Profile of the Government
The Town Of HempsteadHempstead encompasses anan areaarea of 119.96 square miles within the County of Nassau on the south shore of Long Island. ItIt isis boundedbounded byby thethe CityCity ofof NewNew YorkYork to the west, the Town of North Hempstead to the north, the Town of Oyster Bay to the east, and the City of Long Beach and the Atlantic OOceancean to the south. TheThe TownTown isis thethe mostmost populouspopulous town in the state, with a population of 765,111 according to the most recentrecent survey published by the Long Island Power Authority. TheThe TownTown accountsaccounts forfor approximatelyapproximately 57% of the totaltotal populationpopulation of the county and 42% of the county'scounty’s landland area.area. Located Located within within thethe TownTown areare 2222 incorporated incorporated villages,villages, and 50 unincorporated areas.
3 The Town of HempsteadHempstead was established inin 1644 as aa separateseparate politicalpolitical entityentity vestedvested withwith independent taxingtaxing andand debtdebt authority.authority. TheThe 2222 incorporatedincorporated villagesvillages locatedlocated withinwithin the TownTown have independent forms of government, while the taxable real property within these villages is subject to taxation by the Town. ThereThere areare alsoalso 3636 independentindependent schoolschool districtsdistricts within the Town that rely on their taxing powers granted by the statestate to raise revenues for school district purposes. Subject to the provisions of thethe State Constitution, the Town operates pursuant to the Town Law, Local Finance Law, other laws generally applicable to the Town, and any special laws applicable to the Town. UnderUnder suchsuch laws,laws, therethere isis nono authorityauthority forfor thethe TownTown toto havehave aa charter,charter, butbut pursuantpursuant to thethe Constitution,Constitution, and the TownTown LawLaw andand otherother lawslaws generallygenerally applicableapplicable to homehome rule, thethe Town may from time to time adopt locallocal laws.laws. SinceSince JanuaryJanuary 1,1, 1966,1966, thethe TownTown has enjoyed the status of a suburban town under applicable provisionsprovisions of Town Law, enablingenabling it to function with a degree of autonomy not accorded to “first-class”"first-class" towns.
The legislative power ofof the Town isis vestedvested inin ththee TownTown Board.Board. ItIt consistsconsists of aa Supervisor,Supervisor, who is electedelected for aa two-yeartwo-year term,term, andand sixsix CouncilCouncil Members,Members, whowho areare electedelected forfor four-yearfour-year terms.terms. There is no limitation asas to the number of terms that may be served byby board members.members. TheThe Supervisor isis the chief executive officerofficer andand chiefchief financialfinancial officerofficer ofof thethe Town.Town. The legal level of budgetary control is by object level.
The Town Clerk serves as custodian of the Town'sTown’s legallegal documentsdocuments andand papers,papers, maintainsmaintains the minutes of proceedings of the Town Board and is responsible for the publication and filing of all official notices. AccordingAccording toto thethe TownTown Law,Law, thethe TownTown ClerkClerk isis electedelected to serve a two-year term; the number of terms is not limited.
The Receiver of Taxes, unless otherwise provided by law, has the duty to receive and collect all County, TownTown andand School taxestaxes andand all assessmentsassessments thatthat maymay bebe levied in thethe Town.Town. LawLaw prescribes a four-year electedelected term.term. ThisThis isis nono limitationlimitation as toto thethe numbernumber of termsterms that may be served. TheThe Town Town Board Board appoints appoints thethe TownTown Comptroller,Comptroller, thethe TownTown Attorney,Attorney, thethe TownTown Highway Commissioner and the heads of various Town departments.
The Town is responsible for providing manymany servicesservices toto itsits residents.residents. RecreationRecreation is provided by 189 public parks and recreational facilities maintainmaintaineded byby thethe Town.Town. TheThe TownTown maintains inland waterways and marinas andand operatesoperates 1616 seniorsenior cencentersters andand 112112 seniorsenior clubs.clubs. AdditionalAdditional TownTown functions include highwayhighway constructionconstruction andand maintenance,maintenance, buildingbuilding inspection,inspection, zoningzoning administration, and maintenance and operation of a Town Cemetery.
Special districts within the TownTown provideprovide servicesservices for streetstreet lighting,lighting, firefire protection,protection, parks,parks, garbage collection, refuserefuse disposal,disposal, publicpublic parkparkinging andand waterwater distribution. CertainCertain specialspecial districts of the Town of Hempstead are separate legal entities and have separately elected boards of commissioners. TheseThese areare presentedpresented as componentcomponent units.units. AdditionalAdditional informationinformation onon all of these legally separate entities can be found in the notes to the financial statements (See Note A.1).
As the Town'sTown’s chiefchief financialfinancial officer,officer, thethe SupervisorSupervisor is responsibleresponsible for the Town'sTown’s accountingaccounting and financial reporting activities. TheThe TownTown Board,Board, asas aa whole,whole, servesserves as the finance board of the Town and is responsible for authorizing, by resolution,resolution, all material financial transactions such as operating budgets, capital projects, and bonded debt.
4 The Supervisor is the Town’sTown's budgetbudget officerofficer and is required by law to file a tentative budget with the Town Clerk on or before September 30th30th eacheach year.year. TheThe tentativetentative budgetbudget is submittedsubmitted to the Town Board not later thanthan OctoberOctober 5th.5th. Following Following review review andand modification, modification, aa preliminarypreliminary budget hearing isis held. AtAt this this hearing, hearing, membersmembers ofof thethe publicpublic maymay expressexpress opinionsopinions that the Town Board may take under advisement.advisement. Approval of the budget is not subject to a vote of the electorate andand the Town Board may make changechangess followingfollowing thethe hearinghearing process.process. TheThe TownTown Board is required to adopt the final annual budgetbudget byby NovemberNovember 20th. 20th. A copycopy ofof thethe TownTown annual budget shall be submitted toto the County LegiLegislature.slature. TheThe CountyCounty shall levy and cause to be raised the amount of taxes and assessments spspecifiedecified inin thethe budget.budget. FromFrom time to time,time, the Town Board may make changes or modification in the amount of annual appropriations subject to legal provisions. Local Economy
The Town of Hempstead'sHempstead’s statistical data sshowshows that its economyeconomy is strongerstronger than both thethe country'scountry’s and New York State's.State’s. The The Town Town of of Hempstead's Hempstead’s unemployment unemployment rate ofof 4.9%4.9% compares favorablyfavorably to to NewNew YorkYork State’s State's 5.4%5.4% andand thethe UnitedUnited States’States' 5.8%.5.8%. Long Term Financial Planning
The Town'sTown’s infrastructureinfrastructure hashas beenbeen addressedaddressed throughthrough aa well-conceived well-conceived capitalcapital program.program. Conservative revenuerevenue forecastingforecasting and and good good costcost ccontrolontrol hashas beenbeen the axiom with which this municipality gainsgains itsits strongstrong success.success. Our bond ratiratingng places usus in the top 1% of all townstowns in New YorkYork State.State. The The Town Town regularly regularly prepares prepares multi-year multi-year projectionsprojections ofof revenuesrevenues andand expenditures. TheseThese projectionsprojections conservativelyconservatively estimateestimate revenuesrevenues and alsoalso accuratelyaccurately estimateestimate expenditures with and eye to identifying future financfinancialial issues that are addressed at an early date. A keykey componentcomponent in thesethese futurefuture projectionsprojections is thethe Town'sTown’s implementationimplementation of thethe five-yearfive-year capital plan that identifies capital needs such as ininfrastructurefrastructure andand equipment.equipment. TheseThese projectionsprojections are designeddesigned toto assistassist thethe governmentgovernment inin maintainingmaintaining sufficientsufficient reservesreserves toto protectprotect againstagainst unforeseen events.
Relevant Financial Policies
The Town'sTown’s financialfinancial policiespolicies areare designeddesigned toto maintainmaintain adequateadequate reservesreserves throughthrough revenuerevenue enhancements andand expenditure controlcontrol withoutwithout reliancereliance onon one-timeone-time revenuerevenue sources.sources. RevenuesRevenues are regularlyregularly set asideaside forfor variousvarious unfundedunfunded futurefuture costs,costs, suchsuch asas postpost employmentemployment benefitbenefit funding.

Major Initiatives
The Town continually monitors its infrastructure and identifies major components, such as roads, parks, street lighting, and water systems that will require major future reconstruction. ThisThis avoids adding significantsignificant maintenancemaintenance and and repair repair e expensesxpenses to to the the operating operating budget. budget. InIn addition,addition, a new agreement with Covanta Hempstead CompaCompany,ny, thethe entity that converts Hempstead’sHempstead's solid waste into energy, will result in a $10$10 millionmillion oror 15.6%15.6% savingssavings onon sanitationsanitation disposal costs in 2009. Simultaneously,Simultaneously, HempsteadHempstead willwill receivereceive enhancedenhanced revenues through a new “host"host fee"fee” that will impact waste from all sources processedprocessed atat thethe CovantaCovanta facility.facility. The Town is also working together with the County on aa proposedproposed $1.6$1.6 billionbillion re-developmentre-development plan for the 77-acre Nassau Coliseum site. WhenWhen completed,completed, thethe sitesite willwill incorporateincorporate housing,housing, officeoffice space, retail stores with sports, entertainment and tourist attractions while providing additions to taxable valuations.
