The Elections Act requires polling day to be on a Monday. There is, however, provision for polling day to be on the following Tuesday, if the immediately preceding Monday is a statutory holiday within the meaning of the Interpretation Act. Thanksgiving Day was Monday, October 10. The chief electoral offi cer, Jo-Ann Waugh, issued the writs of election to the returning offi cers for the 19 electoral districts on September 9, 2011. Following completion of enumeration there were 18,018 electors on the preliminary lists. At revision on September 27 and 28, 2,122 names were added to the lists. Special revision took place from September 29 through October 7 and 590 electors appeared in person at returning offi ces to be added to the lists. The offi cial lists of electors for the general election contained 20,730 names. Nomination day was Monday, September 19. Sixty-two candidates fi led nomination papers. At the issue of the writs, there were six registered political parties. Two registered political parties endorsed candidates in 19 electoral districts; one party endorsed candidates in 18 electoral districts; and two parties each endorsed candidates in two electoral districts, the minimum required pursuant to the Elections Act. The registration of the United Citizens Party of Yukon was cancelled by the chief electoral offi cer on the same date for failure to endorse the minimum number of candidates. There were two independent candidates at this election. Advance polls took place on Sunday and Monday, October 2 and 3, at which time 2,827 electors voted. Polling day was Tuesday, October 11 and 13,079 electors voted. This number included 667 electors, who were sworn in on polling day; 596 who voted by proxy; 377 who voted by special ballot; and, in one electoral district, 11 who voted by mail-in at this election. Offi cial results were certifi ed for 19 electoral districts on October 12. The returning offi cer for the Electoral District of Copperbelt South applied for a judicial recount, which took place on October 15, 2011, conducted by a judge of the Supreme Court of Yukon. There was no change to the result for this electoral district. The returning offi cer declared the election on that date. In the remaining 18 electoral districts the returning offi cers declared the candidates with the greatest number of ballots elected on October 17. As required by subsection 117(2) of the Act, 54 candidates received refunds of their nomination deposits. The Elections Act requires advertising relating to an election to include the name and address of the sponsor. One media outlet received a warning letter concerning a contravention of this provision and further legal action was not necessary. The chief electoral offi cer is reviewing complaints concerning the election and will be reporting to the members of the Legislative Assembly on the process of enumeration, and the use and types of voter identifi cation, as well as conducting a general assessment of other election procedures. - 1 - RESULTS BY POLITICAL AFFILIATION Political Candidates Elected Votes Percentage of affi liation nominated received valid votes1 Independent (IN)2 2 0 79 0.50 Yukon Party (YP)3 19 11 6,400 40.40 Yukon First Nations Party (YF)4 2 0 81 0.50 Yukon Green Party (YG)5 2 0 104 0.70 Yukon Liberal Party (YL)6 19 2 4,008 25.30 Yukon New Democratic Party (ND)7 18 6 5,154 32.60 TOTALS 62 19 15,826 100.00 1 Percentages rounded as required. 2 IN = Independent 3 YP = Yukon Party 4 YF = Yukon First Nations Party 5 YG = Yukon Green Party 6 YL = Yukon Liberal Party 7 ND = Yukon New Democratic Party - 3 - RECAPITULATION AND COMPARISON 2011/2006 General Elections 2011 2006 Number of electoral districts 19 18 Number of polling divisions8 74 66 Number of candidates 62 58 Number of electors on preliminary lists of electors9 18,018 16,101 Number of electors added at revision 2,122 2,155 Number of electors removed at revision10 33 23 Number of electors added on appeal 2 0 Number of electors added at special revision 590 448 Number of electors on the offi cial lists of electors 20,730 18,681 Percentage of electors added at revision 10.24 11.55 Percentage of electors added at special revision 2.85 2.40 Number of electors who were sworn in 667 n/a Percentage of electors who were sworn in 4.19 - Number of electors who voted11 15,906 13,611 Percentage of electors who voted 74.34 72.90 Number of electors who voted at the advance polls 2,827 1,495 Percentage of electors who voted at the advance polls 17.77 10.98 Number of electors who voted by mail-in 11 14 Percentage of electors who voted by mail-in 0.07 0.10 Number of electors who voted by proxy 596 523 Percentage of electors who voted by proxy 3.75 3.84 Number of electors who voted by special ballot 378 275 Percentage of electors who voted by special ballot 2.38 2.02 Number of rejected ballots 80 66 Number of declined ballots 6 1 Number of judicial recounts 1 2 8 The number of polling divisions includes Macaulay Lodge and Copper Ridge Place. 9 Includes electors enumerated in hospital and correctional institutions. 10 Includes electors whose names have been transferred to another polling division or electoral district or whose names appear on another list of electors. 11 Includes electors on the offi cial list and electors sworn in on polling day. - 5 - - 6 - ELECTORAL DISTRICT OF COPPERBELT NORTH RESULTS BY POLL Candidates: Returning Offi cer: Georgina Leslie Currie Dixon (YP) Date of Writ: September 9, 2011 Skeeter Miller-Wright (ND) Nomination Day: September 19, 2011 Arthur Mitchell (YL) Polling Day: October 11, 2011 Date of Return: October 17, 2011 Polling Stations Candidates Currie Skeeter Arthur Dixon Miller-Wright Mitchell Rejected Total Electors Locations No. (YP) (ND) (YL) Ballots Vote on List École Émilie-Tremblay 1 118 26 133 – 277 401 École Émilie-Tremblay 2 112 47 86 2 247 389 École Émilie-Tremblay 3 156 36 120 – 312 532 École Émilie-Tremblay 4 31 31 24 – 86 150 Copper Ridge Place – 10 3 14 – 27 32 Selkirk Elementary AP 93 15 30 – 138 – School WGH –– 1 – –1– Totals 7 520 159 407 2 1,088 1,543* Majority for Currie Dixon (YP) over: Skeeter Miller-Wright (ND), 361 Arthur Mitchell (YL), 113 Percentage of electors who voted: 70.51 Number of electors who were sworn in: 39 Number of electors who voted by proxy: 40 Number of electors who voted by special ballot: 10 * Includes the number of electors sworn in on polling day. - 7 - - 8 - ELECTORAL DISTRICT OF COPPERBELT SOUTH RESULTS BY POLL Candidates: Returning Offi cer: Laura Peterson Valerie Boxall (YP) Date of Writ: September
