37.2. Sessions of the Rajya Sabha: There were three Sessions of the Rajya Sabha during the year 2017 i.e., 242nd, 243rd and 244th Sessions. Details regarding duration, etc. of these are given below:—

37.3. Obituary References: 41 Obituary References [15 in 242nd and 13 each in 243rd and 244th Session] in respect of sitting/ex-Members of Rajya Sabha and important national and inter-national personalities were prepared and made in the House.

37.4. References by the Chair: 10 References [3 in 242nd, 4 in 243rd, and 3 in 244th Session] on different subjects were prepared and made in the House.

37.5. Felicitations by the Chair: During the 244th Session, the Chair offered felicitations to India’s Men and Women Hockey Teams for winning Asia Cup 2017, Shrimati M.C. Mary Kom and Ms. Saikhom Chanu for winning Gold Medal in Asian Women’s Boxing Championship and World Weight Lifting Championship, respectively, India’s contingent for winning 17 Gold, 14 Silver and 13 Bronze Medals in the Asian Youth Para Games and the scientists, engineers and technicians of DRDO, who were associated with the successful demonstration of the Ballistic Missile Defence capability through an Advanced Area Defence Missile. The draft of the text of the Felicitations were prepared and got approved.

The new Secretary-General, Shri Desh Deepak Verma was introduced to the House by the Chairman on the opening day of the 244th Session.

37.6. Retirement of Members: In accordance with the provisions of clause (1) of article 83 of the Constitution, 10 Members (Goa–1, Gujarat–3 and West Bengal–6) of the Rajya Sabha retired on completion of their term of office, during the year 2017. Parliamentary Bulletin Part-II showing the names of Members of Rajya Sabha retiring on the expiration of their term of office during the year was issued on the 13th of April, 2017, for information of Members.

37.7. Biennial Elections to the Rajya Sabha: The Notifications issued by the Ministry of Law and Justice (Legislative Department) in connection with the Biennial elections to the Rajya Sabha and programme of elections received from the Election Commission of India were reproduced in Parliamentary Bulletin Part-II for information of Members. In the Biennial elections held during the year 2017, 10 Members (Goa–1, Gujarat–3 and West Bengal–6) were elected/re-elected to the Rajya Sabha. All these Members made and subscribed oath/affirmation and entries relating to their elections were made in the Index Cards and Register.

37.8. Bye-elections to the Rajya Sabha: 5 Members namely, Shri Manish Gupta (West Bengal), Shri Pratap Keshari Deb (Odisha), Shri K. Bhabananda Singh (Manipur), Shrimati Sampatiya Uikey (Madhya Pradesh) and Shri K.J. Alphons (Rajasthan) were elected to the Rajya Sabha in the Bye- elections held to fill the casual vacancies. All these Members made and subscribed oath/affirmation and entries relating to their elections were made in the Index Cards and Register.

208 37.9. Congratulations to newly Elected/Re-elected Members: Congratulatory letters were issued to all newly elected/re-elected Members, on receipt of their declaration of results from the Returning Officers of the concerned States.

37.10. Oath Taking Ceremonies in the Chairman’s Chamber: During the year 2017, 12 newly elected/re-elected Members made and subscribed oath/affirmation (2 on 28th of June, 2017, 2 on 25th of August, 2017, 1 on 28th of August, 2017, 6 on 29th of August, 2017 and 1 on 27th of November, 2017) in the Chairman’s Chamber. All arrangements in connection with the Oath taking ceremonies were done by the Section and the names of the Members who had made and subscribed oath/affirmation were published in the Bulletin Part-II.

37.11. Vacation of Seats: 1. Death: Three seats became vacant due to the demise of three sitting Members, namely, Haji Abdul Salam, Shri Anil Madhav Dave and Shri Palvai Govardhan Reddy and entries relating thereto were made in the Casual Vacancy register. A copy each of the Notifications, were also sent to the Election Commission of India for taking necessary action. 2. Resignation: Six seats became vacant due to resignation by Members, namely, Shri Bishnu Charan Das (Odisha), Km. (), Shri M. Venkaiah Naidu (Rajasthan), Shri Manohar Parrikar (Uttar Pradesh), Shri Mukul Roy (West Bengal) and Shri M.P. Veerendra Kumar (Kerala). Necessary entries relating thereto were made in the Casual Vacancy register. A copy each of the Notifications were also sent to the Election Commission of India for taking necessary action. 3. Disqualification of Members: The Chairman, Rajya Sabha, under Para 2(1) (a) of the Tenth Schedule to the Constitution disqualified Shri Sharad Yadav and Shri Ali Anwar Ansari, Members of JD(U), representing the State of Bihar from the Membership of the Rajya Sabha on the 4th of December, 2017. The decision of the Chairman, Rajya Sabha disqualifying both the Members was published in the Parliamentary Bulletin Part-II on the 4th of December, 2017 and an Announcement in this regard was made in the House on the 15th of December, 2017.

37.12. Expulsion of Member: Shri Amar Singh, Member belonging to in the Rajya Sabha was expelled w.e.f. 16th February, 2017 from his Party and shown as ‘Member without Party Affiliation’ under the category ‘Independents and Others’ in the records.

37.13. Election to the Office of the Vice-President of India: During the year under review, with the appointment of the then Secretary-General, Rajya Sabha (Shri Shumsher K. Sheriff) as the Returning Officer for the Fifteenth Vice-Presidential Election, 2017, by the Election Commission of India on the 1st of July, 2017, this Section, in addition to performing its routine duties, acted as the Vice-Presidential Election Cell. Besides assisting the Returning Officer and the Assistant Returning Officers for the Election, as and when required, this Section made all necessary arrangements for successfully conducting the said election. Shri M. Venkaiah Naidu, was declared as the 13th Vice- President of India on the 5th August, 2017. Shri M. Venkaiah Naidu was sworn in as the Vice- President of India on the 11th of August, 2017. Shri Naidu, who is also the ex-officio Chairman of the Rajya Sabha, was felicitated by the Prime Minister and Leaders of the various Parties/Groups in the Rajya Sabha on the 11th of August, 2017.

The election process was set in motion with the issue of Public Notice on the 4th of July, 2017. In all, 190 Nomination Papers were supplied to 77 candidates personally and by post. 61 Nomination Papers filed by 48 candidates were received, processed and scrutinized in the Cell. Out of these, 23 Nomination Papers were rejected at the time of filing itself and the remaining 38 by 31 candidates were taken up for scrutiny. This Section had made the necessary arrangements for the scrutiny of nomination papers, which was held on 19th July, 2017. Out of the 38 Nomination Papers, only 7 Nomination Papers, four sets of Shri Venkaiah Naidu M. and three sets of Shri Gopalakrishna were accepted by the Returning Officer. As neither of the two candidates withdrew their candidature on the last date for withdrawal, the stage was set for a one-to-one contest. Elaborate arrangements were made for the polling on 5th of August, 2017 at Parliament House.

209 There were 785 electors (542 MPs of Lok Sabha & 243 MPs of Rajya Sabha) for the election. Out of these, 771 electors cast their votes. Shri Venkaiah Naidu M., who got 516 votes was declared elected on the 5th of August, 2017. After the counting of votes and declaration of result, the polled ballot papers, ballot boxes and other relevant documents were handed over to the Election Commission of India for record. The Report on the 15th Vice-Presidential Election, 2017 was also prepared, got approved by the Secretary-General and forwarded to the Election Commission of India. The Cell had throughout the course of the election, maintained a dedicated web-page with the help of NIC wherein all requisite information pertaining to the election were promptly uploaded and updated. Preparation of Press Releases by the Returning Officer during the election was also undertaken by the Cell.

37.14. Farewell to the Retiring Chairman, Rajya Sabha: On behalf of Members of Rajya Sabha, a farewell function in honour of Shri M. Hamid Ansari, retiring Chairman, Rajya Sabha, was held on the 10th of August, 2017 in G.M.C. Balayogi Auditorium of Parliament Library Building, Parliament House Complex. The arrangement for presentation of the ‘Silver Salver’ and the ‘Address by Members of Rajya Sabha’ to the former Chairman and other necessary arrangements relating to the farewell function were made by this Section, which acted as the nodal agency.

37.15. Naming of Members in Bulletin Part-I: The names of Members who entered the ‘Well’ of the House was noted, compiled and included in the Part-I Bulletins, as and when such incidents happened during each Session.

37.16. Panel of Vice-Chairmen: The Chairman, Rajya Sabha re-constituted the Panel of Vice- Chairmen on the 23rd of October, 2017, with the following Members:- 1. Dr. Satyanarayan Jatiya; 2. Shri Tiruchi Siva; 3. Shri T.K. Rangarajan; 4. Shri Bhubneswar Kalita; 5. Shri Basawaraj Patil; and 6. Shri Sukhendu Sekhar Ray.

The announcement regarding re-constitution of the Panel of Vice-Chairmen was made by the Chairman in the Rajya Sabha on the 15th of December, 2017.

A duty Roster for the Members on the Panel of Vice-Chairmen were got prepared at the commencement of each Session and circulated to them, after due approval of the Hon’ble Chairman/Deputy Chairman.

37.17. List of Business: 180 Lists of Business and Papers to be Laid on the Table as detailed below were issued in connection with the Sessions of the Rajya Sabha during the year 2017:-

The final CRC versions of Lists of Business and Lists of Papers to be Laid on the Table are now placed directly on internet by the Section itself w.e.f. the 212th Session of Rajya Sabha. The CRC version of the List of Business and Lists of Papers to be Laid on the Table are also sent to the Government Press electronically through e-mail along with hard copy of the final CRCs.

37.18. Meetings of the Business Advisory Committee: 11 meetings of the Business Advisory Committee [6 in 242nd, 2 in 243rd and 3 in 244th Session] were held to allocate time for Government Legislative and other Business. The first meeting of the BAC during 244th Session presided over by the new Chairman was held in the Parliament House Annexe Extension Building on the 15th of December, 2017. The recommendations of the Committee as announced in the House by the Presiding Officers were also published in the Bulletin Part-II for information of Members. Minutes of the meetings of the Business Advisory Committee were prepared, got approved and circulated.

37.19. Meetings of the Deputy Chairman with Leaders of various political parties/groups: During the year 2017, the Deputy Chairman held 2 meetings with the leaders of various parties/groups in the Rajya Sabha on the 27th of July, 2017 and 4th of August, 2017 in connection with the consideration and passing of the Motor Vehicles (Amendment) Bill, 2017. The meeting notices were issued by the Section.

37.20. Papers Laid on the Table: 6165 papers were laid on the Table of the House during the year [2020 in 242nd, 1622 in 243rd and 2523 in 244th Session]. All these papers except CAG Reports, Outcome Budgets and Notifications were received and processed by this Section.

37.21. Papers Laid by Private Members: 2 requests were received from Private Members namely, Shri Derek O’Brien and Shri Kapil Sibal for laying of certain papers/documents on the Table of the House, which were examined in the light of the Direction issued by the Hon’ble Chairman on the 24th March, 2005 for ‘Laying of Papers by Private Members’. Out of these, 1 Member, namely, Shri Derek O’Brien was permitted by the Chairman to lay certain papers/documents from which he had quoted or referred to while participating in the Discussion on the farmers’ distress leading to rise in the incidents of their suicide in the country on the 25th of July, 2017. The details about the papers laid were published in Parliamentary Bulletin Part-II dated the 4th of August, 2017. However, the request of Shri Kapil Sibal, Member was not acceded to due to non-conformity with the Direction issued by the Hon’ble Chairman on the 24th March, 2005 for ‘Laying of Papers by Private Members’.

37.22. Statements by Ministers: 133 Statements [44 in 242nd, 37 in 243rd and 52 in 244th Session] and 11 Statements regarding Government Business [5 in 242nd, 3 each in 243rd and 244th Sessions] were made/laid by Ministers in the House, during the year 2017. The item ‘Statement regarding Government Business’, which was earlier taken up without formal entry in the List of Business is now being listed in the List of Business w.e.f. 24th of July, 2015 i.e. 236th Session onwards.

37.23. Memorandum of Business: Memorandum of Business were prepared for 61 sittings [29 in 242nd, 19 in 243rd and 13 in 244th Session] for use of Chairman, Deputy Chairman, Secretary- General and other Officers at the Table.

37.24. Newsletter from the Secretary-General, Rajya Sabha : Weekly reports and a final consolidated report containing the significant incidents of procedural value that took place during each Session of the Rajya Sabha were prepared, got approved and forwarded to General Research Unit of the LARRDIS for inclusion in the Newsletter.

37.25. Cases under the Right to Information Act, 2005: During the year 2017, 151 applications from various persons were received from the RTI Cell. The replies to the queries raised by the applicants were prepared in the language of the application and sent to the CPIO, well in time, for onward transmission to the concerned person(s). After adoption of the RTI Online System, launched by the Department of Personnel and Training, Government of' India by the Rajya Sabha Secretariat on the 1st of October, 2015, RTI applications received through the RTI Request & Appeal Management Information System (RTI-MIS) are being processed at the DPIO level and replies are now being sent through RTI-MIS. During the year under review, 73 applications received through RTI-MIS were disposed of.

37.26. Statements showing the "Statistical Information" and "Highlights of the work - At a Glance" : Statements showing the "Statistical Information" and "Highlights of the work" transacted during each Session were prepared for making valedictory remarks by the Chairman, Rajya Sabha before conclusion of each Session of the Rajya Sabha. The approved copy each of these Statements were circulated to the Members of Rajya Sabha and also provided to the Media Education and Audio Visual Unit for distribution to the Press and Media persons. The statements were also uploaded on the Website.

211 37.27. Membership Certificate: 20 Membership Certificates were issued in favour of Ex-Members of the Rajya Sabha to enable them to avail pension, CGHS facilities, etc.

37.28. Parliamentary Bulletins: 61 Rajya Sabha Parliamentary Bulletin Part-I (Nos. 5307 to 5367) containing brief record of proceedings of the meetings of the Rajya Sabha held during the year, were prepared, got approved, printed and issued. 1112 Rajya Sabha Parliamentary Bulletin Part-II (Nos. 56184 to 57295) received from various Sections were compiled and got printed and issued during the year.

The final CRC version of Parliamentary Bulletin (Part-I) is now placed directly on the Internet by the Section itself w.e.f. 212th Session of Rajya Sabha (November-December, 2007). The CRC version of Parliamentary Bulletin Part-II is also placed on Internet directly w.e.f. 193rd Session of the Rajya Sabha (July-August, 2001). The CRC versions of Parliamentary Bulletins (Part-I and Part-II) are also sent to the Government Press electronically through e-mail along with hard copy of the final CRCs.

37.29. Division: During the year 2017, 16 divisions [6 in 242nd Session, 9 in 243rd Session and 1 in 244th Session], were held in the Rajya Sabha. The final Results of the Divisions were compiled by tallying the Vote Recording Sheets and the Division Slips submitted by Members and the results were published in Bulletin Part-II. The final results of the Divisions are also sent to Editing (English) Section for incorporation of the same in the Printed Debates of the Rajya Sabha.

37.30. Resume of the Business Transacted by the Rajya Sabha: Resume of the Business transacted by the Rajya Sabha during the 242nd and 243rd Sessions were prepared, got printed and circulated amongst the Members of the Rajya Sabha, Public Libraries, Lok Sabha Secretariat and Ministry of Parliamentary Affairs. The final CRC versions of the Resume were also uploaded on the Website.

37.31. List of Members: After the Biennial/Bye-elections to the Rajya Sabha, the manuscript of the publication entitled “List of Members of Rajya Sabha (December 5, 2017)” pertaining to the year 2017, showing permanent and Delhi addresses and telephone numbers, etc. of Members, was prepared, got approved and sent to the Printing Section-I for printing of the publication.

37.32. Other Lists: During the year, following Lists were prepared as indicated against each:-

The Section also prepared and got printed coloured Seating Arrangement Charts during each session, for use of the Chairman, Secretary-General and others, as and when changes were made in the seating arrangement of Members.

37.33. Maintenance of Form-I, Form-III and Form-IV : As required under rule 3(1) of the Members of Rajya Sabha (Disqualification of Members on Ground of Defection) Rules, 1985, made under para 8 of the Tenth Schedule to the Constitution, Leaders of all legislature parties (other than a legislature party consisting of only one Member) in the Rajya Sabha were requested in the month of November, 2017 to furnish the information (in Form-I along with copy of each of the constitution and Rules of the legislature party) relating to Members of their respective parties in Rajya Sabha. 13 out of the 17 legislature parties furnished the requisite information till December, 2017.

The duly filled in Form-III of all 15 newly elected/re-elected Members during the year 2017, were obtained in accordance with the provisions of sub-rule(2) of Rule 4 of the Members of Rajya Sabha (Disqualification of Members on Ground of Defection) Rules, 1985 and the summary of the information furnished were published in Parliamentary Bulletin Part-II dated the 17th January, 21st March, 19th June and 7th September, 2017, as required under the sub-rule(3) of Rule 4 of the Members of Rajya Sabha (Disqualification of Members on Ground of Defection) Rules, 1985.

The Register of Form-IV, based on the information furnished under Rules 3 and 4 of the Members of Rajya Sabha (Disqualification of Members on Ground of Defection) Rules, 1985 in relation to all Members was also updated.

37.34. Maintenance and updation of Precedents Register and updation of Precedents Management System: As usual, precedent entries are initially recorded manually in the Precedents Register. Thereafter, all the entries recorded manually in the precedents register were entered into the software. The system is available on the website of Rajya Sabha with restricted access.

37.35. Review and Weeding out of old files/records : 69 old files and records pertaining to the year 2009 were reviewed and after obtaining approval, 29 files were weeded out and 40 files were retained.

37.36. Updation of information concerning Members of Rajya Sabha through “Officers/Section Login” system: Information regarding permanent/local address and telephone numbers, e-mail addresses, etc. of Members received on-line through software “Officers/Section Login” was updated regularly. 10 such requests received during the year 2017 through “Officers/Section Login” were updated.

37.37. Index of Files: During the year, 65 files were opened by the Section under various heads which were entered in the DMIS software and is available for perusal on the Rajya Sabha Intranet under the link ‘Index of Files’.

37.38. SMS Utility: The software introduced by NIC was utilized by the Section for sending SMS alerts to Members regarding meetings of the Business Advisory Committee and meetings of Leaders of various parties/groups with Chairman, Rajya Sabha.

37.39. Status of Computerization: Table Office has been fully computerized and working efficiently since 1998. This Section has been preparing camera-ready copies of List of Business, List of Papers to be Laid on the Table, Parliamentary Bulletins (Part-I and Part-II) and Resume′ of the Business transacted during each Session. The CRC version of List of Business, List of Papers to be laid on the Table and Parliamentary Bulletins are sent to Translation Section and the Government Press through e-mail. Lists of Business, Lists of Papers to be laid on the Table and Parliamentary Bulletins (Part-I and Part-II) are also uploaded directly on the Internet.

37.40. Updation of Rajya Sabha Website: This Section is responsible for updation of the following information on the Rajya Sabha Website:-

1. List of Business 2. Parliamentary Bulletin Part -I 3. Parliamentary Bulletin Part – II 4. Papers to be Laid on the Table 5. Publication entitled “Resume” of the business transacted during each Session of the Rajya Sabha 6. 213 All data were regularly and promptly updated on the website including Circulars issued by the Section.

37.41. Goals and Analysis: The basic nature of the work allotted to this Section pertains to day- to-day business of the House. In view of this, it is difficult to set targets in physical terms for the Section because most of the work assigned depends on many external factors, which are beyond the control of the Section. However, it has always been the endeavour of the Section to discharge all its responsibilities promptly and efficiently. With total computerization and coordinated efforts of the Section, this was achieved quite successfully. All the targets laid down in the Annual Action Plan were achieved timely.

37.42. Inspection Report: The inspection of the Section for the year 2016 was done by Shri Mahesh Tiwari, Director on the 27th of January, 2017. The inspection of the work transacted in Hindi in the Section during the year 2017 was done by Shri Rakesh Dixit, Assistant Director on the 20th of February, 2017.

37.43. Budget: The Section has been earmarked three Heads of expenditure. The details of Budget Estimates, expenditure incurred and Revised Estimates under the said Heads during the Financial year 2017-18 are as given below:—
