BEDWAS, CAERPHILLY Part 2A Remediation PROJECT SCOPE VertaseFLI was contracted by Caerphilly County Borough Council to undertake remediation works on a site in Bedwas, Caerphilly, designated as ‘Contaminated Land’ under Part 2A of the Environmental Protection Act 1990. Site investigation works across the site had identified elevated concentrations of hydrocarbons and metals associated with the sites’ former use as a gas works, resulting in the risk of significant harm to the current site users. The remedial actions were required to facilitate the safe restoration of the garden suitable for the ongoing residential end use. VERTASE FLI ROLE The work involved the hand excavation of soft planted areas and PROJECT OVERVIEW replacement with imported certified topsoil. Lawn areas were excavated and reinstated with properly constructed hardstandings to CLIENT facilitate an alternative end use as agreed with the Council and the CAERPHILLY COUNTY BOROUGH COUNCIL householder, thus providing a pathway break. Other associated works involved the rebuilding of stone walls, pathway edgings and the preservation of existing live services. LOCATION CAERPHILLY The remediation of the site presented a number of significant challenges due to restricted access and working conditions PROJECT VALUE within the garden. Works were undertaken in close consultation with the householder under an accelerated programme in order to £26,000 minimise disruption. In addition, the owner had planned some future building works in the garden and VertaseFLI worked closely with DURATION Caerphilly County Borough Council to design the remediation works 2 WEEKS such that the requirements of the householder were compatible with those of the regulator. SERVICES PROVIDED An area of the site was lowered to accommodate the future building Remediation of Part 2A garden work and this was provided with concrete blinding with ducting and Excavation and disposal of contaminated soils drainage installed to ensure that the pathway break would not be compromised by future works. -

It was established under the Local Democracy (Wales) Act 2013 with the main purpose of publishing a programme of work which keeps under review the electoral arrangements for the 22 principal councils. The Commission makes electoral review recommendations, which it feels are in the interest of effective and convenient local government. This review has been conducted as a result of the former Cabinet Secretary for Finance and Local Government’s Written Statement of 23 June 2016 as part of an all Wales review programme for the 2022 local government elections. © Crown copyright and database rights [2020] OS [100047875] Summary of our Recommendations: The Commission recommends a council of 69 members, a reduction from the present 73 members. The Commission recommends a change to the arrangement of electoral wards that will achieve a marked improvement in the level of electoral parity across the County Borough of Caerphilly. The Commission recommends 30 electoral wards, a reduction from 33 existing wards. The largest under-representation is recommended to be 24% above the proposed county average in Aberbargoed and Bargoed. The largest over-representation is recommended to be 20% below the proposed county average in Aber Valley. The Commission is recommending 25 multi-member wards consisting of 12 two- member electoral wards; 12 three-member electoral wards; and one four-member electoral ward. -
