1 INTRODUCTION

1.1 Background

1.1.1 Asbri Transport has been appointed by Cygnus Holdings (Llanelli) Ltd to produce a Transport Statement in support of a planning application for a mixed-use development at the former Moonraker night club site, Market Street, Llanelli.

1.1.2 The development proposes a mix of retail, restaurants, bars, café’s and modern office space. The development also proposes budget hotel style accommodation.

1.2 Purpose of the report

1.2.1 The purpose of this report is to detail the likely transport characteristics of the proposed development and identify the potential impact of the proposals on the surrounding transport network. This report also considers local parking provision.

1.3 Structure of the report

1.3.1 Following this introductory section, the report is structured as follows:

• Section 2 details the existing transport network surrounding the development site

• Section 3 outlines the development proposals

• Section 4 considers the likely travel demand generated by the proposed development, and the impact on the surrounding transport network

• Section 5 provides the conclusions of the report.

2 EXISTING SITUATION

2.1 Site location

2.1.1 The site is located on the former site of the Moonraker Night Club. It is located in Llanelli Town Centre along the eastern side of Market Street, to the west of East Gate Shopping Centre and to the north of St Elli Shopping Centre.

2.1.2 The location of the development is shown in Figure 2.1.

2.2 Highway network

2.2.1 The local highway network is shown in Figure 2.1. The local highway network within the immediate vicinity of the site is described in the following section.

2.2.2 Given the Town centre environment in which the site is located the local highway network is generally well lit and is catered to accommodating pedestrian movements.

Market Street

2.2.3 Market Street provides the nearest vehicular access to the site. The road consists of a 4 metre wide single carriageway and provides access to a servicing yard associated with the St Elli Shopping Centre.

2.2.4 Footways are located on both sides of the carriageway which are generally well lit. These footways lead to a ramped access to a pedestrian square on the frontage of the St Elli Shopping Centre as well as the pedestrianised area along Stepney Street and Vaughan Street.

2.2.5 Generally, parking restrictions are in place along Market Street. These take the form of either double yellow lines or disabled parking bays. Directly adjacent to the St Ellis Shopping Centre Servicing yard there are also demarcated parking bays for residents and staff / customers at the shopping centre.

2.2.6 Market Street is accessible via Mincing Lane to the north west, which provides access to the wider highway network. Mincing Lane forms a priority junction with the A484 to the north.

Thomas Street (A484)

2.2.7 Thomas Street is classified as the A484. This is the primary route into and out of Llanelli running in an east – west alignment between Swansea / M4 (via A483) and Carmarthen respectively.

2.2.8 Within the immediate vicinity of the proposed development site the A484 forms a priority junction with Mincing Lane. Adjacent to this junction a staggered puffin crossing with central refuge island is located along Thomas Street. This provides good crossing opportunities from the commercial and residential properties to the north of the A484.

2.2.9 In addition, around 115m to the east, Thomas Street forms a signalised junction with Swanfield Place. In this location there are crossing opportunities on the northern and eastern arms of the junction.

2.2.10 A further 160m east of this junction the A484 a 5-arm roundabout junction provides access to Llanelli bus station, East Gate Shopping Centre, as well as a large Asda superstore via Stepney Place and access to other residential areas in Llanelli.

2.2.11 Street lighting is present along the A484 and a 30mph speed limit applies to the section of the A484 within the vicinity of the application site.

Stepney Place

2.2.12 Stepney Place provides access from its large 5 arm roundabout with the A484 to a variety of local facilities and amenities including the bus station, the central

2.2.13 Resident only parking is present along the southern side of the carriageway of Stepney Place.

2.2.14 A pedestrian environment is also provided along the southern side of Stepney Place. A pedestrianised walkway runs along the back of the bus station and provides access to the variety of shops, restaurants and facilities present within East Gate Shopping Centre and St Elli Shopping Centre. It also facilitates direct access to the proposed development site via a pedestrianised square.

2.2.15 A pelican pedestrian crossing is provided between the two roundabouts on Stepney Street directly adjacent to the Asda superstore as well as the bus station. This provides a safe point of crossing between the residential area to the north- east and the Llanelli Town Centre as a whole.

2.3 Public Transport

2.3.1 The proposed development site is well served by public transport, due to the site being within very close proximity (c.100 metres) to Llanelli bus station.

2.3.2 the location of Llanelli bus station in relation to the site is shown in Figure 2.2.

2.3.3 A range of services to Swansea and Carmarthen operate from Llanelli Bus Station.

2.3.4 Table 2.1 below outlines the extensive range of services that call at bus stops within the vicinity of the site.

Rail services

2.3.5 The closest railway station to the application site is Llanelli railway station located approximately 1.2 km walking distance to the south west of the application site.

2.3.6 The services at Llanelli railway station run approximately every hour in each direction along the West line, from Manchester Piccadilly and Cardiff Central via Swansea to Carmarthen. Most of these services are run by Transport for Wales.

2.3.7 First Great Western services between London Paddington and Carmarthen also call here.

2.3.8 Bus service L6 stops approximately 356m from Llanelli railway station, providing easy transition between bus and rail.

2.4 Pedestrians and cyclists

Pedestrian

2.4.1 Given the central location of the site within Llanelli there is already an established network of pedestrian routes within the immediate vicinity of the site.

2.4.2 These offer direct connections between the application site and surrounding amenities and services available in the town centre.

2.4.3 On the site frontage there are high quality footways with dropped kerbs and tactile paving crossing points as well as a ramped access to the pedestrian environment on the frontage of the St Elli Shopping Centre. This infrastructure therefore provides good access not only between the proposed development site and the local amenities in Llanelli town centre but also from the disabled parking provision located on the side of the Market Street carriageway.

2.4.4 As previously described within the immediate vicinity of the site there are also three signalised crossings reducing severance of major arterial links through Llanelli. These are:

1) Staggered Puffin Crossing adjacent to Mincing Lane

2) Pedestrian phases at the A484 / Swanfield Place junction.

3) Pelican crossing of Stepney Place adjacent to Asda superstore and Bus Station.

Cycling

2.4.5 The nearest National Cycle Network (NCN) Route to the site is NCN Route 47 which is located approximately 980m to the south west of the site on the A4214.

2.4.6 NCN 47 is a mainly inland route starting at Newport and finishing at Fishguard passing through Neath and Carmarthen.

2.4.7 The alignment of the cycle routes within the immediate vicinity of the site are shown in Figure 2.3.

2.5 Local Facilities and Amenities

2.5.1 There are a number of publications which suggest guidance for appropriate walking and cycling distances to facilities. For reference, a number of quotes from relevant documents have been summarised as follows.

• ‘walking as a mode of travel predominates for journeys of less than two miles whilst cycling is more convenient for longer journeys, typically of up to five miles for regular journeys.’ (Paragraph 4.1.4, Active Travel Design Act, Welsh Government)

• ‘Two miles is ‘a distance that could easily be walked by the majority of people’ (Paragraph 2.2, TA91/05 Provision for Non-motorised Users, DfT)

• ‘Walking is used to access a wide variety of destinations including places of work, normally within a range of up to 2 miles’ (Paragraph 2.3, TA91/05 Provision for Non-motorised Users, DfT)

• ‘Cycling is used for accessing a variety of different destinations, including places of work, up to a range of around 5 miles. Cycling is also undertaken as a leisure activity, often over much longer distances’ (Paragraph 2.11, TA91/05, DfT)

• ‘80% of journeys shorter than 1 mile (1.6km) are made wholly on foot’ (Section 2.1, Planning for Walking, CIHT).

• ‘Five miles is a distance that could easily be cycled by the majority of people’ (Paragraph 2.9, TA91/05, DfT)

• ‘for commuter journeys, a trip distance of over five miles is not uncommon and Novice and occasional leisure cyclists will cycle longer distances where the cycle ride is the primary purpose of their journey. A round trip on a waymarked leisure route could easily involve distances of 20 to 30 miles. Experienced cyclists will often be prepared to cycle longer distances for whatever journey purpose’ (Paragraph 1.5.1, LTN02/08, DfT)

2.5.2 Therefore, for the purposes of this Transport Statement, journeys of up to 3.2km have been considered as a reasonable and appropriate distance.

2.5.3 Some of the local amenities within walking distance of the development are shown in Figure 2.4 and outlined in Table 2.2 below.

2.5.4 As identified by Figure 2.4 and Table 2.2, there are a large number of facilities within acceptable walking distance of the proposed development site.

2.6 Highway Safety

2.6.1 Personal Injury Collision (PIC) data derived from DfT STATS19 accident information was obtained through interrogation of the Crashmap database.

2.6.2 This information was extrapolated for the most recent five-year period and covered a study area spanning 500m around the site in each direction.

2.6.3 The plot of the collision locations is shown in Figure 2.5 and a summary is presented in Table 2.3 below.

2.6.4 A total of 9 collisions have been recorded within the study area in the most recent five year period available. These collisions resulted in a total of 10 casualties.

2.6.5 It is evident from the incidents which have occurred that there is no clear collision pattern / problem within the immediate vicinity of the site.

2.6.6 It should be noted that one collision which occurred on Market Street in 2015 resulted in a fatality. This was a single vehicle incident which did not involve vulnerable road users.

2.6.7 Further details for each collision are included in Appendix A.

2.7 Conclusion

2.7.1 It can therefore be concluded that based on the surrounding environment that the site is located in a highly sustainable location with good access to local facilities, amenities and services which would supplement the land uses proposed as part of the development.

2.7.2 Due to the proximity of the bus station it is therefore considered that there will be opportunities for future occupiers / visitors to use modes other than the private car to access the site.

2.7.3 It is also considered that given the high footfall in the area that a regeneration of the site will improve the perceived pedestrian environment on Market Street.

3 DEVELOPMENT PROPOSALS

3.1 Development land use

3.1.1 As outlined in section 1, the planning application proposes a mixed-use development which comprises the following;

• 3 Bar/Restaurant – 469m2 (Juniper Place, Old Havana, Marco Pierre Wite)

• 1 Coffee shop / Café – 161m2 (Carma Coffi)

• 2 Retail outlets – 158m2

• Office Space – 89m2 (Hestia Wharf Design)

• Accommodation – 280m2 (10 bed – Happy Place Hotels)

3.1.2 The layout for the proposed development is shown in Appendix B.

3.1.3 The following section of the report outlines:

• The proposed access arrangements (for pedestrians, cyclists and vehicular traffic); and,

• The off-site car parking provision and site layout.

3.2 Vehicle access and on-site layout

3.2.1 The vehicular access to the development will be achieved via Market Street.

3.3 Pedestrian and cyclist access

3.3.1 As shown in Appendix B, the development site will be permeable to pedestrian and cyclist movement at both its northern and southern boundaries and connects well with the existing pedestrian and cyclist infrastructure in the town centre.

3.4 Service Vehicle Access

3.4.1 Market Street, to the rear of the development site, includes the provision of a turning head for large goods vehicles.

3.4.2 All aspects of the proposed development will be serviced from Market Street.

3.4.3 This will include refuse collection vehicles and deliveries by goods vehicles to the commercial land uses. These will utilise the loading areas available on the Market Street in agreement with St Elli Shopping Centre.

3.5 Car Parking

3.5.1 It is proposed that the site itself will not provide any car parking facilities and it is envisaged that staff and users of the site will use the public car parks in operation within the vicinity of the site.

3.5.2 Figure 3.1 details the locations of several public car parks that operate in the vicinity of the application site.

3.5.3 Based on Figure 3.1, there are approximately 1,345 car parking spaces within the immediate vicinity of the application site.

3.5.4 It is anticipated that visitors to the development who arrive by car will be able to park in the on and off-street car parking provision that is available in Llanelli town centre.

3.6 Cycle parking provision

3.6.1 Provision for secure cycle parking is to be made within the site in line with cycle parking provision set out in CSS Wales.

4 TRANSPORT CHARACTERISTICS

4.1 Introduction

4.1.1 This section of the report sets out the likely volumes of traffic generated by the proposed mixed-use development throughout the average weekday. It also looks at the parking accumulation which could be associated with the proposed development.

4.1.2 There is no historical data on the level of traffic generated by the previous use of the buildings but clearly movement to and from the site would have occurred with its former use.

4.1.3 It is considered that the site’s location in Llanelli town centre with very close proximity to other amenities and employment opportunities will ensure that there is significant propensity for linked trips to the development.

4.2 Retail Units

4.2.1 It is considered that the vast majority of trips which would be associated with retail units within the town centre would already be visiting the town centre and would visit the site as a linked or pass-by trip.

4.2.2 As such, with the exception of the unit which will be leased to an estate agency, it is not considered that any new trips will be generated by the remaining retail unit.

4.2.3 The GFA for the unit which will be occupied by an estate agents has been added to the office space to allow for account for the trips associated with the professional services offered therein.

4.3 Café

4.3.1 Similarly, to the retail units it is considered that the Café will primarily accommodate linked or pass-by trips. There may also be some degree of internalisation with those staying in the accommodation or working in the office space visiting the café.

4.3.2 As such, no dedicated trips have been considered to occur as a result of the Café with all trips likely to already be within the surrounding environment.

4.4 Bar/Restaurant

4.4.1 The vehicle trip generation rates for the proposed bar/restaurant element (Old Havana & Juniper Place) of the development have been obtained from the TRICS 7.7.2 trip generation database.

4.4.2 Sites were selected based on the following selection criteria:

• Land use: 06 – Hotel, Food & Drink C – Pub/Restaurant;

• Sites in Town Centre locations

• Sites surveyed since January 2000

• Sites with a population of less than 250,000 within 5 miles

4.4.3 The TRICS output for the bar/restaurants at the site is set out in Appendix C with the peak period trip rates for vehicles and pedestrians summarised in Tables 4.1 and 4.2 below.

4.4.4 It should be noted that average trip rates have been used as there is insufficient sites within the database to calculate 85th percentile rates.

4.4.5 Table 4.1 identifies that the bar/restaurant element of the proposed development is likely to generate up to 20 two-way vehicle movements during the afternoon peak hour and up to 33 two-way vehicle movements during the evening peak hour period.

4.4.6 The likely modal share for the site has been derived from the directly comparable site included within he TRICS database. This is summarised in Table 4.2.

4.4.7 Table 4.2 demonstrates that there are a large number of sustainable movements associated with the proposed development site.

4.4.8 As a result of the land use of the proposed site there are also generally a large number of taxi movements throughout the day. This accounts for around 23% of all vehicular movements.

4.4.9 The car parking accumulation has been calculated in Table 4.3. This only takes into account private vehicles likely to require parking within the vicinity of the proposed development site. To avoid negative numbers within the parking accumulation it has been assumed that two vehicles associated with the site are already present.

4.4.10 As is demonstrated in Table 4.3 the pub / restaurant land uses on site could therefore be associated with a parking demand for up to around 20 vehicles in any given hour.

4.4.11 This does not take into account linked and pass-by trips with the remainder of the town centre uses. As such, much of the parking demand could already be present within the surrounding environment.

4.4.12 TRICS research report 14/1 identified that in town centre environments the level of linked trips could be around 46%.

4.5 Office use

4.5.1 A similar exercise was undertaken to derive vehicle trip rates for the 89m2 of office space proposed on the site. In addition, as one of the retail units (79 sqm) is due to be occupied by an estate agency the GFA for this retail unit has been added to the office space.

4.5.2 The TRICS database has been interrogated for office developments that are serviced and leased to multiple smaller organisations.

4.5.3 One representative survey has been identified as directly comparable to the proposed development. Details of this development are included in Appendix D.

4.5.4 Table 4.4 details the vehicle trip rates derived and the trips generated by the office space proposed in the application. The full output from the TRICS database is included at Appendix D.

4.5.5 Table 4.4 demonstrates that vehicular movements associated with the office space and the estate agency retail unit are likely to be minimal given the sustainable location of the site and lack of parking availability on the site.

4.5.6 Due to the sustainable nature of the site the vast majority of trips to the office space are likely to be carried out by public transport, walking or cycling (58%). There could also be linked trips associated with the other land uses on the site including the café, the bar / restaurants and the accommodation.

4.5.7 The likely modal share for the site has been derived from the directly comparable site included within he TRICS database. This is summarised in Table 4.5.

4.5.8 The modal share therefore indicates that the sustainable modes could equate to between 50 – 60 % of the movements associated with an office development of this kind in a town centre environment.

4.5.9 Although the modal share for vehicles remains at 28% it should be noted that the car parking accumulation for a development of this kind is anticipated to be low with a maximum demand for parking of five vehicles as is demonstrated in Table 4.6.

4.6 Accommodation

4.6.1 The accommodation element of the development will provide 10 bedspaces in the form of a budget hotel / bed and breakfast.

4.6.2 As per the previous assessments the TRICS database has been interrogated to derive the likely multi-modal trip generation which would be associated with the proposed accommodation.

4.6.3 The following parameters have been applied to identify directly comparable sites:

• Sites within the category 06 – Hotel, Food and Drink; A – Hotels;

• Sites for which multi-modal surveys were undertaken;

• Surveys carried out since January 2000;

• Surveys undertaken on weekdays;

• Sites in Town Centre locations;

• Sites with a population of 10,000 within 1 mile and 50,000 within 5 miles;

• Sites with no dedicated parking provision.

4.6.4 The application of these parameters identified one directly comparable site. The output for this site is included at Appendix E.

4.6.5 The calculated trip generation is shown in Table 4.7.

4.6.8 The modal share therefore indicates that although the site is located in a sustainable location with no parking provision that access to the site by car is still likely to be the primary mode of travel.

4.6.9 However, as shown in Table 4.8 it should be noted that the vehicular movements are likely to be dispersed throughout the day. In addition, the accommodation may generate linked trips with other uses within the proposed development (i.e. office, retail, bars / restaurants). As such, it is considered that the consideration of these land uses in isolation is a robust assessment.

4.6.10 As per the office space the car parking accumulation for a development of this kind is anticipated to be low with a maximum demand for parking of six vehicles as is demonstrated in Table 4.9.

4.6.11 This assumes that a total of 6 cars will be parked associated with the hotel overnight which equates to one car for 60% of the bedrooms in line with the modal share analysis.

4.7.3 Given the location of the site in the town centre it is considered that there are a number of alternatives to access the site as opposed to the private car.

4.7.4 However, should the car be the preferred / only option of travel this TS has demonstrated that there is significant car parking provision within the immediate vicinity of the site which would be able to accommodate the level of parking demand which has been identified in Table 4.11.

4.7.5 It should also be noted that as a result of the site being located in the town centre environment that a large number of trips would either by linked or pass-by trips and as such would not be new to the local highway network and / or put additional stress on the parking demand within the immediate vicinity of the site.

4.7.6 The TRICS Research Report 14/1 states that an application of around 46% would be a robust assessment for town centre environments. The application of this as a linked trip factor would therefore account for new parking demand of an additional 15 vehicles at peak times.

5 SUMMARY AND CONCLUSION

5.1 Summary

5.1.1 Asbri Transport has been appointed by Cygnus Holdings (Llanelli) Ltd to produce a Transport Statement in support of a planning application for a mixed-use development at the former Moonraker night club site, Market Street, Llanelli.

5.1.2 The development proposes a mix of retail, restaurants, bars, café’s and modern office space. The development also proposes budget hotel style accommodation.

5.1.3 The transport characteristics of the area in which the proposed development is to be located have been examined and the site is noted to be located in a highly sustainable location in Llanelli Town Centre adjacent to the Bus station.

5.1.4 There is a significant quantum of public parking available in the area surrounding the development site and it is envisaged that staff and users of the site who have travelled by car will utilise the existing car parking facilities.

5.1.5 The TS has also demonstrated that there is opportunity for servicing vehicles to be accommodated directly adjacent to the site in agreement with St Elli Shopping Centre.

5.1.6 This Transport Statement has also assessed the development’s multi-modal trip generation of the proposed use. It has also examined pedestrian and cyclist trips that may be generated by the proposed development. It is envisaged that a large proportion of trips to the site will be linked to other uses within the town centre.

5.2 Conclusion

5.2.1 The proposed development is located in a highly sustainable location in the centre of Llanelli in proximity to bus and rail services.

5.2.2 The assessment undertaken has concluded that the level of trips that may be generated by the proposed development by all modes will be satisfactorily accommodated within the surrounding environment.

5.2.3 It is therefore considered that there are no material reasons from a highways and transportation perspective that should prevent planning approval for the proposed redevelopment of the site.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus departures). Within each of these main columns are three sub-columns. These display the number of survey days where count data is included (per time period), the average value of the selected trip rate calculation parameter (per time period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals (whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated calculation factor (shown just above the table and abbreviated here as FACT).
