Order No. 527/2020/KSD/KDP (545) Dated: 26.06.2020 As per the Government Order read as 1st paper above, Government have constituted an Empowered Committee for the implementation of Dr. P. Prabhakaran Commission Report on Kasaragod Development Package. An amount of Rs.75.00 crore under the Head of Account 2551-60-101-97 has been earmarked during the financial year 2020-21 for implementing the projects included in the Kasaragod Development Package. As per the Government order read as 2nd paper above, a District Level Committee was constituted for granting administrative sanction for the projects below Rs. 5.00 crore under Kasaragod Development Package, based on the recommendation of State Level Empowered Committee. As per the letter read as 3rd paper above, the District Medical Officer (Health), Kasaragod furnished the D.P.R of the project “Strengthening of CHC Mangalpady (Taluk Hospital Manjeshwar)” for an amount of Rs. 20,34,405/- for the year 2020-21 under Kasaragod Development Package.

As per the minutes read as 4th paper above, the District Level Committee meeting held on 15.06.2020 reviewed the project in detail and decided to approve the project for an amount of Rs. 15,34,405/- (Except the consumables component for Rs. 5.00 lakh).

Order In the circumstances, sanction is hereby accorded for the implementation of the project “Strengthening of CHC Mangalpady (Taluk Hospital Manjeshwar)” for an amount of Rs. 15,34,405/- (Rupees Fifteen Lakh Thirty Four Thousand four Hundred Five Only) to the District Medical Officer (Health), Kasaragod under Kasaragod Development Package for the year 2020-21.

The implementing officer has to execute the project by following the conditions stipulated below. 1. The work shall be carried out as per the D.P.R furnished and any deviation/change in the work from the estimate shall be effected only with the prior permission of the District Level Technical Committee (DLTC) as per rules in vogue. 2. Monthly progress of the work shall be furnished to the undersigned before 10th of every succeeding month. 3. Technical Sanction should be obtained from the competent authority. 4. The implementing officer should physically examine the work being implemented and furnish the report with all relevant details. Permit/sanction etc., if any required, from the authorities concerned is mandatory for the implementation of the project may also be ensured well in advance to start the work within the stipulated time and for speedy implementation of the project. 5. Tender excess, if any, shall be reported to the undersigned in time before finalization of the tender. 6. All statutory deductions will be made by the Implementing Officer before effecting payment. 7. A sign board carrying the inscription “KASARAGOD DEVELOPMENT PACKAGE”, Name of work, A.S amount, cost involved, year of sanction, date of commencement and completion, date of inauguration, details of implementing agency shall be permanently and prominently erected at site with specification vide this office letter No. 1145(383)/2017-18/KDP/KSD Dated: 20.09.2019. 8. After completing the project the balance amount if any with interest should be remitted to the undersigned for appropriate necessary action. 9. The work should be completed in stipulated time period 10. If the work is above Rs. 50.00 lakh, a sign board should be erected before the commencement of the work with the details viz, Name of project, A.S amount, detailed specification of work, date of completion and commencement of each phase of the work and the logo of Kasaragod Development Package. 11. Inauguration should be arranged immediately after the completion of the work in consultation with the District Collector/ the Special Officer 12. Government guidelines, rules and regulation, stipulated for PWD works should be strictly adhered to 13. After completion of the work, the implementing officers should furnish the completion report (K.F.C Form 24), non-liability certificate, final bill, copy of the final proceedings in which payment effected, two copies of photograph of the completed project, details of transfer of asset to User Agency and future maintenance certificate, if any and utilization certificate to the undersigned on time. The expenditure for this purpose will be met from the Head of Account ‘2551-60-101- 97-34-3 Other Items’ in the current year's budget.
