There are 12 MAH [Major Accident Hazard] and Chemical industries identified in Thane Region, Thane. Experience has shown that in spite of taking all precautions and safety measures, it is not possible to eliminate the hazards posed. If the effects of an accident or disasters escalate beyond the factory boundary, then the situation so created is called an OFFSITE EMERGENCY. Therefore, a comprehensive disaster planning is essential to mitigate the adverse effects on human life and damage to the property and environment caused due to fire, explosion, toxic release, spillage of hazardous substances etc. Notwithstanding, the preparation and implementation of Off-Site and On Site emergency plan is mandatory under the provisions of Chemical Accidents [Emergency, Planning. Preparedness and Response ] Rules 1996. Therefore, this Off-Site Emergency Plans prepared for TMC Area as per MOEF Guidelines. We are very much grateful to Dr. Mahendra Kalyankar IAS. INTRODUCTION A.1 The Need for Hazardous Materials Emergency Planning Major disasters like that in Bhopal, India, in December 1984, which resulted in 2,000 deaths and over 200,000 injuries, are rare. Reports of hazardous materials spills and releases, however, are increasingly commonplace. Thousands of new chemicals are developed each year. Citizens and officials are concerned about accidents, [e.g.- highway incidents, warehouse fires, train derailments, industrial incidents] happening in their communities. Recent evidence shows that Hazardous material incidents are considered by many to be the most significant threat facing local jurisdictions. Communities .need to prepare themselves to prevent such incidents and to respond to the accidents that to occur. Purpose of this Plan The purpose of this plan is to assist public in planning for hazardous materials incidents. The Objectives of this plan are to: Focus public activity on emergency preparedness and response; Provide public with information useful in organizing the planning task; Furnish criteria to determine risk and to help public decide whether they need to plan for hazardous materials incidents: Help public conduct planning that is consistent with their needs and capabilities; and Provide a method for continually updating a public's emergency plan. This plan will not Give a- simple "fill-in-the-blanks" model plan [because each public needs an emergency plan suited to its own unique circumstances]; Provide details on response techniques; or Train personnel to respond to incidents. Brief Description of Industries in Thane Municipal Corporation Area and Navi Mumbai,Area. Thane, the northern most district of Konkan lies adjoining the Arabian Sea in the north- west of Maharashtra State. It extends between 18 42' and 20 20' north altitude and 70 25' and 73 44' longitude. Thane has derived its name from "STHAN" or "STHANAKA" known then as the head quarter of the Konkan Kingdom of Shilaharas. It has immensely benefited from its fringe location to the Metropolitan City. All the trunk Railway routs viz. Mumbai-Bhusawal-Calcutta line and Mumbai-Pune-Madras line transverse through Thane. Similarly both Express Highways [Eastern and Western] and National Highways namely Mumbai-Agra NM-3, Mumbai-Ahmedabadt NH-.8, Mumbai-Puhe NH4 Starting from Mumbai and fanning through length 'and breadth of India, pass through the district. Thus lying in the vicinity of Metropolitan Mumbai and with the tremendous rail network, the corporation has attracted a large number of chemical and petrochemical units which have come up in Thane City along the old Mumbai-Agra road and the new Eastern Express Highway, in the Trans-Thane Creek and Belapur Industrial Area. Population around the Industries The population around the MAH / chemical factories within 500 meters from the boundaries of these industries there are about 12,000 dwelling with a population of about 75,000. In addition to these, 45% of the total population of 75000 is in slums, four of the industries have their own housing colonies wherein some of their essential staff is living. Apart from this population the Population along the highways and roads about 50000 should be taken into accounts. The Off-site Disaster Control Plan envisages the following types of t emergencies.
