site plan and subdivision projects. In addi- tion, he is the Town’s project manager for the 21st Century Downtown Master Plan and North Windham Wastewater Study projects. Jon also provides preliminary cost estimates for future town projects including roadway reconstruction, paving, and drainage projects. The Town Engi- neer also serves as the Town’s Technical Committee member to the Portland Area Comprehensive Transportation System (PACTS).

Page 28 town report 2016 P a g e 2 9 Administrative Assistant, Lisa Fisher, provides assistance to the public and support on development review and research projects. Lisa also provides administrative support for the oversight of perfor- mance guarantees and development escrow accounts for projects under construction.

Development Review Activities During the 2016 calendar year: The Planning Department reviewed nineteen (19) subdivision applications, thirteen (13) site plans, one (1) conditional use, and four (4) ordinance amendments. The Planning Board issued approvals for thirteen (13) subdivision applications, eight (8) site plan applications, one (1) conditional use, and recommendations for three (3) ordinance amendments. The Staff Review Committee reviewed and approved five (5) commercial site plans. Additionally, the department implemented electronic application packets which increased public ac- cess to submission materials, lowered costs for applicants, and improved efficiency in communica- tion and records management.

Long Range Planning Activities

In 2016, the department worked on the long-range planning projects listed below. Additional infor- mation on these projects can be found on the department’s webpage at www.windhammaine.us.

 Comprehensive Master Plan update (a top Town Council priority)  The Final Draft Plan was completed in 2016. A Town Council vote is anticipated in June, 2017.  North Route 302 Transportation Plan (White’s Bridge Rd. to Mineral Springs Rd.)  The project to reconfigure the Whites Bridge Road and Anglers Road intersection on Route 302 was completed.  21st Century Downtown Plan for North Windham  Comprehensive effort to build upon the sense of place in the North Windham commercial district through transportation improvements and land use planning tools.  Preliminary Engineering of improvements within the Roosevelt Trail (Route 302) and Tandberg Trail (Routes 115 and 35) has been completed. These improvements include sidewalks, sidewalks, intersection improvements, access management and looking at land- scaping and lighting.  Windham Energy Committee  This group is continuing to work on conservation and efficiency in municipal operations, in- cluding research on LED streetlight technology, and preparing for an update of the 2010 Windham Energy Plan.  Portland Area Comprehensive Transportation System (PACTS) Planning Committee  Federally mandated transportation planning and funding agency for the region.

Looking Ahead The Planning Department is anticipating adoption of the Comprehensive Plan in 2017. A major fo- cus of work for the remainder the year will be setting up the Town to succeed in plan implementa- tion.

2016 ANNUAL REPORT

The Windham Police Department consists of an organization of 30 persons inclusive of both sworn and non-sworn personnel providing police services to the Town of Windham. The depart- ment is broken down into the following divisions. UNIFORMED PATROL The Patrol Division consists of 19 uniformed personnel responsible for patrolling the community 24 hours a day seven days a week. The Patrol Division is charged with the responsibility of re- sponding to citizen complaints, investigating traffic crashes and enforcing both criminal and traf- fic laws of the State of Maine. In addition to these duties, the patrol division consists of person- nel who are certified state instructors or experts in several disciplines. These include certified use of force instructors, firearms instructors, as well as traffic crash reconstructionists, DRE’s ( Drug Recognition Experts), instructors in intoxilyzer / drunk driving detection and Police K-9.

CRIMINAL INVESTIGATIONS DIVISION The department’s Criminal Investigations Division is made up of six sworn full-time personnel. The division consists of, three Detectives, one School Resource Officer, a Community Services Officer and a Narcotics Investigator. The division is primarily responsible for the follow-up investigation of crimes committed against persons or property in the Town of Windham. All major investigations that are undertaken by the Windham Police Department are conducted, or aided by investigators assigned to the Crimi- nal Investigations Division. Some of the types of crimes investigated by the division include Rob- bery, Burglary, Larceny, Auto Theft, and other major crimes against persons that include all types of Assaults. The Narcotics Investigator is sworn with federal authority and is also responsi- ble for initiating the forfeiture of property that is seized by the department as a result of criminal activity. The School Resource Officer is assigned to the high school. In addition to providing law enforce- ment services to the High School, he works with the school to develop various emergency re- sponse plans and security related policies. Equally important is the school resource officer teach- es various classes on criminal justice related topics at the request of staff. The Community Services Officer’s primary role is teaching various programs in the elementary and middle school levels. D.A.R.E.: Drug Abuse Resistance Education is a comprehensive 17 week curriculum taught to the fifth grade classes at the Windham Manchester School. This pro- gram's focus is to educate children in resistance to drugs and violence and peer pressure. DARE Middle school Program: The Department also provides the DARE Middle School Program. This curriculum provides the necessary follow through that the DARE program had been lacking here in Windham in past years. The middle school program is taught to all 7th grade students. These lessons, as well as the fifth grade curriculum meet many of the federal learning standards for health curriculum and have actually been written into the Windham School System’s Health Curriculum. This year we worked with the Fire Department and sponsored a Safety Day at the Public Safety Building. Various demonstrations and displays not only from the Police and Fire Departments but from many other social service and support agencies were on hand. The event was a success and well attended, we hope to sponsor a similar event this year.

Page 31 town report 2016 ADMINSTRATIVE SUPPORT The Windham Police Department’s administrative support staff consists of two members; they are responsible for maintaining all of the various records of the department. These include de- partment inventory, department training records, traffic crash reports, incident reports as well as arrest reports. They are responsible for compliance with a variety of mandatory reporting on crime statistics to both the state and federal governments and also responsible to review and take appropriate actions on any Freedom of Access requests made of the department. Staff also performs the department’s financial functions of accounts payable, accounts receivable and pay- roll. ANIMAL CONTROL The Animal Control Division consists of a single certified animal control officer. The animal con- trol officer is responsible for patrolling the town looking for dogs running at large, disturbing the peace or in violation of dog leash law and licensing ordinances. The animal control officer also is responsible for the proper disposal of dead and seriously injured domestic animals in the town.

EMERGENCY COMMUNICATIONS The dispatching and E911 services for the Windham Police Department are provided by the Cumberland County Regional Communications Center located in South Windham. The center services most emergency services in central and western Cumberland County. They are a full service E911 Public Safety Answering Point equipped with the most modern and up to date tech- nologies and emergency communication policies and procedures.

NETWORKING PROGRAMS In order to provide services to the many different demographics of our community, the depart- ment has developed and enhanced partnerships with several different agencies this year. TRIAD is an organization to help develop various services to seniors in our community. We have joined the Westbrook / Gorham TRIAD to help bring services to seniors in Windham. We have devel- oped a working relationship with Family Crisis Services. FSC provides various supports for peo- ple dealing with domestic violence related issues. We find that Family Crisis is an important as- set in or efforts to investigate and provide services to our citizens dealing with these issues. Trauma Intervention Prevention Services (TIPS) is an organization that provides trained volun- teer to respond to traumatic events to lend assistant to family, friends and the community in general. TIPS provide enormous support to emergency service providers while working on the difficult situations. We have also established a reading program at the Primary School. Officers go to the school to read to classroom to help support the school in a positive personality trait the school is trying to teach during that time frame. This program was received very well by the students, staff and parents. We will continue to look for opportunities to partner with group to help provide services to our community.

OPIOD CRISIS The State of Maine as well as many other regions of the country has been battling an cri- sis in recent years unfortunately Windham is no exception. 2016 saw several deaths attributed to acute opioid poisoning. The department has taken a three pronged approach to addressing this crisis. NARCAN: the state has made available Nasal Narcan for police departments. Nasal Narcan is an opiate antagonist that reverses the effects of respiratory arrest caused by an opiate over- dose. During the final four months of the year, Windham Police Officers administered Nasal Nar- can to four people most likely resulting in saving their lives.

Increased enforcement: As mentioned above, we have an investigator assigned to the federal HIDTA drug task force in the state. This task force focuses on high level multi-jurisdiction drug traf- fickers. When school is out, we are able to reassign personnel, to investigative resources. We part- nered with the Gorham Police Department to assign officer to work collaboratively in the two towns. Last summer the officers made more than 12 arrests, several of which were people transporting Opiates into the region from out of State. Treatment and Support: The department has collaborated with the Towns of Westbrook, Gorham, Buxton as well as the Sherriff’s Department in applying for and receiving a grant to help people suf- fering with substance use disorder. The grant allowed for hiring a Recovery Liaison specialist. This person helps people seek treatment, employment, housing and other resources that help people transition from treatment into long term recovery. The grant also allowed for training in excess of 20 people in the region to become recovery coaches. Recovery coaches provide more one on one support for people. ANNUAL STATISTICS FOR 2016

Page 33 New Faces: The department has hired two new patrol officers this year. Officer Devyn Rogers joined the department in August. Devyn came to us from working as a corrections officer in the Cumberland County Jail. He holds an associate’s degree in Criminal Justice and is currently in the military reserves. Devyn attended the Maine Criminal Justice Academy graduating in December.

Officer Jeff Ruth has joined us coming to us from the Portland Police Department. Jeff holds a bache- lor’s degree from St. Josephs college, is a longtime Windham resident where he resides with his wife a children. Jeff maybe familiar to many of our residents as he is active in youth sports and volunteers hours in coaching rec sports teams.

Both officers are tremendous additions to our department and the community, we are fortunate to have them on board.

Grants: The department has participated in several grant programs that help provide services to our citizens improve our operations and provide our officers with equipment they need to perform their du- ties in an efficient and safe manner. We have utilized Bureau of Highway Safety grants to procure overtime funding for speed enforcement details; we have also received a new radar unit from the bu- reau as well. Edward J. Byrne grant funding was used to procure new Tasers for our officers. Home Land Security grants were used to upgrade locks at the public safety build from punch key to a prox- imity card reader system. Both Federal and State grant programs pay for a portion of new ballistic vests and carriers for new officers and those existing vests that get replaced on a five years schedule. As mention above, a collaborative grant with area communities developed and paid for a recovery liai- son program to help combat the opiate abuse disorder crisis.

We hope that this report not only shows the level of work associated with enforcement efforts from the department, but also demonstrates the various levels of skills and expertise of our officers as well as the collaborative efforts to help ensure our citizens receive professional and prompt services.

General Assistance

The Town of Windham’s General Assistance Program (G.A.) is a state mandated, municipally administered financial assistance program. It was designed to be a program of “last resort” for residents who are unable to provide for their basic needs. The G.A. office is located in The Family Resource Center at 377 Gray Road. It is overseen by the Assistant Town Manager/H.R. Director and is staffed by René Daniel, G.A. Administrator.

Assistance is available for basic necessities as defined by local ordinance and state statutes. Eligible applicants are assisted through payments made to specific vendors. Administrative costs of the program are paid for through tax dollars. The state reimbursed the Town 70% of the cost of general assistance benefits paid for residents. In 2016, $6,588.53 was issued to eli- gible recipients prior to reimbursement. This reflects a 54% decrease in overall general assis- tance costs from 2015. The decrease is attributed to continued diligent oversight of the pro- gram: Administration by a certified General Assistance Administrator, strict adherence to the ordinance, continued education regarding the program, furnishing food and non-food assistance through the Windham Food Pantry, and the lower than expected cost of heating fuel which sig- nificantly reduced requests for heating assistance.

General Assistance Expenditures 2009 – 2016

Under G.A., applicants must provide verification of their income and expenses, residence, and if unable to work, medical documentation substantiating their work limitations. Applicants are required to seek work if they are physically able and/or to apply for assistance through other state and federal programs that may be available to them. A determination of eligibility is made for a thirty-day period based on anticipated earnings. Individuals and families that do not qualify for financial assistance are referred to local resources appropriate to their need(s).

Food Pantry/Clothes Closet

The Food Pantry and its companion Clothes Closet were established in response to a growing need for assistance in the community. Food insecurity is a real and urgent issue and it is being addressed at the Food Pantry with confidentiality and compassion through private appointments with the Social Services Assistant, Colette Gagnon.

Clients are served once a month and receive fresh milk, eggs, bread, and vegetables/fruit (when available) in addition to meat and staple items. Families with children are provided with “extras” during school vacations and the summer break. In 2016, the Pantry served 3,174 families made up of 5,661 people.

In 2016 the Food Pantry received U.S.D.A. surplus and “rescued” food from Wayside Food Res- cue and has maintained a relationship with The Good Shepherd Food-Bank. The Food Pantry re- lies on, and is very fortunate to have, generous individual and corporate donations as well as community participation during food drives. In 2016, local businesses, churches, service groups, grocery stores, schools and individuals have all been very generous and provided the Food Pan- try with $32,914.89 in cash donations. The Town would like to thank these businesses, organi- zations, churches, and volunteers that assist those in need throughout the year.

The Food Pantry and the Clothes Closet are open Monday – Thursday 8am – 4pm. Food Pantry clients must provide proof of residency – i.e. utility bill or lease. There is no residency require- ment for items needed from the Clothes Closet. Call 892-1931 to schedule an appointment.

This year I would like to start by saying Thank You to my staff, Judy, Rita, Donna, and fellow co- workers Judith, Joanne, Lucy and Stephanie for helping me survive the Presidential Election and for all the great work they do all year long. It was very obvious after this spring’s Democrat and Republican caucuses’ that something needs to change. Due to the sheer numbers of people who came out to register and participate in the caucus; which generated long lines, impatient people and a delay to the start of both Cau- cuses’; the Secretary of State’s Office plans to submit a bill to the Legislature regarding the ad- ministration/logistics of a Presidential Primary. The last time Maine held a Presidential Primary was in March of 2000. The Secretary of State’s Office replaced all municipalities’ old AVS voting machines with new Express Vote machines. These machines can be used by any voter, but they are extremely beneficial for voters who might have problems with hearing and vision, etc. At the June Election we had 659 voters participate, with 11,955 registered to vote. At the November Election had 10,140 voters participate, with 12,576 registered to vote. We broke our record by 782 voters. We also broke our absentee voter record by 513 voters. We had over 1,200 people register to vote prior to Election Day and on Election Day, our highest so far!

Donna Emerson joined the Clerk’s Office in October. We were glad to have her, and we were very grateful the busy election season did not scare her off! Election work was pretty much all she was taught her first several weeks on the job. Our current Boston Post Cane recipient is Isabel Taylor. Isabel received the cane in No- vember of 2015. She has been a Windham resident since 1951, and she taught for 24 years in the Windham schools. Our annual Rabies Clinic went well again this year. Dr. Griffin and his Assistant came to give the shots. The Lakes Region Animal Hospital has been doing this for 20+ years, and we are very grateful for their assistance in our program. Each year in early December Judy Vance and I buy Christmas gifts that we deliver to So- cial Services. They give them to the children of Windham whose families need a little help with the holiday. We collect donations by performing marriage ceremonies at Town Hall and from people who need Dedimus Justice Services. I would also like to thank those residents who know we do this and who stop by each Christmas season to give us a donation to add to our fund.
