Together these documents provide a comprehensive assessment of the proposed development and its impact on the local environment. 1.3 The Applicant 1.3.1 Adra (Tai) Cyfyngedig, formerly Cartrefi Cymunedol Gwynedd, is a housing association set up in 2010 following a ‘yes’ vote from Gwynedd Council tenants. They provide quality, affordable homes and services to tenants and strive to protect and develop the culture and heritage of the communities. 1.3.2 As a registered social landlord their primary purpose is to provide affordable rented homes to those in housing need. They are an independent not-for-profit organisation registered and regulated by the Welsh Government. Being not-for-profit means any surplus income is put back into the business so that they are able to continue providing homes and services and achieve their objectives. Caulmert Ltd 4570-CAU-XX-XX-RP-T-0300.S4.C1 1 Adra (Tai) Cyfyngedig Land off Plas Penrhyn, Penrhyn Bay, Llandudno Design and Access Statement 2.0 THE APPLICATION SITE AND PROPOSED DEVELOPMENT 2.1 Location 2.1.1 The application site (referred to hereinafter as ‘the site’) is almost square in shape with a curved vehicular access, measuring approximately 0.63 ha. The site is located off Plas Penrhyn, Penrhyn Bay, Llandudno. The site comprises of agricultural pasture land with an access gate and stock proof fencing boundary treatment. 2.1.3 The location of the site is shown on Figure 1 below and on submitted plan ref C1008 001. Figure 1 – Site Location (Google Maps) 2.1.4 The site is well related to the existing urban area in terms of its proximity to community facilities and accessibility to surrounding bus links and the road network. 2.2 Proposed Development 2.2.1 This application seeks full planning permission for the Erection of 21 No. Dwellings (Comprising of 8 No. 2 Bedroom Houses, 8 No. 3 Bedroom Houses and 5 No. 2 Bedroom Bungalows) with Associated Parking, Access and Infrastructure. 2.2.2 The proposed layout plan submitted with the application (Dwg. No. C1008.003) demonstrates the proposed dwellings can be adequately provided within the site, whilst respecting required Caulmert Ltd 4570-CAU-XX-XX-RP-T-0300.S4.C1 2 Adra (Tai) Cyfyngedig Land off Plas Penrhyn, Penrhyn Bay, Llandudno Design and Access Statement standards including residential amenity, together with the required infrastructure and landscaping. 2.2.3 Construction materials for the site include render, brick, timber cladding, cementitious boards, timber-framed windows, aluminium or uPVC rainwater goods and natural slate roofs. Details of the façade materials can be seen in the submitted details and the overall appearance of this combination of materials can be seen on the street elevations and 3D views. 2.2.4 The site layout incorporates tarmacadam driveways and grasscrete parking, along with additional grasscrete areas for visitor parking. Each dwelling has a shed in the rear garden where recycling and refuse can be stored. 2.2.5 There is a central area of open space with footpath links crossing through to ensure simple walkways throughout the site. This serves a functional purpose giving ease of access as well as providing a central focal point for the scheme through thoughtful landscaping, which also encourages community cohesion with the inclusion of public benches. 2.2.6 A number of boundary treatments are proposed, including high balltop fencing, close board timber fencing and low-level timber knee rails. Further information on boundary treatment is available on plan ref C1008 004. 2.2.7 The present proposal is for the following mixture of units. Affordable Units 8 3 Bedrooms 5 Person House 8 2 Bedrooms 4 Person House 4 2 Bedrooms 3 Person Bungalow 1 2 Bedrooms 2 Person Specialist Bungalow 2.2.8 The proposal will deliver 100% affordable homes which is far in excess of the 35% requirement identified under Policy HOU/2 of the Conwy Local Development Plan. This review is part of the programme of reviews being conducted under the Local Government (Democracy) (Wales) Act 2013, and follows the principles contained in the Commission’s Policy and Practice document. The issue of fairness is at the heart of the Commission’s statutory responsibilities. The Commission’s objective has been to make recommendations that provide for effective and convenient local government, and which respect, as far as possible, local community ties. The recommendations are aimed at improving electoral parity, so that the vote of an individual elector has as equal a value to those of other electors throughout the County, so far as it is possible to achieve.

    Rhos-on-Sea Heritage Walk www.colwynbayheritage.org.uk This booklet is also available in Welsh Rhos-on-Sea Heritage Walk This guide aims to take you on a tour of the attractive village of Rhos- on-Sea and introduce you to its surprisingly rich historic heritage. Rhos has strong associations with an astonishing variety of historical periods and events starting with Roman times, but also including the time of the Celtic saints, the Middle Ages and then Elizabethan times right through to the present day. Use this walk to discover many fascinating buildings and historic sites and learn about the interesting people who are associated with some of them. The core of the Walk will take about an hour centred on the promenade. Three optional extensions have been added for those with more time and energy. The complete walk, including the delightful trail to the Bryn Euryn hill fort, (well worth it for the superb views alone) would take between 3 and 3½ hours. As the route is circular, it can be joined at any point. Directions are in blue and points of interest are given a number, so it’s easy to follow. There are a number of excellent cafés and teashops in the centre of Rhos, and you will pass some pubs on the walk, all serving food, so rest and refreshment should be readily available. You will also pass several benches if you would like some additional pauses so as to take in the pleasant atmosphere! There is parking along most of the promenade. There are also two car parks (marked P on the map).

The preserved county of Gwynedd, as constituted at the time of the Fourth General Review of Parliamentary Constituencies, had four constituencies. Their total 2003 electorate was 185,628 made up as follows: Ynys Môn CC 49,831 Conwy CC 55,009 Caernarfon CC 47,065 Meirionnydd Nant Conwy CC 33,723 The 2003 electorates of these existing constituencies range from 27.3% below the county average (Meirionnydd Nant Conwy CC) to 18.5% above the county average (Conwy CC). The disparity is 21,286. 2. The preserved county of Clwyd, as constituted at the time of the Fourth General Review of Parliamentary Constituencies, had six constituencies. Their total 2003 electorate was 323,075 made up as follows: Alyn and Deeside CC 60,331 Clwyd South CC 53,8601 Clwyd West CC 54,606 Delyn CC 54,277 Vale of Clwyd CC 49,111 Wrexham CC 50,890 1 The 2003 electorates of these existing constituencies range from 8.4% below the county average (Vale of Clwyd CC) to 12.5% above the county average (Alyn and Deeside CC). The disparity is 11,220. 3. After the establishment of the 22 unitary authorities in Wales in 1996, the boundaries of the preserved counties followed the boundaries of the unitary authorities with two major exceptions.
