Rabsel has helped foster a culture of research, enquiry and investigation in the continuous search of knowledge by providing a forum for publication of research papers, reflection of professional practices, views and issues related to education. It has also helped educators, learners; integrate the insights of systematic research on educational improvement, into the realities of varied educational contexts, that is, to produce sustainable improvement in learning for diverse learner populations. Every issue of the journal has carried new heights emphasizing the potential importance of the benefits of scientific change in designing improvements and solutions to educational problems. This twelfth volume of Rabsel issue contains study on some of the crucial issues concerning education. The choice of research method is a dilemma facing many novice researchers. Qualitative or Quantitative? A Dilemma Often faced by Novice Researchers identifies some salient features of different research methods, which are keys to making the right choice. Formative Assessment: The Path from Misunderstanding to a Common Understanding leave no doubt that the formative assessment in Bhutanese schools are utmost importance. The review gives better insights and clarification on the misconstrued concepts of formative and summative assessment practiced at our learning institutes. A Literature Review on Assessment in Mathematics Classroom presents the importance of integrating alternative forms of assessment practices in mathematics classroom. Improving the Use of Articles, Prepositions and Tenses is an action research study which discusses the importance and the correct use of grammar in learning language and teaching and learning process. Dissemination of Message, Imbibing Culture: Contexts of Communication in Bhutan talks about the different sets of media utilized for communication in Bhutan at various point of time. It depicts how a communication was and is important and what are the barriers of communication in the context of Bhutan. In The Instructional culture at Baylling Higher Secondary School in Trashiyangtse, we view the strengths and limitations of the instructional system and recommendations that emanated from the findings. A perspective on Why Revamp Special Education highlights that special education be given its due recognition and revamped. A Change of Quality of Life through Literacy in Bhutan using Fuzzy Cognitive Mapping illustrates how the public library system in Bhutan is converted into a fuzzy model to get the maximum literacy benefits. 3 A preliminary study on Self –Esteem looks at how the psychological aspect of child development is vital and points out that the development of self-esteem can have a profound effect on the overall success and happiness of children. Similarly, Realizing the Golden Triangle, a study on teacher-parent bonding towards delivery of quality education depicts parent-teacher bonding as a vital approach towards enhancing learning. In this issue of Rabsel, we would like to acknowledge the continued interest and support shown in its contents by our scholars and readers. With unwavering effort of our scholars and selflessness of our education family, we have always made every publication of Rabsel issue possible. While, we have good reasons to be gratified with our success in the domain of educational provision, it is all the more important for us to make use of this forum and share our visions and convictions that are ever so vital for the success of our education programmes. A Preliminary Study on Self-esteem of Bhutanese Students - Namgay Lhamo 5 QUALITATIVE or QUANTITATIVE A DILEMMA OFTEN FACED BY NOVICE RESEARCHERS Kezang Sherab, Lecturer Paro College of Education “Research = a blind date with knowledge” (Mimi Murray) Research culture in the colleges under the Royal University of Bhutan (RUB) is beginning to take root among its faculty members. Like other universities elsewhere the RUB is also giving more emphasis and encouragement on research activities for the enhancement of the quality of courses offered by the faculty members. It is now becoming a mandate for every member of the faculty to conduct research in their own fields to improve their practices and the quality of the graduates they produce. own fields to improve their practices and the quality of the graduation they produce. While we have a few experienced researchers in the system, we also have a large number of novice researchers. As a novice researcher myself, I have experienced the difficulty in choosing the right approach in carrying out research. More importantly working with graduate students for the last couple of years, I have experienced that these students undergo the dilemma of designing a study that fits well. Often novice researchers have to undergo stressful moments when faced with this dilemma. The difficult situation faced by novice researchers is well illustrated in the clip art provided above. Whether one is a graduate student embarking on a research study for the first time or a novice researcher, all would agree that with limited philosophical and theoretical orientation to research, we are always in a dilemma when choosing the right kind of approach for our research Therefore, this short paper on “Qualitative or Quantitative Dilemma” intends to share some basic requirements novice researchers need to adopt cautiously in tackling the dilemma while designing a study. This brief and humble paper will make an attempt to support future graduate students of the College in choosing the right approach for their research projects. 6 Characteristics of Qualitative and Quantitative Approach First it is crucial for every researcher to be familiar with the basic characteristics of the two main research approaches: qualitative and quantitative. I have based this discussion on the characteristics of qualitative and quantitative approaches on the points of comparison presented by Merraim (1998): 1. Focus of research: qualitative researchers are basically concerned with the quality of the findings which is derived from the natural setting, often known as lived experiences. It is the development of the first-hand knowledge derived from the natural setting through direct and intensive contact with the research participants. Since it is field focused they require a substantial amount of time to be spent in the field. It is a small-scale research that emphasizes on the quality of the product. Therefore, the essence of this type of research is the “quality” as the name suggest. The fewer the number of participants with quality data, the better. On the other hand, quantitative researchers are concerned with quantity (how much and how many). It is a large-scale research focusing on numbers and the findings can be generalised to a population. The more the number of samples with huge data, the better. 2. Philosophical Roots: Qualitative researchers believe in phenomenology and symbolic interaction. They study a phenomenon through face-to-face interaction with the research participants to construct meaning out of their interaction. Therefore, phenomenologist attempt to understand human behaviour in particular situations through investigating participants’ lived experiences. They believe that there are multiple ways of interpreting experiences not just one. Quantitative approach on the other hand belongs to positivism and it emphasizes on empirical observation and measurement of information numerically. Positivist advocate cause and effect relationship. Therefore, they believe in examining causes that influence outcomes. According to Creswell (2003), in positivist

General literacy rate account 63 percent as per national statistics bureau 2014.     On the Two Ways of Learning in Bhutan∗ Karma Phuntsho** Bhutanese folklore has it that the bat would show its teeth to the birds to evade the bird tax, and show its wings to the beasts to evade the beast tax. But come winter, when the food supplies are distributed, the bat would show its wings to the birds and teeth to the beasts to claim its share from both, although often it is rejected and ostracized by both parties. This paper is an outcome of my role as a bat-like scholar involved in both traditional and modern systems of learning and scholarship, with some of the academic teeth of the modernist beasts as well as the spiritual wings of the traditionist birds, and at times, like the bat, being disowned and despised by both, by the traditionists as an unfaithful, agnostic cynic, and by the moderns as a narrow-minded, sutra-thumping fanatic. This double role, however, to my advantage, has given me the opportunity to study my own religion and culture from the various perspectives using different tools, and revealed to me the privileged position in which one can blend the varying approaches and methods of the modernists and traditionists. For, Bhutan is the land of Gross National Happiness (GNH), grounded on the compassionate principle that happiness and spiritual wellbeing of its people is more important than the materialism. The realisation of the philosophy, however, depends largely on the values system/s that Bhutanese, as individuals or societies, uphold and practise in their daily affairs of social, professional, occupational, political, and spiritual endeavours. Education is imperative in translating the provisions of the national policies into actual actions and promotion of social, cultural and spiritual values in the society. As Bhutan enjoys the social and environmental tranquil, we must be mindful that the spiritual and cultural values and belief systems are in decline, perhaps due to “cultural distortion and ideological colonization.” Therefore, it is crucial more than ever that values education in Bhutanese schools is founded on the principle values of Ley Judrey, Tha-Damtshig, Miluey-Rinchen, Tendrel, Tsa-Wa- Sum, and Driglam Choesum, and strengthen with innovative ideas and cognitive advancement of promotion of harmonious, progressive and happy societies for all times to come.

Gyamtso T.W. Maxwell Royal University of Bhutan University of New England In Bhutan relatively few studies at the higher education level have been done and fewer still reported in international journals. This pilot study highlights the present practices and culture of teaching and learning at one of the teacher education colleges of the Royal University of Bhutan (RUB). It looks broadly across the issues of teaching/learning practices and identifies ways forward in teaching and learning. It is largely qualitative research based on constructivist principles using the case study design. Multiple methods were used including lesson observations, focus group discussions, questionnaires and interviews to seek answers to the questions of this study. The study found that college lecturers’ behaviors varied between teacher-centered and learner-centered practices. Although lecturers were conversant with many of the concepts of learner-centered pedagogy, there were some grey areas in understanding notably in assessment and evaluation. Planning, implementation and assessment practices were only to some extent congruent with RUB policies and the present situation can be largely understood through a socio-historical analysis as well as the resource base to the teaching and learning approaches and academics’ knowledge and experiences.     EDUCATION SYSTEM IN BHUTAN – PAST, PRESENT AND FUTURE A REFLECTION Lyonpo Sonam Tobgye Background Bhutan has always been a sovereign1 democratic2 nation. It was a hallowed place for saints and refuge3 to many fleeing persons. Freedom flourished and security prevailed in the Kingdom of Bhutan. Kyichhu, Jampel and other sacred temples flourished and survived with unique architecture from the seventh century. Guru Padma Sambhava blessed the country with his six visits. Exiled Tibetan prince, Lhasey Tsangma took refuge in Bhutan and travelled across the country with large retinues. His children from the local beauties started the Chhojay and Dungjays. Many scholars like Longchhen Rabjams established their monasteries. Among the many people, Zhabdung Rimpochhe4 started a nation state. History of Education The ‘history of education’ is the development of systematic methods of teaching and learning. Education provides literacy, professional skills, pleasure, duty, liberation and transcendental wisdom for human goals. Monastic Education Besides practice of the religion, monastic education thrived contributing to flourishing language, arts, literature, philosophy, etc. Riveting details of Sindu Raja and Nawachhe, the Bhutanese Jog yig by Demang Tsemang5 in seventh and eight centuries were the products of the monastic education in Bhutan. It identifies factors influencing its effective implementation, plus policy and practice measures to improve learning outcomes for students. It takes as a theoretic framework an approach known as ‘content and language integrated learning’ (CLIL). This involves integration of language and subject teaching. The study addresses the following research question: How can implementation of Bhutan’s policy of English-medium education be enhanced? Data to address these questions were gathered through a literature review, key informant interviews, focus group discussions and classroom observations. The study also draws on personal experience. The findings reveal that implementation of Bhutan’s policy of English-medium government-run education could be significantly enhanced. Students are not attaining control over English at desired levels of schooling; classroom practices favour didactic teaching-learning approaches; teachers’ tend to teach toward terminal examinations and adhere to traditional teacher and student roles; and subject teachers do not consistently support students’ English language development. The study also found that many stakeholders, including policy-makers, teachers, curriculum developers and teacher trainers lack awareness of the concept of language-related disadvantage in education and approaches for more effective second language-medium teaching and learning.

    Using a Policy of ‘Gross National Happiness’ 5 Using a Policy of ‘Gross National Happiness’ to Guide the Development of Sustainable Early Learning Programs in the Kingdom of Bhutan: Aspirations and Challenges Jessica Ball University of Victoria Karma Chimi Wangchuk Royal University of Bhutan Abstract A national study on demand for early childhood care and development programs in Bhutan found strong support for development of a new early childhood care and development (ECCD) sector. A wide range of stakeholders participating in the study, including ministries of education and health, post-secondary institutions, private preschool providers, community management committees, parents and children, emphasized the goal of preschool to promote success in English-medium formal education. Promoting cultural traditions was also a priority, while developing children’s proficiency in home languages was hardly mentioned. The study highlighted the changing needs of Bhutanese families in the current context of increasing urbanization, dual career parents, and a shift from extended to nuclear family homes. Recommendations derived from the study encouraged a made in Bhutan approach to ECCD policy, programs, and professional education. Subsequent to the study, the national education policy included plans for implementation of ECCD covering children from birth to 8 years old. To ensure the sustainability and cultural congruence of new programs and investments with the Kingdom’s Gross National Happiness Policy, a Gross National Happiness Commission screened and approved the new National Education Policy, which the Ministry of Education is charged with implementing. The emergence of an ECCD sector in Bhutan points to the role that national aspirations and value-driven policies and review processes could play in maintaining language diversity and transmitting culturally based knowledge.
