Response/Concerns by Cluster Health, WASH and Nutrition • DPWH, DSWD and DOH-CHDNM will facilitate the construction of 20 to 30 latrines (ratio 1:50) for evacuation centers in Munai and Tangkal, Lanao del Norte. As of this report, DPWH has constructed 8 units of toilet and bathroom in Brgy. Kulasi, Kolambugan, Lanao Del Norte and another initial 8 units are being started in Munai. Toilet bowls will be provided by DOH, tarpaulins by DSWD and construction materials by DPWH and the municipalities of Munai and Tangkal will contribute Php50,000.00 and Php40,000.00, respectively for the labor • The medical mission “CARAVAN” already served 11,898 IDPs in the conflict- affected municipalities of Linamon, Kauswagan, Bacolod, Kolambugan and Maigo, all in the province of Lanao del Norte. Likewise, DOH- CHDNM reported that 118 persons received psychological process during the caravan. The activity is still on-going at Riverside evacuation center in Kolambugan, Lanao del Norte and will continue in Tangkal, Matungao and Munai on September 9-11, 2008. • A catch-up immunization by PHT and LGU personnel in the coastal municipalities is on-going. • All schools in Region XII and ARMM with evacuation camps will be provided with latrines by UNICEF • CHD XII conducted medical outreach activity in interior evacuation camps and mass measles campaign in Pikit; Vitamin A supplementation and deworming in Pigkawayan, North Cotabato • Dr. Andrea Banas conducted stress debriefing to 12 adults and 2 children at MSWDO Office in Kolambugan, Lanao del Norte • Local health officials have conducted vaccination in evacuation centers and further intensified their health surveillance systems. • Around 350 children with ages ranging from 6 months to 5 years old were vaccinated and children with ages 16 months to 12 years old will be immunized • DOH-CHDNM delivered 50 vials measles vaccine and anti-bacterial for Acute Respiratory Infection to Tangkal, Lanao del Norte evacuation centers • DOH sent a Psychosocial Team in Pikit, Cotabato, Region XII to conduct stress debriefing in the evacuation site • DOH ARMM has started providing psychosocial services during consultation addressing not only the physical aspect of the affected individual but also the emotional and mental aspects • BFP ARMM is still committing their fire trucks in the delivery of potable water in the evacuation centers as the need arises 3 Food and Non Food Items (NFIs) • DSWD prepositioned Php8.3 Million consisting of Php6.3 Million standby funds and Php2 Million worth of relief commodities (family food packs, canned goods, clothing packs, others), ready for release to affected families/ persons in Regions X and XII • Ozamiz CSWD turned over to MSWD Kolambugan, Lanao del Norte food and NFIs consisting of 30 bags NFA rice, 8 boxes noodles, 20 sacks used clothing, 4 pcs. petete mats, 1 plastic bag assorted used shoes, 1 plastic bag assorted used kitchen plastic wares on September 04, 2008 • GMA Kapuso Foundation of the GMA 7 Network distributed food items to the IDPs of Datu Piang, Magunidanao. GMA Foundation also released 100 packs of food supplies consisting of bags, papers, notebooks and pencils intended for the school children of conflict-affected areas. GMA Kapuso, DSWD-ARMM and OCD-ARMM spearheaded the distribution of relief assistance. DSWD-ARMM distributed non food items. Shelter • Through the PNRC’s shelter assistance project, construction of the 12 houses in Kolambugan, Lanao Del Norte is still on-going. The lot for the said project was donated by Mr. Tony Laboro • DPWH will construct bunk houses at the evacuation centers in Munai, Lanao del Norte Education • DepEd reported that repair/rehabilitation of the five (5) schools in Lanao del Norte (Kolambugan CS, Kauswagan CS, Kawit Oriental ES, Marga ES and Napo ES) is still on-going, this is in coordination with the AFP Engineering Brigade. DepEd Division Office reported that repair of the remaining 6 other schools in North Cotabato and Lanao del Sur is on hold due to areas are not yet safe; • Classes have normalized in all districts/schools of Lanao del Norte except in Kolambugan, Pantao Ragat CS, Poona Piagapo and Munai District due to tension in the areas; • Books and instructional materials are ready for distribution in the affected areas and waiting for the identification of alternative delivery site where the books will be stored; • DepEd to prioritize schools that bear major damages; site appraisal to be conducted and rehabilitation work will commence once the area is declared safe by the AFP; • The following schools were reported occupied and used by MILF as Base Camps in municipalities of Poona Piagapo and Munai, Lanao Del Norte Damage assessment will commence once declared safe to move in: Poona Piagapo CS, Lumbac Ingud PS, Cormatan PS, Nunungan PS, Pantaon PS, Tamparan PS, Panago PS, Balabacun PS, Tapurong PS and Munai CS; • Coordination with AFP Engineering Brigade for the immediate reconstruction of school buildings in high risk areas; • DepEd has coordinated with Bureau of Alternative Learning System regarding the distribution of Alternative Learning Materials • Classes are still suspended in the Provinces of Maguindanao, Shariff Kabunsuan, Lanao del Sur and del Norte (barangays Tingin-Tingin, Baraason, Delabayan, 4 Kayontor and Palton, all of Kauswagan) since last week because some schools have been abandoned while other schools are used as evacuation centers Camp Coordination and Management • DPWH, DSWD and concerned LGUs in Region X have identified a relocation site for the construction of bunk houses as temporary shelter for the Kolambugan and Kauswagan residents and DPWH has started building the bunk houses intended for the residents staying at the Riverside High School • OCD X coordinated with the AFP to facilitate safe access in the affected areas for the DOH and other health workers • OCD X established and activated the Forward Disaster Management Center (FDMC) co-located at Iligan CDCCDMOC-Rescue 811 since September 5, 2008 Livelihood and Early Recovery • TESDA’s “Balik Buhay sa Mindanao Program” has commenced last September 4, 2008, an income-generating skills training program under the auspices of the Handog ng Pangulo, consistent with the PGMA-Training for Work Scholarship Program (PGMA-TWSP). The package comprised free training programs on Massage Therapy - “Galing Masahista Ako”; Hairdressing / Haircutting; and Small engine mechanic – “Galing Mekaniko Ako”. Free tool kits will likewise be made available in order for the beneficiaries to start their livelihood. This program has an estimated cost of P5,002,000.00 and will be funded under the PGMA-TWSP • DSWD initiated the assessment for the recovery and rehabilitation requirements of the affected families in areas already cleared by the police and military. Rehabilitation plan, indicating the various rehabilitation interventions and amount required, will be submitted immediately once completed Logistics • DOTC is coordinating for the availability of land, air and water assets to deliver relief supplies from DSWD Enhancement of Reporting Mechanism • To avoid lapses/gaps on the consolidation of information/data on the coordination, relief and rehabilitation efforts by the AFP, UN Agencies, and I/NGOs, humanitarian partners/agencies should coordinate all actions with the following OCDRCs Directors who were designated as principal coordinator: OCD Regional Center OCDRC Director Contact No. OCDRC X DIR CARMELITO A.     Members of various clusters, WASH, NUTRITION, HEALTH, FOOD, CAMP Coordination and Management in ARMM committed to regularly meet to discuss issues and concerns of IDPs The total cost of assistance extended to the IDPs is Php95.049 Million. Of this amount, Php74.982 Million was provided by the Government while Php20.067 Million was provided by NGOs, INGOs, ICRC and the UN System. Relief assistance provided were in the form of food assistance (rice and food packs); temporary shelter (construction of bunkhouses); health services (consultation and disease surveillance in ECs and provision of medicines); psychosocial services and WASH services (provision of latrines and construction of toilet facilities in evacuation sites. Intensified information, education campaign on proper hygiene; and training of volunteers in providing psychosocial support The NDCC enjoined all humanitarian actors on the grounds, both from the government and non-government organizations to continue coordinating to ensure the timely delivery of humanitarian aid to the most in need, resources are optimized and duplications/gaps are minimized The safety and security of those delivering humanitarian aid is one of the prime concerns of the Government, hence the NDCC encourage the optimization of existing coordination mechanism at all level of governance and the government cluster leads The NDCC and the Commission of Human Rights encourage the need for more information exchange between the NDCC and other humanitarian actors to improve on data collection, validation and disaggregated data for purposes of identifying further relief needs of IDPs by sex, age group and beliefs, etc. The Commission on Human Rights reported that there are no reports of sexual abuse and human trafficking in ECs DSWD deployed the Quick Response and Social Welfare and Development (QR/SWAD) teams to undertake data generation, relief distribution, operation/ management of evacuation centers, community kitchens, supplemental feeding to children, crisis counseling, etc.
