MINUTES OF THE MEETING OF THE BOARD OF REGENTS MURRAY STATE UNIVERSITY August 3, 1979

The Board of Regents of Murray State University met August 3, 1979 at 10:15 a.m. in the Board Suite of Rainey T. Wells Hall on the campus of the University. The following members were present: Mr. Mack Bushart, Mr. Bob T. Long, Dr. S. M. Matarazzo, Mr. Jere McCuiston, Mr. A. B. Mitchell, Dr. Ed Settle, Mr. 0. B. Springer, and Dr. Charles E. Howard, Chairman, presiding. I Absent were Mr. Bill Carneal and Mr. Ron Christopher. Also present were Dr. Constantine W. Curris, President; Mrs. Patsy R. Dyer, Secretary of the Board; Dr. Richard Gray, Treasurer of the Board and Vice-President for Administrative Services; Vice-Presidents Butwell, Gordon and Julian; Dr. Wade Kadel, Director of the Veterinary Diagnostic and Research Center; and members of the news media.

Chairman Howard called the meeting to order.

Oath of Office administered to Mr. Mack Bushart

Mack Bushart, being a resident of Kentucky and President of the Student Government Association, was administered the Oath of Office for Student Regent of the Board by Mrs. Patsy R. Dyer, Notary Public.

Dr. Curris congratulated Mr. Bushart and Chairman Howard welcomed him to the Board.

Dr. Matarazzo led in prayer.

5. Appointment of Chairman, Department of Biological Sciences

I recommend the appointment of Dr. Charles Kupchella as Chairman and Professor in the Department of Biological Sciences at an annual salary of $29,500, effective August l, 1979.

Dr. Kupchella, a native of Pennsylvania, received his baccalaureate degree from Indiana University of Pennsylvania and his Ph.D. in Physiology and Microbiology from St. Bonaventure. After completing his doctorate, he was appointed to the faculty of Bellarmine College and in 1973, joined the University of Louisville School of Medicine as Associate Professor of Oncology and Associate Director of the I University's Cancer Center. He has served as President of the Kentucky Academy of Science and the Kentucky Association for Environmental Education. He has published extensively and has just concluded service as Chairman of the Advisory Committee to the Legislative Research Commission on the status of scientific research and development in the Commonwealth.

6. Appointment of Interim Chairman, Department of Agriculture

I recommend the appointment of Dr. Charles Chaney as Interim Chairman of and Professor in the Department of Agriculture effective August l, 1979, with a $200 monthly stipend in addition to his regular salary. 320

Dr. Chaney, a 1957 graduate of Murray State University, received his doctorate in agricultural science at the University of Kentucky in 1961. After six years on the faculty of the University of Kentucky, he joined the Murray State faculty in 1967. Dr. Chaney is a specialist in swine production and nutrition, and has several publications in this area. He serves as advisor to pre-veterinary medicine students and prepared the University's extensive report for the establishment of a School of Veterinary Medicine.

7. Appointment of Interim Chairwoman, Department of Nursing

I recommend the appointment of Mrs. Lou Ann Atkins as Chairwoman of and Assistant Professor in Nursing effective July l, 1979, with a $200 monthly stipend in addition to her regular salary. I Professor Atkins, a native of Mascoutah, Illinois, received her baccalaurate degree in nursing from the University of Pittsburgh and her master's in nursing from St. Louis University. She has served on the nursing faculty of Bellville Community and Southern Illinois University prior to rejoining the Murray State faculty in 1978.

10. Resolution of Appreciation for Regent Martha Boles (see attached resolution)

11. Awarding the Contract for publishing the 1980 Shield

I recommend that the contract for publishing the 1980 SHIELD be awarded to American Yearbook Company of Clarksville, Tennessee. American Yearbook published the 1979 SHIELD and under this contract the University has an option to renew for one additional year. The cost of the 1980 contract would be $34,999.00, an increase of 6~ percent over 1979 costs.

12. Student Health and Accident Insurance Plan

I recommend the Student Health and Accident Insurance Plan for the 1979-80 school year be awarded to Heritage Insurance Managers, San Antonio, Texas. The plan will be administered by Norbert M. Snarski, C.L.U. of Covington, Kentucky. Bids were requested form eight insurance companies and agents after the Kingden I Company, who has written the plan for the past three years, requested a 25 percent increase in premiums. The Heritage Insurance Managers was the only company to submit a bid. The bid was 4.5 percent above our 1978-79 rates, which were $44.00 for single students, $110.00 for student and spouse, and,$220.00 for student, spouse and two children.

13. Renewal of Group Medical and Life Insurance Plan

I recommend the renewal of our Group Medical and Life Insurance Plan with Investors Heritage Life Insurance Company for the period June l, 1979 through May 31, 1980 at no increase in premium rates. 341

Reorganization of the Board of Regents

Dr. Howard appointed Dr. Curris temporary chairman of the Board for the election of officers. Dr. Curris stated that the Kentucky Revised Statutes provide that after each appointment, the Board will convene and elect officers; therefore, the floor was opened for nominations for the following offices: Chairman, Vice-Chairman, Secretary, and Treasurer.

Mr. Springer moved that the Board elect the officers presently serving; namely, Dr. Charles Howard, Chairman, Mr. Bill Carneal, Vice-Chairman, Mrs. Patsy R. Dyer, Secretary, and Dr. Richard C. Gray, Treasurer. Mr. Long seconded and upon call for the question, all voted aye.

Chairman Howard, in behalf of the officers, thanked the members for their confidence.

Minutes of the Meetings of the Board of Regents on April 28 and May 12, 1979, Approved

I Chairman Howard called for additions or corrections to the Minutes of the April 28, 1979, and the May 12, 1979, meetings of the Board of Regents. There being no additions or corrections, the Chair declared the minutes approved as received.

President's Report

Dr. Curris stated that this summer the University implemented a new structure for summer school of two 5-week sessions. We are in the process of evaluating how it has worked. Present data indicate a slight increase in enrollment and students took slight­ ly heavier loads.

Regarding the Owensboro Higher Education Consortium, Dr. Curris stated that concern­ ing Owensboro's request for a graduate center operated by the University of Kentucky, there are three main questions: a) What are the unmet educational needs in Owensboro? b) Which needs should be provided by private institutions and which needs should be met by public institutions? and c) Which public institution should meet the public's needs? The Council on Higher Education staff had proposed that if there are unmet needs and if they could not be met by private institutions;cthen the University of Kentucky should establish a graduate center. Fortunately, the Council deferred action and the ·sentiment at the meeting was negative to the idea.

The issue is the role of the regional universities. We have a responsibility for the regions we serve. In the case of Owensboro, Western Kentucky University has been I identified by mission statements and by policy statements adopted by the Council on Higher Education as having primary responsibility in the Owensboro area. To Murray State University, the issue goes beyond our successful MBA program in Owensboro to a matter of principle. If the University of Kentucky or University of Louisville can go to Owensboro and set up a graduate center, then they can go anywhere--Paducah, Ashland, or even Bowling Green or Murray.

Dr. Curris stated that regents of the regional universities need to be united on this matter. Dr. Curris stated that Murray State University is a member of the Association of Governing Boards. The Association's next meeting is October 29 and 30 in Dallas, and any regent interested in attending should contact Mrs. Dyer who will be making the arrangements.

Dr. Curris stated that the members of the Board of Regents participated in a retreat on July 29 and 30.

Regarding physical plant developments on campus, Dr. Curris reported--

a) We have been notified that the State will release a request for bids on the Wrather Hall renovation project on August 10 and the bid opening is scheduled for September 12. b) We anticipate the awarding of the contract next week for the expansion of I WKMS-FM radio station.

c) Within the next month, we hope to complete sidewalk replacement and the pav­ ing of two parking lots.

d) The ventilation system in Blackburn Hall, the sprinkler system in Ordway Hall, and other projects are moving along on schedule.

e) A major problem in the construction activities of the University Center has arisen. At the time the contract was awarded, the State assured us that there was adequate funding for the building. The University received notification some time ago that $500,000 for equipment was not available. We have asked for an explanation from the Office of Policy and Management, Department of Finance, as to what has happened to the $500,000 that was there. We have not received a clear response. The issue is critical for us because the Center is scheduled for completion next May or June. The equipment needs to be ordered early this fall, or we will have a building and no equip­ ment for it. I have requested a meeting with Governor Carroll to bring him up to date on the problem and to ask his help on the resolution.

In response to Mr. Mitchell's question, Dr. Curris stated that architects have been appointed to do planning and design work on the Racer Sports Arena and the Industry and Technology Building. The University is working with the architects as to what is wanted in the building, including a fieldhouse with up to 12,000 seats and recreation for students in and around the arena, and the technical education building is to be approximately 80,000 square feet. I Mr. McCuiston stated he felt the retreat was informal and informational for members.

Dr. Charles Kupchella named Chairman, Department of Biological Sciences

President Curris reviewed the recommendation that Dr. Charles Kupchella be appointed Chairman of the Department of Biological Sciences.

Mr. Mitchell moved that the Board designate Dr. Charles Kupchella as Chairman and Professor in the Department of Biological Sciences at an annual salary of $29,500, effective August 1, 1979.

Ill Dr. Settle noted the increase in stipends for coaches of the athletic camps and stated that he hoped increases in fees for summer camps can be kept to a minimum so that all children who so desire can participate in the programs.

In response to questions regarding graduate assistantships, Dr. Curris stated that the number of assistantships has remained the same--about 100; that the amount of funds expended this year will be approximately $300,000; that the purpose of graduate assistant­ ships is to attract to the University some high quality graduate students; and that because graduate assistantships entail research or teaching, they should serve the University's interests.

Group Medical and Life Insurance Plan, Renewed

Dr. Curris recommended that the University renew its Group Medical and Life Insurance Plan with Investors Heritage Life Insurance Company. I Dr. Settle moved that the Board renew the Murray State University Group Medical and Life Insurance Plan with Investors Heritage Life Insurance Company for the period June l, 1979, through May 31, 1980, at no increase in premium rates. Mr. Springer seconded and the following voted: Mr. Bushart, aye; Mr. Long, aye; Mr. McCuiston, aye; Mr. Mitchell, aye; Dr. Settle, aye; Mr. Springer, aye, and Dr. Howard, aye.

Dr. Curris asked Dr. Richard Gray, Vice-President for Administrative Services, to report on some concerns we have with our group medical and life insurance plan.

Dr. Gray reported that this is the· llth year with the same carrier, and it is felt that the program has not kept pace with the increased costs or with coverage provided by comparable programs. The University now has approximately $400,000 in cash reserves being held by the carrier. We have been negotiating with Investors Heritage and have received indications that they are willing to make substantial changes in the program. It is my recommendation that we continue to negotiate with Investors Heritage regarding the cash reserves and that we broaden the scope of our efforts to include analyses of other group insurance packages.

I Report of the National Direct Student Loan Program for July l, 1978 through June 30, 1979, Received

President Curris presented the report of the National Direct Student Loan Program for the year ending June 30, 1979. He further stated that the default rate for the nation is 16% to 17%, for Kentucky, 13%, and for Murray State, 8%. A letter from the federal government commending the University for being one of the better institutions in the country regarding default rate has been received.

Report of the Thomas P. Norris Student Loan Program for the period July l, 1978 through June 30, 1979, Received

President Curris presented the report of the Thomas P. Norris Student Loan Program for the year ending June 30, 1979.

Discussion ensued regarding the collection procedures for loans in default, and it is noted that neither Mrs. Jo Curris nor Mr. Ron Christopher represent the University on default cases.

Financial Report for the Quarter ending June 30, 1979, Withdrawn

President Curris stated that he wished to withdraw the agenda item 17, inasmuch as the books for the fiscal year close on August 30. The financial report for the I 1978-79 fiscal year will be presented in September.

Report from Dr. Wade Kadel, Director of the Murray State University Veterinary Diagnostic and Research Center

Dr. Curris stated that approximately eighteen months ago, by action of the Governor and General Assembly of Kentucky, the State's two diagnostic laboratories were transferred from the Department of Agriculture to Murray State University and the University of Kentucky. The President added that he had asked Dr. Wade Kadel, Director of the Murray State University Veterinary Diagnostic and Research Center (VDRC), to present an oral report to the Board. Dr. Kadel has been with the facility since 1967 and received his veterinary science degree from the University of Missouri.

Dr. Kadel presented an informative report and invited members of the Board to visit the VDRC at any time.
