Introduction 1.1 This document is the Dobwalls and Trewidland (D&T) Neighbourhood Development Plan (NDP). It presents the Vision and Objectives for the D&T over the NDP period to 2030 and presents planning policies which seek to enable delivery of this Vision and Objectives. 1.2 Neighbourhood Planning builds on the National Planning Policy Framework (NPPF) and the Cornwall Local Plan: Strategic Policies Development Plan Document (Local Plan), to give an extra level of detail at the local level. The D&T NDP has been developed to ensure that future growth and development throughout the Parish is guided by the local community. 1.3 D&T NDP runs in tandem with the Cornwall Local Plan, which runs to 2030. It is appropriate that it should have the same end period and therefore it will be reviewed and updated in 2030. The Parish Council may however deem it necessary to update the NDP at an earlier date if circumstances warrant an earlier review. 1.4 This document is supported by a number of other documents and background information that are referred to throughout. These supporting documents can be accessed on the Dobwalls and Trewidland Neighbourhood Plan Website at https://www.dobwallsandtrewidlandplan.org.uk/ 1.5 A glossary and abbreviations section is included at the back of this document for reference 1.6 The D&T NDP applies to the area covered by the D&T Parish Council as shown in Figure 1. 1.7 D&T is situated in the South East of Cornwall and is part of the Liskeard and Looe Community Network Area (L&LCNA) 1.8 The community of D&T have decided to develop a NDP in order to allow greater influence on the types and location of development that will occur during the plan period. The community’s priorities are to ensure that adequate sustainable provision is made to meet anticipated local needs for housing and other forms of development while protecting and enhancing the landscape, natural environment and historic character of the parish, and the health of the local community. 1.9 [Once finalised and adopted by Cornwall Council (CC)] The planning policies presented in this NDP seek to positively plan for the future of D&T and will be used and acted upon by CC planning officers, landowners and developers through the development process; providing clarity on the community’s needs and aspirations. Note on Parish Boundaries changes At the date of preparation of this document, the Community Governance Review of Parish Boundaries, (following the Local Government Boundary Commission for England review of Cornwall Council Ward boundaries) has recognised the proposals for the removal of: the Trewidland section ( east of the East Looe River) from the current D&T parish, and its merging with the St Keyne Parish, on the west bank of the East Looe river, to form a new ‘St Keyne and Trewidland’ Parish, and has published its recommendation that this change take place. D&T NDP – The Preparation Process Getting this far. 2.1 In 2016 Dobwalls and Trewidland Parish Council discussed the benefits of creating a NDP for the Parish. The leader of the St Cleer NP and The Liskeard and Looe Link Community network Link officer made presentations to the parish council in February and April of 2016; articles on neighbourhood Planning were published in the Parish Magazine in June and September; and a series of three public meetings took place in September and November in both Dobwalls and in Trewidland. At the parish Council meeting in December 2016 it was agreed that we would proceed with the NDP preparation. The NDP has been led by the D&T NDP Steering Group, set up in the spring of 2017. This group comprises of Parish Council representatives and residents of the parish, and is led by the Parish Council Chair, Co-ordinated by a Parish councillor, and supported by the D&T Parish Clerk. 2.2 The preparation of this NDP has been informed throughout by a comprehensive programme of consultation. Consultations have been taking place over the past four years. These have included 2.2 a Consultations carried out (see Consultation Summary and Statement documents) Initial Questionnaire to all households circulated in March 2017 Awareness raising sessions carried out with several community groups in the Autumn of 2017 Displays of information being gathered at Christmas events in both Village Halls 2017 and at summer events at both Schools and at the Dobwalls Beer festival Leaflets with updates on activities and results available at all community events. A housing needs Survey carried out by Cornwall Council Housing officers in March 2018 A second Questionnaire survey carried out by Boscawan in May 2018 Public Roadshow exhibition days held in both Trewidland Village hall and Dobwalls Memorial Hall September 2018 Local exhibitions of proposed Plan policy Objectives and proposed Parish Projects at Dobwalls , Doublebois and Trewidland

The theme was “Save Our Planet”, with en- tries being made entirely from recyclable materials. There were five entries and peo- ple were able to vote by picking up voting forms from various places in the parish and via The Villager autumn edition. The winner was Dobwalls Knit and Knatter with “Knitty Knatter” and the runner-up was Dobwalls Girls’ Brigade with “Lavender”. The two groups have received their prizes of £15 and £10 and a certificate. Three Members of the winners of the parish scarecrow competition, Dobwalls Knit and Knatter, receiving the first prize on behalf of their group. Mr Pearce’s father was a Parish Councillor before him and Geoffrey remembers that when he first joined the council, Connon Bridge landfill site was Carol Spear (current Chair) presenting the bowl just a small dump for Liskeard urban district to Geoffrey Pearce council! Compliance was assessed at all sites against the quality criterion for each determinand relevant to the River Water Quality Objective (RQO) of that site. The criterion are shown in Table 1. A dashed line in the schedule indicates no samples failed to comply. This report should be read in conjunction with Water Quality Technical note FWS/93/005, entitled: River Water Quality 1991, Classification by Determinand? where for each site the classification for each individual determinand is given, together with relevant statistics. The results are grouped in catchments for easy reference, commencing with the most south easterly catchments in the region and progressing sequentially around the coast to the most north easterly catchment.
