Case of the Petitioner:- The petitioner, Smt. Anu Anna Thomas, a resident of Peravoor, Kannur district bearing the consumer No.37401 under the jurisdiction of Electrical Section Thondiyil complaints that continuous voltage drop and intermittent power failures have been experiencing in the last many days. The petitioner has a 3 phase connection and is running a flour mill at Peravoor for the last 5 years. In most of the days the voltage is measured in between 150V and 200V due to which the machinery does not function. Lodging complaints to the electrical section Thondiyil is of no use that their reply becomes irresponsible. The worst things happen during rainy season and the power failure continue for days together.

A complaint was lodged on 6.8.2020 stating that there was disruption of power from 01.8.2020 to 06.8.2020. On inquiry it was revealed that the error is with the feeder and can not say about restoration. Thus the complete darkness continued for 2 days and the mill could not be operated. The petitioner alleges that it is a routine affair and the power keeps on disrupting especially in and around Perumbunna locality. Other places like Peravoor and Kakkayangad are having no interruptions in supply distribution and voltage drops anywhere. Hence the petitioner seeks the intervention of the Hon’ble Forum to get the issue resolved at the earliest.

Version by the Respondent: -

The consumer No.37401 is pertaining to Thondiyil Electrical Section, a resident of Peravoor. The petitioner Smt.Anu Anna Thomas had approached the Hon’ble Forum for low voltage at her premises and repeated supply interruption. The service connection of consumer

2 No.37401 of Smt.Anu Anna Thomas was effected in LT 4A (3 phases) tariff flour mill.

The petitioner had approached Hon’ble CGRF arguing low voltage at his premises and deficiency in service.On verification it is found that the voltage at her premises on 17.10.2020 is 200-R,197-Y,200B at peak hours. The consumer is connected to 100KVA Kallerimala transformer which is fed by 11KV Peravoor feeder from 33KV sub station Tholembra which is 8 km away from Kallerimala transformer and is also having tap lines. Moreover after Kallerimala transformer that feeder enters the geographical area of Electrical Section Kakkayangad feeding 12 nos. of 100 KVA transformers. When Peravoor feeder becomes faulty Kallerimala transformer is fed either from 11KV Thondiyil feeder from 33KV sub station Kelakam which is about 10km away from Kallerimala transformer or 11KV feeder from 110KV sub station Nidumpoil which is also about 10km away from Kallerimala transformer. The consumer is located at about 1km from Kallerimala transformer. As a result the consumer premises is suffering from some voltage constraints. Thondiyil section authorities have been initiating localised methods for better voltage regulation such as phase balancing and load rearranging in the LT feeder pertaining consumer No.37401. This is well known to the consumer himself. As a permanent solution the Assistant Engineer Thondiyil section has proposed for the installation of a 100KVA transformer at Perumpunna area. Shortly this project will be executed under the PMU scheme 2020-21 of Electrical Section Thondiyil. After the execution of that project the consumer premises and that area will be supplied with statutory voltage.

3 The consumer is arguing that she was suffering from repeated supply interruption at the time of filing the petition. During August 2020 the Thondiyil section was facing natural calamities due to rain,storm and lightning. Most areas of section office were suffering from supply interruption for a long period repeatedly. The consumer premises area was also affected by that. During natural calamity period the land line of the section office will be engaged due to continuous phone calls. Moreover sometimes the telephone duty staff may be confused in identifying the affected areas clearly due to the total interruption of the section. However strict directions from that office is given to them for answering the phone calls during interruption in healing manner.

Considering the above facts it is hereby prayed before the Hon’ble CGRF to dismiss the petition as necessary steps has already been taken to resolve the complaint.

Discussion, analysis and findi ngs :-

The hearing of the case was conducted on 28/10/2020 at 11.30 am through call conference based on the willingness of the petitioner.

Having considered all the documents submitted and the deliberations during the hearing, the Forum has come to the following conclusions leading to the decision:-

The grievance of the petitioner is regarding frequent supply interruption and very low voltage being experienced in her flour mill to which LT 3 phase supply is availed under Industrial tariff. She

4 couldn’t operate the machinery in the plant due to non availability of sufficient voltage/power supply outage.

The respondent stated that the area mentioned in the complaint is fed from 100 KVA Kallerimala transformer the supply source to which is 11 KV Peravoor feeder from 33 KV substation Tholembra which is 8 km away from the transformer. The other 11 KV feeders possible to back feed the area are Thondiyil feeder and Aralum feeder which are also about 10 km long from the respective substations. The consumer is located at 1 kilometer away from the Kallerimala transformer.

As a temporary measure to resolve the issue the respondent has undertaken phase balancing, load rearranging etc in the LT feeder .

The respondent informed that as a permanent solution, proposal for installing 100 KVA transformer at Perumpunna area where the petitioner’s plant is situated has been included in the PMU scheme 2020-21. On completion of the work, the consumer premises and surrounding area can be supplied with statutory voltage.

The dip in voltage can be eliminated once the transformer installation is completed and the frequent interruption might be due to lengthy 11 KV feeders. As sufficient back feeding facility is available, the respondent shall make sure that proper maintenance is carried out in all the 11 KV feeders and prompt back feeding has been arranged in cases of supply failures.

5 It is observed by the Forum that the particular area has no healthy system net work at present to tackle the situation which is the reason for the petitioner’s grievance.

The Forum directed the respondent to take immediate steps to execute the transformer installation work so as to complete before 31-03-2021.

The respondent shall intimate the compliance before this authority. It is decided as such and the petition is disposed off accordingly.

Decision:

1. The petition is allowed.

2. The respondent shall complete the work before 31-03-2021 and

report compliance.

DECISION:-

The petition is treated as closed.
