During this term of scrvicc, he was involved with a number of major tasks which included the restructuring of the Territory’s financial involvement in the Sheraton hotels and the Yulara resort. Neil believes the negotiation of the take-out arrangements and the refinancing of the debt at ever-diminishing interest costs has been a real achievement. In 1994, he supervised the establishment of the Northern Territoiy Treasury Corporation and oversaw its promotion in Europe and the United States as a significant borrower of high credit standing. Neil and Lesley Conn have both made a significant personal contribution to the Northern Territory. Dr Conn has been a member of the Northern Territory University Council sincc its inception. In his spare time, he has served as the chairman of the Darwin Symphony Orchestra while remaining active in the sporting community as a tennis player and golfer. He is a fellow of the Australian Institute of Company Directors and a fellow of the Australian Institute of Management. On Australia Day this year, Neil was appointed an Officer of the Order of Australia for his scrviccs as Under Treasurer and to the community. It stands to reason that any person with this list of achievements must have spccial characteristics. He is a person of great intellectual ability who approaches issues from a principled but pragmatic position. He is not dogmatic or inflexible in seeking commonsense solutions to government and community issues and makes a special point of understanding alternative points of view. Neil Conn is known to be a person who always adds value to whatever issue is being considered. That explains why he is so much in demand. His people skills arc well known throughout government, particularly Treasury, which he has managed so well over the years. He operated on an open-door policy and treated staff at all levels in such a way that they were both happy and productive in their work environment. Indeed, any suggestion from Neil Conn tends to be treated as something that must be done. The general view is that he is a pleasure to work with. He has gained the respect of all who know him, including the last 3 Prime Ministers who invariably make a spccial effort to renew their acquaintanceship with him whenever the opportunity arises. I have seen that at first-hand. No success story would be complete without the support and encouragement of his spouse. Lesley Conn trained as a nurse at the Children’s Hospital in Sydney and worked there for many years setting up the renal dialysis unit before switching to work in the neonatal intensive carc unit at the same hospital. She has worked in many areas of nursing, from babies to geriatrics, over a period of 40 years including brief stints at Royal Darwin Hospital and the Darwin Private Hospital. She also worked for a short time for the Department of Health in Darwin, in administration, and has been a member of the board of advisers to the Darwin Private Hospital since its inception. Lesley is currently a trained volunteer with the Cancer Council of the Northern Territoiy and has just resigned from the board of governors of that council. She was previously the president of the Open Door Committee of the Northern Territoiy Mental Health Association and a former member of the executive of the association. Lesley is a keen supporter of the Darwin Symphony Orchestra and has been very interested in community issues such as health carc and improving scrviccs for aged Territorians. 9829.
